Contractors Still Absent On Lagos-ibadan Expressway by tatosh: 8:03am On Jul 28, 2013
Despite the fanfare and ceremony associated with the launching & commencement of the reconstruction of Lagos-Ibadan expressway by Goodluck Jonathan a few weeks ago hardly any visible work has started. Not even one single equipment has been seen on the road. As I pass the road everyday, each day looks worse than the previous.
The contract for the reconstruction of the LIB road was awarded since Jan 2013 to Messrs Julius berger & RCC which means work should have started before the GEJ launch charade.

I hope this won't turn out to be another boondoggle after watching closely the attitude of the FG like it is doing the south-west a favour also taking into consideration the over-over bloated sum of N167 billion for the road construction

It is unfortunate that there is this deliberate or unconscious attitude in the man at the top to feel or be made to feel by his kinsmen around him, that in developing other parts of the country, some kind of favour is being done to the area concerned.

The flag off of the road by the president meant the PAPER WORK for the road had been completed. It is NORMAL for their to be a lag period between ceremonial flag off and time actual commencement of work. The lag period is time for deployment of man, materials and equipments on the road by the respective contractors. We'll start asking questions or getting worried if the time exceeds two months.

Is anyone surprised?

They said the construction will take 4 years...so,let's be calm!

Year 1( 2013-2014)- Road reconstruction ceremony plus ecological,geological, geographical,physical and spiritual survey grin grin

Year 2 (2014-2015) - Political 'construction' ....Heavy presence of more than 700 construction equipments on d road -And of course, GEJ would be declaring to all and sundry that the Lagos - Ibadan expressway is being constructed

Year 3 (2015-2016) - Serious contractual dispute-that will lead to the withdrawal of those over 700 equipments...In fact, newspapers will be awash with news that 'Julius Berger and RCC are threatening to take FG to court because of d failure of govt to provide funds'

Year 4 (2016-2017) - Contract with Julius Berger and RCC cancelled...re awarded to XYZ company for 799 billion naira!!!!

The flag off simply meant paper work has been completed. There are still a lot of logistics to be addressed. For example, many houses will be demolished for the expansion to be effective. This means that those affected will be compensated, this will also involve some paper work, verification of house ownership and I am also very sure that some of the affected won't give up without a fight so the entire project isn't going to be a typical walk in the park.

Besides the contractors also have to sort out their own internal logistics like manpower and capacity planning, equipment deployment etc

You don't expect the project to immediately kick off just because GEJ came and rode a tractor on the road recently do you?

Don't worry, hear? GEJ never promised and failed. He will deliver the road to you in record time. If in doubt, ask the people living along Benin - Ore, Enugu -Abakaliki - Ogoja - Caneroon, Kano - Maiduguri, Ibadan - Ilorin, The ten lane Abuja - Giri, another ten lane Abuja - Zuba, Onitsha - Owerri, Lokoja - Abuja etc etc etc

Ask the people who use our airports now about the state of facilities at MM Airport, Benin Airport, Calabar, Port Harcourt, Yola, Owerri, Enugu, Ilorin, Sokoto, Kano airports etc etc etc

Or do you prefer rail transport? a service you have probably never enjoyed because past leaders had run it aground about two decades ago. Yes, GEJ has given you that opportunity once again and lucky enough, the rail line passes through your city of Ibadan. Take a cab to Ebute Meta and you could go as far as Kano if you wish.

By the way, what the President performed on that day was merely ceremonial based on his itinerary because he is a very busy man. It does not mean that civil servant in various ministries concerned will cease doing their own part.

These SW guys and immense propaganda nd hate for anytyn nt SW nd abokis...for fccks sake OBJ a bonafide SW man was president for a whopping 8yrs nd never deemed it fit to fix a road dat is very crucial to his people...now the same people dat badmouth,curse,denigrate GEJ all d time wants him to fix d same road in barely 2yrs..rubbish

BUREAUCRACY will delay commencement of work for a period of time, that is an acceptable norms in governance. Advance payment for the job won't be automatic.

GOVERNMENT RESPONSES TO PROBLEMS IS NEVER FIREBRIGADE MODE UNLESS IT DIRECTLY THREATEN LIFE OF IT CITIZENS.

