The Senate yesterday hailed the educational policies of the Osun State Government. It said other states should take a cue from it.

The Chairman, Senate Committee on Education, Uche Chukwumerijie, said this while on an oversight visit to the state.

He said others must drop their party affiliations and sentiments because what is happening in Osun is capable of rescuing the country’s rotten education sector.

“The states and the country owe Governor Rauf Aregbesola a lot of gratitude for promptly laying a formidable foundation for education in the state. I will like to use this opportunity to advise other states, irrespective of your political affiliation. You must drop your ego and learn from the people-oriented projects and programmes of Governor Aregbesola.”

Aregbesola said for the country to progress, the interest of the people must be considered before any decision is taken.

He said parliamentary system of government is the essence of democracy.

He said: “The best form of political activity is in the parliament, our nation will not make appreciable progress if it focuses only on the executive, at least the parliament is where ideas are generated, they have the total support of the people.

“Parliamentary system is the essence of democracy. The assembly of the people must not be an expression but it must be put into practice.

“For a country to have meaningful development, it must not be a one-sided means of power.”

Speaking on education, Aregbesola said when he assumed office, his intention was to close down schools for about a year because of what he met.

“What was on ground was dilapidated school buildings not fit for human habitation. The conditions of teachers were nothing to write home about plus the condition of other infrastructure.”

Osun: Reforming The Education Policy And its Standard


Prior to the inception of the present administration in the State of Osun, no one would ever have thought that the tremendous reformation being witnessed in the education system in the state today could be possible. Public education was a ruse and in shambles,to the extent that no one could dream of enroling his or her wards in a public school, except those without the financial capacity to afford private schools.

The students, especially of primary schools extraction were roughly dressed and mal-nourished, schools buildings were in dilapidated state,students’ performance was abysmally poor, there were no instructional materials, while the tuition fees in the state-owned tertiary institution was outrageous.

Regardless of the poor system, parents had to struggle to pay tuition fees for their wards, even when the immediate past government claimed that education at the primary and secondary levels were free.

After his assumption of office as the Governor of the State of Osun on November 27, 2010, Ogbeni Rauf Aregbesola, in line with his quest to promote functional education and improve its standard, took the bull by the horn and put together an educational summit, involving the best brains within the state and beyond in the educational system to identify the problem facing the system and advise the government on what to do to revamp the decayed system.

The resultant effect immediately after the education summit was the reduction in the tuition fees of the tertiary institution by 50 per cent. The students who were paying between N45,000 and N50,000 in the polytechnic are now paying maximum of N25,000. For Colleges of Education, it was reduced from N28,000 to maximum of N20,000; and for Osun State University (UNIOSUN), the Medical Students who were paying N198,000 are now paying N100,000, while non-medical students who were paying N155,000 are now paying maximum of N75,000.

Meanwhile, the medical students of UNIOSUN who have been stagnated and could not continue their medical training because there is no Teaching Hospital in the institution now have cause to rejoice, as the government is spending N146 million to sponsor them to Ukraine to complete their medical training. The government is picking up all the bills for the two years programme from the tuition fees, to air tickets, procurement of visas and invitation fees, accommodations, immigration services, medical investigations and insurance and the cost for language training among others.

In line with the recommendation of the summit that conducive environment must be provided for the students to learn fast and perform beautifully, the government of the state has launched a programme called O’Schools, which would be over-seeing infrastructural development of the schools. Under this programme, 170 state of the art mega schools are being built across the state, 100 of which are for elementary schools (Grade 1 to 3) which is 1,000-capacity; 50 middle school (Grade 4 to cool also of 1,000-capacity and 20 High Schools (Grade 9 to 12) of 3,000-capacity each. The prototype of the elementary school is about to be completed in Osogbo, while the prototype of middle and high schools are currently being built in Ile-Ife and Ejigbo respectively.

Also, the administration has reviewed the School Feeding Programme for primary one and two pupils and the programme is now called O’Meal. It was critically examined by the present administration that the foods were being prepared in dirty environments, while the quality and quantity of the food was very poor. However, the programme has taken a new dimension, as it has been extended to pupils in primary three and the kids are now being fed with food, rich in high protein and fruits. On Mondays and Thursdays, the pupils are being fed with Chicken, with food, rich in vegetable and fruit; on Tuesdays, they are being fed with beef and some other nutritious meals; on Wednesdays, they are fed with fish and on Fridays, they are fed with eggs with their menu. The programme is costing the government N1.56 billion in a year.

