The Victoria Island police station, Lagos State police command has emerged the top police station and regional winner of the Police Station Visitors Week(PSVW) 2012 in Africa.An award ceremony was held to honour the station on Tuesday, at the HS Continental Blue Ribbon hotel in Lagos, where the District Police Officer (DPO) of the Victoria Island, Adegoke Fayoade, was presented with the award.

The police station emerged winner during the Altus Annual Award ceremony which took place on August 9, 2013, at the Laico Regency Hotel in Nariobi, Kenya. The Victoria Island police station came first over 343 police stations from five other African countries: Benin,Cameroon, Kenya, Liberia and Ghana. Blessing Abiri, Altus Regional Representative/Senior Programme Officer, CLEEN Foundation, stated that Victoria Island police station was rated across the five indicator areas in the 2012 Police Station Visitors’ Week based on Community Orientation(100%); Physical Condition(96.67%); Equal treatment of the public (96. 67%);Transparency and Accountability(100%) and detention condition(100%). She added that the station showed innovative policing practices that could help improve the service delivery of police stations. She said, “The sixth edition of the Police Station Visitors Week held in 2012 was organised by the Altus Global Alliance in 17 countries, to provide local civilians with an opportunity to visit local police stations and assess the services they provide. In Africa, six countries-Benin, Cameroon, Ghana, Kenya, Liberia and Nigeria, participated in the 2012 Police Station Visitors’ Week with a total of 343 participating police stations across the six countries. A total of 1,153 visitors participated”. The report also revealed that 262 police stations were visited in Nigeria with seven police stations in the Lagos police command getting top ranks among police stations in Nigeria. These stations are: Victoria Island police station(98. 67%); Alakuko police station(96. 25%); Badagry police station,(87%); Ajah police station (83%); Ilupeju police station (83%); Ijaniki Police station (88%); Alakara police (85. 67%). Others are the Kuje police station FCT (82. 67%); Central police station Akwa Abia State (83. 33% and the Olu-Obasanjo Police Station,Rivers State (82%). Speaking on the award, the Divisional Police Officer, Victoria Island police station, Adegoke Fayoade, stated that the station adopted a “people centric” policing style which was based on community participation in securing life and property. He said, “In line with the IGP transformation agenda to build a people friendly police force that is professional, disciplined, dedicated, effective, selfless, efficient, upright and a force that will respect the rights of the citizenry, we keyed into this to create a people centric , prevention and basic enforcement module based on what the demands of the people are. We created an enabling environment that encouraged members of the public to visit the station, report cases and pass vital information. Police visibility and accessibility were enhanced. Neighbourhood policing was introduced and policemen on vehicular, motorcycle and foot patrol dotted everywhere on the Island. Our cells are among the best in the world”. Former commissioner of police, Frank Odita, who was the special guest at the event urged other policemen to emulate Adegoke, and contribute to the development of the Nigerian Police Force.

The GEJ sycophants do not have the mouth to talk or the nerve to show face here because even they know the shocking neglect of the Police force by their messiah who maintains his 10-strong Presidential air fleet with N18 billion while a paltry N11 billion is voted to equip nearly 0.5 million men and women of our NPF.

Throughout Nigeria, the tale is the same and one of an underpaid, under-equipped, ill-trained and poorly motivated police Force too morinund to fight crime. Thank god for conscientious Governors like Fashola, Amosun et al who assume the duties of the FG towards the NPF rather than watch their states ruined by the callousness, ineptitude and corruption of the centre. No wonder Akpabio's wife is living in Lagos with her family and totally disinterested in living it large as first lady of Akwa Ibom.

Most crimes committed by police officers ranging from bribery scandal to unlawful killing of innocent lives to harrassment of Nigerians are done by policemen in Lagos. So why should they be ranked top in Africa? angry

Regardless of where he used to call home, he is now the governor of a state, he is the chief law enforcement officer of a state, he presides over security votes and budgets in his state so he should be able to provide a safe heaven in his own state for his own family and his wife shouldn't be raising safety concerns in a state where her own husband is the governor and also prefer to live in another state and not the state where her own husband is the governor?