NO, ya IGNORAMUS. There is actuali something utterly Nauseauting and profudely Fooolish in certain criticisms sm people make... This particular project was given to d Contractors about a Month ago. And there is usuali smthing called PROCUREMENT and then MOBILIZATION of Men and Materials in Project management BEFORE actual CONSTRUCTION starts any where in d world. With what do you want d Contractors to do d job if those things hv not been Procured and Mobilized. Hell, maybe they hv not even received all their Mobilizatn fee from d FG. Whilst it is undastadable that sm persons are impatient and concerned (esp given our history), those concerns should not be taken to d extent of expressing unguarded HYPOCRISY and frankly, fooolishness. Cos that is what is reali Nauseauting...... By d way, it is not true that JB are not yet on that road. They are already Mobilizing there, pending when full construction starts

I said it that time.....that this is another bogus contract from the el-retardino government, over inflated contract, lack of determination, and even turns my stomach anytime I remember this is the most busiest road in this country. In good climes this expressway should be nothing less than 10 lanes, with light rapid train in between, anyway except nothing good from PDP

Mr. Okija Liar! For which road you see RCC. Guess you slept through your journey! Cos that must have been in your dreams. To think that some of us travel that road everyday and have not seen R, but here is someone who drove down from PH having seen CC plus the R we've not seen. O ga ooooo

U indeed are nauseating.So y go thru d fanfare of a ceremonial launch.Less I forget,help me site any other project dat was launched& took dis long to start.Lest,u tag me a GEJ opponent,am not,am a neutral observer,but ur not acceding to an obvious set back in this project,wish I hope is temporary,is infuriating.U obviously don't ply d route& wudnt understand d trauma to pple dat ply it& d high hopes dat supposed launch created in d hearts& souls of pple.U nid to rethink ur strategy of defence of ur ogaks policies,am not averse to praising him when he's doing well

the rate at which anti GEJ thread get pushed to the frontpage is very alarming! obj a south western ruled for 8yrs without attempting to fix the road. GEJ just awarded the contract and u guys expect the contractors to fly in and start work immediately without necessary logistics..u bunch of haters will will eat ur words when work eventually starts. Every weapon fashioned against GEJ will not prosper..u guys will be shamed further, when the road is completed in record time!

Just to be clear, what I can see is that there is NO deployment of Man, materials and machine. This means the ministry should pay and ensure the guys are mobilised and stop promising nigerians. Is it when GEJ's mother dies on that road or Min of works family before they mobilise to site?

Don't worry. The contract would be reawarded to UPN and Fasheun. awolowo was a great man and his followers deserve to partake in the improvement works of the SouthWest.

Mr man, were you sleeping when the FG announced the cancellation of the contract to Bi-courtney and awarded it to JB & RCC early this year?
My point is the contractors didn't have to wait till the Flag-off before mobilizing to site since they've been awarded the contract many months ago.
Also what was the point of the GEJ fanfare when he knew work wasn't going to start immediately.
A thinking government would flag off construction on the day work actually begins

Road construction on that road has began according to a staff of RCC. I marvel at the level of ignorance people spill around even in this rocket age. You think a road construction of that magnitude is like preparing amala and ewedu soup. To set the records straight Section 1 road stretching
about 43. 6 kilometres from Lagos to Shagamu Interchange is to be expanded into 10 lanes, has two flyovers, a median of about 5m, streetlights, turning ramps,right of way greens, underground drainages, bridges and box culverts. Section 11 of the project, which is about 84 kilometres starting from Shagamu to Ibadan in Oyo State is to be expanded into 6 lanes with street lights and right of way greens. Jonathan's government is responsive and responsible and it takes a rational person to see through and make assessments. Obj was there for good number of years with close to nothing on that road. Please lets learn the act of gratitude.

You should have been the one going round the appropriate quarters to find the reason for the delay instead of opening this thread the essence we all know, to insult and attack the president as you usually do. I am sure a trip to the FMW in Abuja or even the head offices of JB and RCC will answer your question. The Taraba State govt last month awarded the contract for the reconstruction of Bali-Gembu road for #17b but till now PW is still procuring materials and fashioning out ways to compensate people whose ppts will be affected in readiness to mobilizing men and materials.
So dont be alarmed, Jonathan does as he promises.