While the kids are being fed, 3,000 women were empowered to cook for the kids. They were trained, provided with all necessary utensils which cost the government N124,500,000 and given soft loans, of which the government would pay the interest on it. The caterers are also kitted and the uniforms cost N18 million. The belief was that if the school children are well fed at their formative stage, it will increase their mental capacity and subsequently they will perform optimally in their education.

Determined to ensure that students in their final stage of their secondary education are well prepared for both internal and external examinations, the government has employed a Chinese Company to design a Computer Tablet, called Opon Imo which would be distributed to all the students in the high schools. It was designed in such a way that the 38 subjects being offered in schools are installed on it along with Yoruba History, Yoruba Traditional religion, sexuality education, civic education and entrepreneurship education. In all, there are 43 subjects installed on the tablet, which was designed in form of iPad. All the books that are being used from Senior Secondary School one to three, as well as WAEC, NECO and JAMB past questions and answers are in the tablet. The tablet is solar compatible for at least eight hours and it is expected to be launched very soon.

For the 129,161 students in the high schools, the government had ordered 150,000 of the tablets, so that some of them would be given to teachers and keep some in stores. There is a standing agreement that the manufacturers of the tablet would set up their factory in Osun, with a view to further enhancing economic and educational development in the state.

Besides, before the advent of the present administration, there was discrimination in the payment of WAEC fees, as the qualification examinations would be run by school and any student that falls below cut-off mark would have his or her parent levied for the WAEC fee. Things took a new dimension when Governor Aregbesola reviewed the programme and declared that once a student is qualified to be in SS3, it is assumed that such students had been prepared for the final year examination and as a result, the government would pay the WAEC fee for such students.

Still not satisfied with the way the students in the public primary and secondary schools are kitted, the government has decided to sew standard uniform for the students in a unique way, by using the style that will promote the Yoruba culture and the local producer of Adire. For the elementary school, the design reflects Adire alone, for the middle school, it reflects Adire with state crest on it, while for the high school, it is Adire, combined with plain fabric. The representatives of all the existing religions, PTA, students and other stakeholders in the state were in the committee that chose the designs of the proposed uniform.

For the sewing of the uniforms, 3,100 indigenous tailors, that is 100 tailors from each local government and Modakeke Area Office would be recruited to sew the uniform and the project is costing the government N1.85 billion.

Before the advent of the present administration, between N200 and N1000 was being given to primary schools for running cost per term per school and with this, parents were being overburdened with series of levy. To reduce the burden, Governor Aregbesola directed that for whatever reason, no teacher must collect a penny from any student for their education. Presently, the running cost per term has been placed on N400 per child, which translate to minimum of N75,000 averagely per school per term for primary schools. For the secondary schools, they were being given N150 per child per term and it has now been increased to N550 per child per term.

Also instructional materials like chalks, exercise books, attendance register, black board cleaners among others, running to over N150 million had been provided for primary and secondary schools across the state.

Also, to take care of interest of teachers, the present administration has created office of Tutor-General, which would be of the same status with Permanent Secretary and the office will be filled by teachers in the three Senatorial Districts of the state. They will be in charge of education and handle the welfare of teachers. Teacher Establishment and Pension Office (TEPO) would also be put in place and the office will be responsible for the recruitment and process of pension for teachers.

The Deputy Governor, Otunba Titilayo Laoye-Tomori who doubles as the Commissioner for Education reiterated that special allowances for teachers in the rural areas is in the offing to reduce the usual rural abandonment by teachers, adding that social amenities would be provided in the rural area to encourage them.

She said that all machinery would be put in place to ensure that the students in the public schools get the best of education which their parents, state and even Nigeria would be proud of.

Suffix to say that the measures taking so far in line with the recommendations of the education summit by the government of the State of Osun has highly increased the enrollment of students in the public schools, and this has actually given hope to the teeming populace that qualitative education can also be accessible in public schools as of old.

My brother, I believe Aregbesola will come good also. Alas, this is the wrong forum to be optimistic or to highlight positive news. Below, I received insults because I had taken time to study Aregbesola's plan and was optimistic about it while others preferred to heap insult on me and Aregbesola to the extent of labelling him "mad" when they have not even taken time to look at his policy on education comprehensively which was the result of robust and extensive consultation with foremost education and prominent scholars to include the likes of Soyinka. Now I am glad Senator Chukwumerije has said what I have always said when he implored others to put egos aside to note good initiatives, support it and perhaps understudy it.

