The aggregate of the recurrent expenditure on this appointees can conveniently produce lot of capital projects that will be beneficial to far more greater number of Bayelsans.

When you spend 90% of your revenue for the benefit of less than 2% of the population...then I wondered the kind of job creation you are referring to.