3. Regarding the above, why trust another state and another governor/Fashola with your precious family's safety and well being and not your own so called transformed environment?

Indeed. Fashola has decried this situation many times. I.e the way the FG abandon the NPF and leave the Government agency at the mercy of States yet will not let States assume full control to create their own modern and effective police forces.

The FG's handling of the NPF is 'criminal' to say the least with conscientious Governors forced to take up the duty of the FG and equip the NPF while callous Governors simply abandon the people to their fate. They can justify their stance via saying it is the duty of the FG and they would be right. Yet we all know no price, for a decent administrator, can be placed on the safety of the citizenry. I don't know why Nigeria cannot protest against a situation where N18 billion is callously budgeted to maintain the air fleet of the President while only N11 billion is voted to equip men and women of the NPF. Absolutely crazy Country.

Furthermore, the state of security in Lagos is not happenstance or mere co-incidence but the consequence of a deliberate strategy encompassed in the activities of the Lagos State Security Trust Fund (LSSTF), which was set up by Governor Babatunde Raji Fashola under a law enacted by the State House of Assembly in 2007.

The LSSTF is a public-private initiative created to address the issue of inadequate funding of the police and other law enforcement/ security agencies by the federal government which is constitutionally charged with that responsibility. It is one of the acute incongruities of Nigeria’s current constitutional order that the federal government insists on not permitting the establishment of state police while abandoning not just the police, but most other federal agencies domiciled in the states (SSS, Customs, Prisons, Immigration, and even some federal secretariats) to the state governments for funding and operational maintenance. In effect, the state government neither eat their cake, nor have it.

I must use this to recourse to the point some have made: Nigeria must become a true federation if she must progress. The State police is symptomatic of problems bedeviling other sectors of our nation. Curiously, I happen to gather the Supreme court ruled in favour of the LASG in regulating tourism, I can't recall details, but I hope that precedent cascades into other aspects so we can at least, see how well a quasi-federation goes till we achive a true one: it so happens I'm a strong federalist, I don't remember a time not being such.

Working Internationally Case Study: Lagos, Nigeria Forensic Complex



Fulfilling any justice system’s responsibilities, including law enforcement and criminal prosecution, is a challenging and complex proposition. Now consider the challenge without the ability to fully utilize most of the available forensic science techniques considered fundamental and commonplace in today’s forensic industry. Multiply that challenge across a populous nation of 150 million: the scope becomes monumental.

Facing this challenge head-on, Crime Lab Design was asked to prepare a facility needs assessment for Lagos, Nigeria as part of the country’s focused effort to improve the use of forensic science to support law enforcement, criminal investigation, and the judicial system of Lagos State. This article will briefly discuss our findings and recommendations for the facilities needed to support the effort.

To understand the goals of the effort to improve the use of forensic science, we met with the leadership of the State of Lagos including the ministries of justice, health, science and technology, and the police to hear their expectations for this project and what they would be able to achieve in the future. Consistently the need for a comprehensive forensic resource was described and defined to include a full service forensics program including a crime lab, forensic medicine, and evidence storage divisions.


Recognizing that to implement a comprehensive forensic science program well-trained staff members are needed, an essential component of the project is a conference and training facility along with housing. The training facility will be a place where staff can learn and share forensic knowledge. It will help facilitate the needs to upgrade procedures, improve organizational structures, provide better training, explore best practices in the industry, and achieve certifications and accreditations. It is important that this foundation be in place to enhance the greater forensic science community as it is expected to serve the goals of the justice system.

During our time in Lagos, it quickly became apparent that electrical power outages aren’t just frequent, they are an expected part of the day and that reliable utility services in general are sparse. A visit to the proposed building site reinforced that an on-site utility plant to generate adequate power, cooling, water supply, and treatment of waste water is a must. Anticipated as part of this project is a self-sufficient utility plant, generating power backed-up with diesel generators and solar photovoltaic collectors, cooling from heat recovery sources, water from a series of wells, recovery and use of captured rain water, and a waste treatment facility managing the disposal of liquid effluents.