Guy, why don't you give your opinion on the topic? Ultimately, something very important is happening i.e the notion of turning around our horrid education sector. I would have thought this issue, if you truly see Nigeria, would be more important to you than reminding anyone of their perception of the ruling Party. besides, did you read the article at all? Did you fail to note Chukwumerije is the Chairman for the Senate Committee on Education? He was on an oversight visit to Osun and even if PDP, he speaks for the entire senate consisting Senators from various Parties. Chukwumerije speaks as the Chairman of a committee that will cut across political lines and you will do well to note that. In your haste to tackle others rather than the topic, you miss that this is not the "word of a man from the Party of killers". It is the word of the chairman of a committee with a specific brief to monitor the education sector.

In any case, when have I ever said everyone in the PDP is bad? When have have I ever routinely attacked the performers in the PDP and failed to give them credit as your pal ,Beaf, did in regards to everyone ACN? Please, let us stop this petty bickering and keep things on track. Please discuss the topic if you can.

My guy, you still don't get me. I may have a problem with non-performing PDP adminsitrators and the Party's central indolence, impeding the progress of Nigeria, but I would like you to show one instance where I have not given credit where due to any administrator doing well regardless of their Party affiliation.

Go through the archives to note who was the SW Nairaland 'campaign manager' of Okorocha even as he ran under the APGA. All performers are to be supported - even those in the PDP. Simple as that. Once again, the reason I dislike the Party is mainly because of what it makes of the Presidency and the center that is so important to the progress of Nigeria. Aside that, you will never see me having issues with the Chimes, Akpabios and Amaechis of the world.

With all due respect Mr Chukwumerije, I do not share your optimism. The only positive thing I saw in that report was the moving of Manufacturing facility for touch screen device to the state, and the patronising of local tailors for uniforms which are both good.

Correct me if I am wrong but Osun is not exactly a rich state, like most states it depends significantly on the federal government. Hence while social reforms might sound all good and nice with fuzzy feelings et al, we need to ask what has to give. Education is much more than infrastructure. Education is about quality. It goes beyond buildings to include lab equipments, teacher training, etc. The problem a lot of Nigerian Universities have is that they CANNOT source funds effectively enough to improve on the quality (equipment, training, infrastructure, etc). So what we end up with is many village schools we call universities whose bests are yet to crack the top 1000 in the world.

So the question is this, how does reducing University income help matters? And the most shocking thing, we are meant to celebrate government sending students abroad to get a better education in a place that can give them opportunities their state and country could not provide for them? How is that something to beat the chest about? Were these students made to sign contract saying when they finish they will come back to contribute meaningfully to their state? So what does the state gain from that?

There were other things to pick up on from that article but it is not worth the time. Sometimes I worry about the leaders we have. The positives are manufacturing site moving to the state. I liked the reforms for primary schools (assuming the state can EVEN afford it), but I saw nothing to be joyful about with regards to educational QUALITY for Secondary schools and Universities IN THE STATE.

I might just have to start ignoring news about Osun because me and that man think completely differently. Socialism is not cheap. We should be helping our Universities tap into global funds to help improve their quality and be trying to retain and meaningfully deploy local talent.

Guy, you have a problem. I do't know what it is but really don't care. It appears you just wan't to 'square up' and will just makes up issues of any reply given to you. If I don't mention Kwanksako why should any rational person take that to mean "it is all about the South" for me?

Furthermore, say what you want about Imo and Kano. All I see is the usual inability to just give credit where due and move on graciously. You must always supply something snide. The Chairman of the senate committee on education has spoken. Surely he is aware of what is happening throughout Nigeria , regarding the sector, far more than you. He will be well informed and in a much better position to know what obtains everywhere. Yet we must accept your 'supreme expert' submission and dismiss his. Very sensible. It does not matter anyway. It is no competition. Let Imo and Kano folks enjoy the work of their Governors.

That comparison will be more balanced if we can extend it to the cumulative pulse of each state against their cumulative achievement. You simply cant blame someone for not utilizing what he/she does not have.

I want you people to do something for me, start counting the number of times Gbawe will mention Soyinka on this thread as if anything a professor does or say must be correct. Do you know the population of kano state compared to osun with relative to the allocation? Moreover, the gov is just over a year there and is doing great in the respect.

Thanks. I will rather talk with residents of Osun rather than those that resides abroad but base there government performance assessment on newspapers articles.

He doesn't have to employ federal character when talking about achievers. If he likes he can mention two only from the SW or one from the SW and two from the SS or only one from the SE. If he hasn't heard of good works from administrators in other regions, should he mention them just for the sake of applying federal character?

