The vast Majority of women simply dont want to toast men, and would prefer to be chased. So Naturally females wont like it when other girls do the "chasing" because it unbalances the equation for them.

That is where 90% of the stigma comes from.

I'll say do it when you're sure the guy likes you (hints) and you're on the same page but he's holding back somewhat . Otherwise, just give the hints to avoid a let down or bruising your ego

I like girls who go for what they want, it's a sign of maturity too
