Haki is understood to be in levels e.g. even though Marco the phoenix and Whitebeard Rose Swordsman use haki on Akainu they were mere nuisances to him cos his haki obviously outclasses theirs. Tashigi had haki but couldn't touch Law cos it was too weak. Full body haki means quantity not necessarily quality.

Also World agreed that Luffy got stronger as they fought.