There is no need to make subjective arguments about the level of development in the education sector or any sector for that matter. The thread is open to debate, if you feel that Osun state is lagging because other states are doing better with their own resources, then present the data. That would be a more logical approach than the approach which you took which what appears to be a witch-hunt.

BTW, I am not criticizing you, just your approach.

For the elementary school, the design reflects Adire alone, for the middle school, it reflects Adire with state crest on it, while for the high school, it is Adire, combined with plain fabric. The representatives of all the existing religions, PTA, students and other stakeholders in the state were in the committee that chose the designs of the proposed uniform.

I really love this part. Thanks Sir Gbawe. This policy alone can create thousands of jobs for local Adire fabric manufacturers. A lot of them will have no choice than to go back into the trade especially now that there is a huge demand. Well done Gov. Aregbesola cool kiss wink

Protesting undergraduates pelt Aregbesola, deputy over bursary

OSOGBO — OSUN State governor, Mr. Rauf Aregbesola and his deputy; Mrs. Grace Titi-Laoye Tomori were yesterday prevented from going to their offices by the angry students in the tertiary institutions who were protesting alleged non-payment of their bursary allowances.

The students who were in their thousands thronged the state government Secretariat, on Ibadan Expressway in Osogbo, as early as 10a.m. and barricaded all entrances leading to the Secretariat and held Aregbesola and his deputy hostage for over an hour while chanting war songs to drive home their demands.

The government, however, described the action of the students as unfortunate, saying that the present administ- ration has done enough to alleviate the suffering of the students more than any administration before it.

The Director, Bureau of Communication and Strategy, Mr. Semiu Okanlawon said the government will not be daunted by the action of the few disgruntled students who are bent in frustrating the good intention of governor Aregbesola.
Trouble started for Aregbesola at about noon while on his way to the office when the protesting students demanded that he should alight from his car and address them but their request fell on the deaf ears of the governor who pleaded with the protesters to dialogue with him in his office.

Aregbesola’s pleas for him to be allowed to enter the Secretariat did not go down well with the students who started booing the governor and his deputy and made uncomplimentary remarks about them.
However, the state Commissioner of Police, Mrs. Kalafite Adeyemi appealed to the angry students to allow Aregbesola address them in his office, but the protesters stood their ground.
Amidst the unending uproar, the students barricaded the deputy governor’s convoy and forced her to alight from her car.

She, however, trekked down backward for about five minutes for fear of being harassed by the angry protesters and joined Aregbesola, who was at a stone-throw behind her in his car.
Apparently confused by the ugly development, Aregbesola’s convoy zoomed off while the protesters continued chasing and stoning the governor.
There was panic, however, when the security men attached to Aregbesola started firing their gun-shots spora- dically into thin air apparently to scare away the students.
The chairman, Joint Campus Committee, JCC, Olaore Naheem who spoke on behalf of the protesting students said: “We, the students of Osun State in all the tertiary institutions have not collected our bursary of N10,000 as earlier announced by Aregbesola.

“Our schools are in a state of decay but unfortunately, Aregbesola is gallivanting around with the state resources. About two years that Aregbesola regained his mandate as the governor of the state, he has remained incommunicado with the yearnings of the people of the state especially in the area of education”.

As Senate committee hails his education policy

Members of the Senate yesterday challenged other governors of the federation to learn from the educational policies put in Osun State if indeed, they are set to put their states on the path of educational glory.
The Chairman, Senate Committee on Educ- ation, Chief Uche Chukwumerijie, leading other members of the Committee on an oversight visit to the state, advised other states to drop their party affiliations and sentiments for the advancement of education in their various states.

Osun State governor, Mr. Rauf Aregbesola had held that Nigeria will not make an appreciable progress if her focus is only on the executive arm of government.

Senator Chukwumerijie said the visit was a mark of respect and solidarity to show appreciation for the wonders and feat that the young administration of Aregbesola has achieved

He doesn't have to employ federal character when talking about achievers. If he likes he can mention two only from the SW or one from the SW and two from the SS or only one from the SE. If he hasn't heard of good works from administrators in other regions, should he mention them just for the sake of applying federal character?

There is no need to make subjective arguments about the level of development in the education sector or any sector for that matter. The thread is open to debate, if you feel that Osun state is lagging because other states are doing better with their own resources, then present the data. That would be a more logical approach than the approach which you took which what appears to be a witch-hunt.

BTW, I am not criticizing you, just your approach.