The new site and facility program must also provide for the basic needs of all who work, live, and visit the site. Planning for a 600 seat cafeteria that includes food preparation and storage became essential as did the need for a medical facility staffed with 20 professionals providing urgent care and wellness programs, and finally a security detail of sworn personals to be in place before, during, and after construction providing the necessary level of protection for the facility and its occupants.


The project is such a large scale undertaking by the government, that we looked at and provided them with different scenarios to phase the build-out of the project. One option would be to build-out only half of the forensic facility elements and wait on providing the training facility until a critical mass of staff were present. This would allow all of the forensic functions the ability to grow independently of each other and at their own pace while being responsive to those they serve.

Crime Lab Design provided suggestions on the particulars of the facilities needed in Lagos, Nigeria’s proposed forensic complex, including a crime lab, forensic medicine building, a facility for housing and training, and supporting structures such as a security center and utility plant. The forensic needs assessment described in this article is an important foundational step to support the leadership of Lagos, Nigeria’s plan to invest in forensic science.

Lagos State Forensic Lab To Gulp N89b

The proposed first ever Forensic Laboratory in Africa by the Lagos State Government will gulp N89 billion. The laboratory will be sited in Badagry.

Commissioner for Works and Infrastructure, Dr. Kadri Hamzat disclosed this at the weekend in Lagos, Southwest Nigeria, saying that the government was ready to roll out the project that will help to resolve mysterious death in the country. “The laboratory is not just about Lagos. It is about the entire country. When Dana crash happened in Lagos, there is no forensic laboratory in this country. In Lagos State, We have designed the forensic laboratory. We have done the need assessment. Governor Fashola put the report together and sent it to the Presidency.


“We have got the land for the project. At the time we were doing it, French Embassy and British High Commission observed that it would open up vast opportunities for the country. The US Embassy helped us and linked us with FBI to see how they did it. If we can do this, the economy of Lagos and Nigeria would improve,” he stated.

The commissioner said several countries go abroad for forensic issues, adding that “if we have it in Lagos, why should they go to the US for forensic test? The laboratory will go through accreditation. Once that is done, it is the same test that will be conducted in Nigeria. As long as we have that accreditation, what is here is what is in their country.


“We are just taking money out of the country. Now, if we do that and build the road, imagine the transaction that takes place among West African countries. There are so many things that are involved.”

According to Hamzat, “we have done the need assessment. In order to build forensic laboratory anywhere in the world, you must first do a need analysis. A need analysis tells you that if you build a ballistic laboratory and if a gun is shot, how is it shot?

“They will now talk to the police on how many do you have in one year and how many people live in this community. When the team came, they spoke with commissioner of police, judges, prison officers and so on. “We have done those analyses. In that report, we have indicated all these facts. Our consultant just finished building one forensic laboratory in Kuwait. It is fantastic. It involves a lot of money today. It requires about N89 billion.

“We realise that if the country needs it, let us act together as a country. We have sent the report to Mr. President. He also has acted on it and sent it to the Inspector-General of Police. One commissioner has come to us in Lagos and we have held series of meetings on this project. Definitely we can see positive reaction on it.”

Yorubas generally shy away from the police force and the army as those 2 institution are regarded as dirty.
The police command in my hometown once had vacancies advertise for 6month without anybody applying
Personally , I think the best thing that will ever happen to the SW is to have state police.
That way , bribe taking and people killing outsiders/villager can be transferred back to their states.
This is not to say that the yorubas in those institutions are not equally guilty but my bad experiences with the police had always been with outsiders

I have on several occassion had course to relate with the lagos police command and am very very amazed by their professional conducts and knowledge of their job. Their control room is one of the best in Africa and its manned by people that really know their onions.
