Imo State governor Owelle Rochas Okorocha has launched a special vigilante outfit christened ‘Imo Security Network’.

Inaugurating the outfit at the Ahijoku Convention center, Owerri yesterday, Governor Okorocha explained that the move is aimed at complimenting the efforts of the security agencies, Community vigilate groups as well as Traditional rulers who by the provisions of the Community government, are the Chief Security Officers in their respective Communities.
Said he; “Imo Security Network that is being inaugurated today is to compliment the efforts of security agencies and vigilante groups. They will also collaborate with the Traditional rulers whose positions as chairmen of the Community government Councils have placed them as chief security officers in their various Communities. These gentlemen will no longer live in their homes but in places that will be provided for them as barracks in nine locations across the State. They will introduce themselves to the people with phone numbers that will be dedicated for their operations and in any case of suspicion, they will be called upon for prompt response. Each team will be attached to a police man to ensure that they operate within the ambit of the law”

The governor further said that his administration will not tolerate any form of indiscipline, extortion or harassment of innocent citizens and stressed the need for a synergy and healthy collaboration between the newly established Imo Security Network and other security agencies in the collective fight against crime in the State.

According to him, the operations of Imo Security Network will include locating the hideouts of kidnappers and other criminals by combing the forests and uncompleted buildings in all the nooks and crannies of the State.

He however urged the people to join the government in the war against crime in the State by volunteering useful information that will lead to the arrest of suspected kidnappers and other criminals.

Earlier in a speech, the Commissioner for Special Duties, Dr Ifeanyi Nwachukwu said that Imo Security Network comprises 324 men drawn from the 27 Local Government Areas of the State and trained by the security department of the Imo College of Advanced Professional Studies [ICAPS] under the supervision of American Security experts.

Also present at the occasion is The Senior Special Assistant to the Imo State governor on Security [Administration], Barr Okey Okorocha and The Imo State Commissioner of Police, Mr Adisa Bolanta who was represented by the Assistant Commissioner of police [Operations].

Anoda of dem security outfits to b used to harass,intimidate& subdue political,economic or social opponents.By d way ddnt know traditional rulers were d chief security officers of their areas of jurisdiction,in otherwords,dese demigods are above reproach frm other mortals,except wen dey offend d governor;only in cavemen inhabited locales are such aberrations allowed in a so called democracy.
Rochas,though far better dan d thug Ohakim,cuts me as a man who really doesn't grasp d dynamics of how to govern a state in d 21st century;his ideas are too pedestrian& more of playing to d gallery dan a far thinking administrator I was expecting;disappointing.

Oga, I'm not a Fan of Rochas' "Socialist" style of governance but I'm with him on this cos I'm a supporter of State Police. I need not go further on the merits of State Police.

Meanwhile if Kano can have their own Sharia Police, why can't IMO

Yes! if only this newly constituted security outfit will be able to curb the menace of kidnappers and other social vices in that state(not like bakassi method),you will be suprise that other states govt will not hestate to join "state policing"

...though,don't really know hw it works.

Following unrelenting onslaught from the Boko Haram and kidnappers across the country, the National Economic Council (NEC) on Tuesday in Abuja endorsed the establishment of security outfits in states to enhance the security of people’s lives and property across the country.
Gov. Kayode Fayemi of Ekiti made this known, while briefing State House correspondents on the outcome of the monthly NEC meeting, which was presided over by Vice-President Namadi Sambo.
He said that such security outfits like vigilance groups should be equipped with tracking equipment to support their operations.
He also said that the council directed state governments to provide grazing lands, as part of measures to address the menace of recurring disputes between farmers and herdsmen across the country.
Mr. Fayemi said that the council also discussed the state of federal roads across the country and pledged that the funds which state governments expended on the roads’ reconstruction and rehabilitation would be refunded.
Besides, the governor said that the council directed state commissioners of finance to liaise with the Federal Ministry of Finance on the guidelines put in place for borrowing funds.
Also speaking, Gov. Martin Elechi of Ebonyi said that the council endorsed the celebration of the Nigerian Centenary in 2014.
He said that the council resolved that the governors should prepare their input into the programme before the end of the year.
Similarly, the Deputy Governor of Sokoto State, Muktar Shagari, said that the council had approved the setting up of a committee to tackle the problem of multiple taxation on the establishment of Broadband and ICT Infrastructure.
He said that the National Broadband would enhance economic and social life in Nigeria, while boosting productivity in the ICT sector and enhancing security
Mr. Shagari said that the committee, which would be chaired by Gov. Ibrahim Dankwambo of Gombe State, had the governors of Kwara, Kebbi, Abia, Edo and Oyo states as members.
The Minister of Communications, the Vice-Chairman of the Nigerian Communications Commission, representatives of Federal Inland Revenue Service and four members from each of the country’s telecommunications operators will also serve in the committee.
The committee is expected to submit its report during the second NEC meeting in 2013.

This is good. What is on the ground in terms of security is not cutting it. It is good to introduce alternatuves or measures to improve what is currently in place.

We cant just siddon look while kidnappers and the like have free reign.

Nice one. My only worry though is financial resources to make this work. Imo State seems overwhelmed with a lot projects - school upgrades, road constructions, free education, hospitals building, etc. Well lets see how this development pans out.

i remember how the bakasi boys was used to harass, intimidate and kill political opponents back then. . . sad sad

knowing how this vigilante thing is used to hunt down opposition, am really having a cold feeling on this undecided undecided

Rochas should make sure he draws a clear-cut operational instruction for these men else they will one day be in fierce confrontation with the police. Welcome to the beginning of "State Police", though.

This is a very wrong move by the Governor. IMO, the govt. officials are going to hijack, manipulate and use it to harass innocent people. This should be put under watch.

To me, it seems V.P Sambo is just to happy he is presiding over something or some people sha!

well ... This is d opportunity of states to cash-in on the idea of state police against the inefficiency of the Federal security outfit .. who knows they can even raise the standard by collecting N100 as against the acceptable N20

I have seen the Sharia Police in Action @ Obalende during a prayer session. The Lagos State Government has instructed all persons engaging in any sort of ceremony, prayer or social activity not to obstruct the road and allow road users safe passage. Guess what, the Sharia Police claim that Allah owns the whole world including Lagos and they have the right not only to turn away road-users during prayers but to also detain them until prayers are completed and even violently harass them.
I cannot recount how many times OPC have killed innocent citizens or Bakassi boyz in Aba back in the days.. ISN will turn out the same FACT

1: What sort of training is in place
2: What sort of research was done to validate the creation of this outfit
3: will they be armed or just carry kondo stick
4: Who will they report to and how will their actions be monitored

Can you kindly explain to us what you mean by 21st century governance? Maybe you are thinking of hiring Voltron, Superman, Batman etc to secure a state.

You can confirm that ISN underwent formal training in apprehending kidnappers and robbers? what exactly is the scope of their mandate? what evaluation (present/historical) was done to guarantee that these new stock of security-men do not over-step their boundaries. Let us not try to be emotional about issues that involve the lives of human beings, let us look at this issue realistically. If the Imo state Government did not institute proper framework for training, compensation, logistics, arms and ordinance, funding and expansion, it won't be any different from bakassi boys, OPC and the likes, it is a no-brainer.