Where are the picture? Are these things in the pipeline or they are already existing. If you go to calabar you we see for yourself and also pictures from people that have been there. If your go to PH, Enugu, Edo, Lagos etc. You will see the development.
Ameachi built the first model school with pipeline plans of employing indians to manage the schools.
Chukwumerije is yet to visit these states. They (senators & reps members) will only blow the trumpet of the state that entertain them best.

The Kwankwaso Education Agenda

In one year, the new Kano State government with Rabiu Musa Kwankwaso as governor, has changed the face of Kano, especially in education which has enjoyed a good measure of attention and funding

Kano State which prides itself as “Home of Commerce” is in need of rapid development and Rabiu Musa Kwankwaso, the incumbent governor, is determined to make this happen. Since the past one year when he has been at the helm of affairs as the chief executive of the state, he has been unwavering in his drive to actualise his vision of developing the state for the greater good of the people.

Although Kwankwaso had met an empty treasury, a debt burden of N77 billion and an additional $203 million in form of foreign loan on assumption of office, he has through prudent management of resources put Kano State on the path of accelerated development.

The results of his efforts are very visible in the critical areas of educational advancement, provision of the necessary infrastructure for economic growth, health care delivery, poverty alleviation and his ability to confront the security challenge posed by Boko Haram, the Islamic fundamentalist sect.

In pursuant of his vision for Kano State, Kwankwaso has identified education as a sector that should be accorded priority because he believes that no meaningful development can thrive in an illiterate society. He said education should not only be accorded priority in Kano State but the entire North because without it, the region will continue to lag behind. “If you are educated, you can cater for yourself either in this country or elsewhere. So, it is very important. And not only that, we believe that it is in the collective interest of this country. A situation where you have two countries in one, one very educated, one uneducated, portends danger. So, that is why we should narrow the gap, create opportunities so that we can move on together,” Kwankwaso said.

He explained that he adopted this education agenda in Kano because it is not only the commercial capital of the old Northern region but the home of peace. To accomplish this goal, the Kwakwanso administration brought innovations and embarked on laudable projects in the educational sector. One of such gigantic projects is the establishment of a new institution of higher learning known as the North West University. The university is to serve not only the interest of Kano State indigenes but other states in the North-West geopolitical zone whose indigenes have hitherto been facing the challenges of securing admission into the Bayero University Kano, BUK, and Kano State University of Technology, Wudil. To reposition Kano State University to give student high quality education, Kwakwanso who had established the university during his first tenure between 1999 and 2003, recently gave a facelift to the institution.

Kwankwaso also believes that a sound primary education is a prerequisite for academic excellence. Against this background, he has done a lot to improve the quality of learning in the primary schools in the state. For instance, in the past one year, more than 800 classrooms and 400 offices have been constructed in the primary schools across the state. The classes which are usually in a one - storey building with offices and toilets are popularly referred to in the state as Kwankwasiyya classes”. Before the inception of the present administration, primary school pupils were faced with the challenges of overcrowded classes which lacked desks, tables and other essential teaching materials. But today, both the teachers and the pupils have cause to be happy as the government has provided all these necessities to the schools. “Education, to us, is critical and during our first term from 1999-2003, we did our best in terms of primary education, we, by the grace of God, were able to build thousands of classrooms in Kano, we were able to feed our primary school pupils five days a week. We were able to give them two sets of uniforms and we are still maintaining those important programmes. Therefore, we are making sure that at the end of our tenure, Kano will not only be the leading state in commerce but also become the centre of knowledge.”

The improvement in the environmental conditions of the schools is not limited to the primary schools but also the secondary schools and this has not only enhanced the learning but led to an increase in school enrolment. Before Kwankwaso assumed office in 2011, the enrolment of girls into secondary schools was very low. Many young girls who ordinarily are supposed to be in school either dropped out of schools due to their parents’ inability to pay their school fees or never attended school at all. Worried by the ugly development, the state government introduced a free transport service to convey primary and secondary school girls to and from schools. The scheme named Kwankwasiiyya girl- child Initiative was launched by Kwankwaso last year.

This initiative has greatly reduced the number of young girls of school age who were given out in marriage at tender age when their mates in other states were in school. Already, the state government has acquired 65 buses from the Urban Development Bank under the Federal Mass Transit Programme and 20 high capacity buses which were distributed to public schools in the state under Kwankwasiyya Girl Child Initiative. This is in addition to government’s previous approval for the purchase of an additional 30 buses meant for some metropolitan girls’ public schools.

Kwankwaso said the move was part of deliberate efforts of his administration to ease the transportation problems of the students and enhance school attendance. His government has decided to accord priority attention to the education of the girl–child to uplift the status of women in the society. The governor advised parents to support government to ensure the success of the transportation scheme for the girl–child while also cautioning school principals to maintain the vehicles for transporting the students rather than use them for personal purposes.

Rabi’u Suleiman Bichi, the secretary to the state government, told Newswatch that the initiative has yielded the desired result as more girls who, before the programme started were out of school have gone back to school. According to him, many of the girls who had difficulties attending school because of distance are today elated over the free bus transport. Besides, Bichi explained that the free bus service has afforded parents and the school authorities the opportunity to monitor their children and ensure that they don’t engage in anti -social behaviour as the buses take them from home to school and bring them after school.

The introduction of free meals during school hours, free uniforms and free books have encouraged children of the less privileged in the state to go to school. “A child whose parents cannot give him three square meals can now go to school because he knows that there would be food for him to eat in school,” Bichi said.

The SSG noted that the percentage of girl child enrolment into secondary schools has risen tremendously compared to what it was before the inception of the Kwankwaso administration. “As at the time we came on board, the head count of primary school pupils was about one million, today with the free transport service and other attractive policy, the enrolment is at about 1.5 million,” he said.

Mukhtar Ishaq Yakasai, special adviser to the governor on private schools and vocational education told Newswatch that the free bus service was part of the government’s reforms in the education sector. The governor purchased high capacity buses so that the students can go to classes on time and immediately after school all of them can go back home on time. In a bid to motivate teachers to put in their best, a new welfare package has equally been approved for them.

While the Kwankwaso administration is effectively implementing its innovative education programme, the governor is equally providing the infrastructure required to put Kano State on the fast lane of socio-economic development. During his electioneering campaign in 2011 on the platform of the People’s Democratic Party, PDP, Kwankwaso had promised to solve the infrastructural problems facing the people if elected. In fulfilment of his promise, the governor within the past one year rehabilitated and constructed most of the major roads and streets in the metropolis as well as the rural areas.

Abba Kabir Yusuf, the state commissioner for works, housing and transport, explained that at the inception of the present administration, what government met on ground was deplorable in the sense that Kano people were denied a lot of basic infrastructure. “Before we came in, Kano was in total darkness. There was no provision of light for the people be it in their homes, on the streets, or at junctions, anywhere. Everywhere was in darkness, and that constituted a lot of inconveniences to the good people of the state.”

But on assumption of office, the first thing the governor did was to direct the works ministry to restore the street lights in the metropolis. The ministry promptly complied with the governor’s directive. The commissioner was glad that till date, all the street lights in Kano have remained illuminated at nights and this has helped to address the current security challenges.

The Kwankwaso administration also realises the role of good road networks in the lives of the people. Against this background, the administration has reconstructed many bad roads across the state. Kwankwaso, shortly after taking over as governor, started the rehabilitation of roads across the state. He has made a firm promise to ensure that all roads in bad condition in the state were given desired attention before the end of his administration in 2015.

Within one year in office, his administration has completed many abandoned projects while new ones are at various stages of completion. So far, more than 40 metropolitan roads have been constructed while others are at their various stages of completion. This includes the rehabilitation of three pedestrian bridges, construction of Sa’adatu Rimi overhead pedestrian bridge, repairs of eroded section at Rano-Garko road, rehabilitation of box culvert along Bichi –Gwarzo road and construction of Karayu box culvert at Rano. The state government has also constructed the abandoned Medile-Gurungawa- bypass road and also the construction of asphaltic concrete at Kiyashi Avenue Hotoro.

In order to provide access roads for the rural communities, the present administration has concluded arrangement for the construction of a five- kilometre road in the headquarters of each of the 44 local government areas of the state.

Other projects which are also receiving the attention of the present administration are the construction of the Challawa Bridge, expansion of Zaria road starting from the Silver Jubilee roundabout to Dantata and Sawoe yard, construction of Gagarame-Tsangaya-Daho-Albasu-Panda roads and rehabilitation of Kano-Madobi-Yako road. Another road is the Yakasai-Badume-Damargu road including two span bridges and construction of Government House perimetre road.

The governor has also awarded contract for the dualisation of the Kabuga-BUK new site road at the cost of N3.03 billion and the Sheik Jafar road estimated to cost N2.24 billion. The governor, while flagging of the road projects, said when completed, they would help to fast-track the economic development and modernisation of Kano city. Kwankwaso noted that similar projects would be executed on Hadeja and Zaria roads and would be of high quality.

The Kwankwaso administration recognises that shelter is one of the basic necessities of life and has been unwavering in its determination to build houses for the people. The administration has come up with programmes aimed at providing housing for all citizens of Kano State at an affordable rate. Presently, the state Housing Corporation has designed five categories of houses of five and four bedrooms duplexes, three bedrooms flats and two and three bedrooms semi-detached bungalows sited at Jido layout along Wudil/Maiduguri road. The houses will be for outright sale to the general public after completion.

One of the major challenges facing the people of Kano State before the present administration came to power was the lack of potable water supply. To address this problem, the Kwankwaso administration has done a lot to tackle water problem in the state. Shortly after he was sworn in, the governor went straight to the water works at Challawa, and saw it in a dilapidated condition. He immediately instructed that the water works must be rehabilitated. And within the first six months, so much improvement was recorded. Water supply rose from the meagre 40 million litres per day that was being pumped into the city to 150 million litres. It is now in the region of 190 to 200 million litres per day. The Kusela Water Works which is one of the biggest outside the metropolis and the Tambrawa Water Works are also receiving government’s attention because Kwakwanso wants to ensure that regular supply of water was maintained and sustained.

Health is another key sector the Kwankwaso administration has transformed. The governor believes strongly in the aphorism – health is wealth. He matched words with action through the re-equipping of all the general hospitals in the state with modern health facilities. Within the past one year, the state government has procured the requisite facilities for the School of Post Basic Anaesthesia at Murtala Mohammed Specialist Hospital in order to meet up the accreditation standard. Four Haemodialysis and one reserve osmo machines have been procured for the Abubakar Imam Urology Centre while the Kwankwaso Primary Health Centre has been upgraded to a cottage hospital. New administrative blocks and laboratories have been constructed at the new School of Health Technology in Bebeji. The Dental Unit of the School of Health Technology in Kano has equally been renovated and provided with modern equipment.

For the first time, the state government established the primary health care development board and the state agency for the control of AIDS.

In the area of primary and public health, the present administration has also made a huge impact. Following intensive sensitisation and mobilisation of the people, the routine immunisation against polio and other child killer diseases have improved tremendously. Abubakar Labaran Yusuf, commissioner of health said that the governor has mandated all the primary health centres and the hospitals to make immunisation a daily affair with a view to eradicating polio in the state. This, of course, has been made possible with the assistance of international agencies like the United Nations, UN, the World Health Organisation, WHO, and the United Nations International Children’s Emergency Fund, UNICEF.

Before now, patients with kidney problems usually travelled to neighbouring states or abroad for treatment of their ailments. However, such problems are over as the governor has procured dialysis machines and other sophisticated medical equipment aimed at addressing the health needs of the people of Kano State.

As part of its preparedness to uplift the health sector in the state, the Kwankwaso administration has renovated and equipped the intensive care unit of MAWS hospital. It has also in the past 12 months lived up to its counterpart funding obligation to donor agencies to enhance health care delivery in the state.

Kano State is blessed with arable land and an army of able bodied youths, and this has made it a national food basket. Bearing this in mind, Kwankwaso has adopted a pragmatic approach in its efforts to harness the agricultural potentials of the state and boost food production. As an experienced administrator who had been in the saddle before now, the governor has effectively utislised the lessons he learnt during his first tenure to improve on his agricultural programmes in his second term. For instance, during his first tenure, he had a policy through which he empowered 100 women per local government in agriculture.

However, during his second tenure, the governor decided that instead of empowering 100 women in each local government, it should be increased to 1000 for each local government and they are trained in various trades. The programme received a boost from Aliko Dangote, a prominent Kano-born industrialist who was impressed with the level of transparency and dedication that was attached to the programme. Dangote supported the government with N460 million to give each woman N10, 000.

Baraka Sani, commissioner of agriculture told Newswatch that the state government has also empowered the youths in the rural areas to embrace farming. Under the government agricultural development scheme, 500 youths in the rural areas were selected and trained on how to use the plough for farming. At the end of their training, each of them was given a loan of N140, 000 at a subsidised rate of 20 percent to be paid in three years. So far, 1,700 have been trained and empowered.

As part of its strategy to further boost agriculture in the state, the administration of Kwankwaso established six institutes for agriculture. The Farm Mechanisation Institute, and Poultry Institute which is training women on poultry management and operations. The Livestock Institute is billed to take off next month. And the objective is to train the youths on livestock management and operation. In addition, plans have been concluded for the effective take off of the Fishery Institute in Bagalda as well as the Horticulture Forestry Institute.

Umar Farouk Jibril, commissioner for information, told Newswatch that government’s decision to establish more institutes in the agricultural sector was a reflection of the nature of Kano’s profile as a typical agricultural state.

To ensure that fertiliser is provided for farmers, the Kano State Fertiliser Blending Plant which was abandoned by the immediate past administration has been reactivated and it is currently producing at full capacity. The state government has engaged the services of five companies to supply the state with hybrid groundnut seeds as part of measures to revamp groundnut production in the state. These seeds would be distributed to farmers during this year’s cropping season. Indeed, during the First Republic, Kano was well known for its groundnut pyramids. The Kwankwaso administration believes that if the pragmatic approach adopted by his government in groundnut production was religiously implemented, the glorious era of the groundnut pyramids would be restored.

The transportation sector has not been left out in the agenda of the Kwankwaso administration. In a bid to enhance free movement of people in the state, the government has purchased 1,000 taxi cabs and 500 buses to help in empowering the teeming unemployed youths.

Before the coming of this administration, the Kano State Transport Authority had only 20 vehicles secured through Public Private Partnership with Bank PHB in 2009. Since his second term, the Kwankwaso administration has added another 15 buses to improve the fleet to continue the provision of subsidised public transport services to the populace. The Kano State Ministry of Works has employed a total of 750 road traffic assistants to complement the efforts of the police and other traffic wardens in order to help decongest the metropolitan roads and restore law and order.

In recognition of the fact that the civil service is the engine room of every government, the Kwankwaso administration has placed civil servants in the state under the N18, 000 minimum wage and salaries are paid promptly on the 25th of every month. Besides, more than 400 civil servants have received car loans while more of them will benefit from the scheme very soon. The administration uncovered about 8,000 ghost workers on the payroll of the state civil service after a thorough screening of all the civil servants in the state was carried out.

In terms of security, the governor sacrificed his security vote for the development of the state and ensuring there was peace and tranquility in all parts of the state. In order to check the activities of Boko Haram, the government has put in place adequate security measures. Kwankwaso considers his second coming to the Kano State Government House as a reflection of the overwhelming confidence the good people of Kano State in him. And to maintain that confidence, he has, within one year of his administration put Kano State on the fast lane of socio-economic development to the bewilderment of his critics who thought it was going to be business as usual. Based on the Kwankwassiyya, the governor’s ideology for transforming the state, he has brought a new spirit of service to public administration in the state. In a conscious effort to reduce the cost of projects, the governor created the Ministry for Project Monitoring and Evaluation.

Aminu Abdulsalam, commissioner for project monitoring and evaluation told Newswatch that in line with the governor’s emphasis on prudent management of resources, due process was always applied in the execution of all government contracts. “Due process is the watchword and it is what the governor has been emphasising since his assumption in office. That is precisely why he decided to maintain my ministry as a ministry because if you look at it, project monitoring ministry, it’s an innovation. Not in all the states that you can find this kind of ministry,” he said.

Abdullahi Umar Ganduje, deputy governor who doubles as the commissioner for local governments, said that the present administration was aware that for any meaningful development to take place in the state, the local governments must play their own role. To this end, the state government created the joint local government/state government projects. This is a situation whereby both the state and local governments identify some capital projects and then contribute funds to execute them.

The Kwankwaso administration has been receiving accolades locally and internationally for the people-oriented programmes it has executed in the past one year. Rabiu Ishaku Rabiu, a wealthy businessman and an indigene of Kano State, said the performance of the governor in one year is very encouraging. According to him, the governor is focused and his projects have impacted positively on the lives of the people.

Ngozi Okonjo- Iweala, minister of finance who visited Kano recently, said she was impressed by the progress being made by the Kwankwaso administration in terms of poverty alleviation, job creation and empowerment of women. “I really commend that effort and I will strongly urge them to continue, especially on the job creation initiative and the federal government is ready to partner with them,” Okonjo-Iweala said.

Bichi, Secretary to the State Government, said the achievements so far recorded could be attributed to the fact that before the Kwankwaso administration came into office, they had set a target. “What we did was to make a strategic plan, to determine where we were, where were we going, how to get there. We want to make sure that by the time we are leaving by 2015, we would have solved all the problems of education that we are currently experiencing. We want to make Kano the hub of education not only in the country but in the African region,” Bichi told Newswatch.

First off, If I had a junior brother among those students, I would have slapped sense into him or her. There are some riots that are not just worth it. Bursary?? bunch of foolish lots. Their mates were becoming future billionaires, putting their God given capacities to task and good use, they are fighting over stupid bursary......which last time I checked, it's and alleviation scheme and not by right.
