A salvage title is often issued by states when a vehicle is damaged and the cost to repair is significant (usually if it is over a certain percentage of fair market value). One way a vehicle may end up with a salvage title is when an insurance company declares a vehicle a total loss.

If the salvage vehicle is rebuilt, the "Salvage" title brand might be changed to a "Rebuilt Salvage." Usually such a change requires an inspection.

A problem often occurs when a salvaged and rebuilt vehicle is sold in another state. Because title brand definitions vary by state, sometimes a title brand will not transfer to the title in the new state, which means the title becomes "clean." Unscrupulous sellers can increase the sale price of rebuilt cars by "cleaning" or "washing" the titles by registering them in states where the title brands do not transfer

With that said, there are still a few things you can check for that may indicate whether the vehicle has sustained significant water damage:

Does the vehicle have rust in spots that should have minimal contact with water (such as the dashboard or glove compartment)?
Does the vehicle have a moldy or musty smell?
Are the electrical parts (such as the air conditioner, windshield wipers, etc.) in good working order?
Check the floorboard carpet for water residue or stain marks from evaporated water.
Check for rust on screws in the console or other areas where the water would normally not reach unless submerged.
Check for mud or grit in alternator crevices, behind wiring harnesses and around the small recesses of starter motors, power steering pumps and relays.
Check the electrical wiring system, looking for rusted components, water residue or suspicious corrosion.
Inspect the undercarriage of other components for evidence of rust and flaking metal that would not normally be associated with late-model vehicles.

Any car that has irreversible mechanical problem is commonly known as a ‘lemon’. Each state has its own rules through which it considers a particular vehicle a lemon. On the other hand, not every state has a lemon law.

Normally when any part of the vehicle does not function properly, and due to this the car is not safe enough to be driven or operated, then such a car is branded as a lemon by the state and given this title.

The fault with the vehicle should be a major one which leaves it impossible for the vehicle to be driven or not at all safe to drive. The vehicle would not be termed as a lemon if it just makes strange noises but can be driven easily. Problems like the car’s headlight or the brakes not working, or if it cannot be driven in reverse can make it a lemon vehicle, as these are serious problems.

In such circumstances the manufacturer should be informed and get the problem fixed. The vehicle can only be finally termed as lemon when in spite of trying to get it fixed three four times the vehicle still has the same problem and that too during the warranty period time.

Issues Can Effect time of Transportation

Snowbird Effect: During the pre-winter months of October and December many retirees move their cars and furniture to Florida to spend the winter in a warmer climate. This limits the amount of empty trucks moving South along the Eastern shore of the U.S.A. To ports in Georgia and Florida causing the potential delays for vehicle delivery to ports and warehouses. This trend is reversed in the pre-summer months.

Port Delays
: Please be aware that delays can sometimes occur during the winter months when the ports are closed or there is lack of available containers due to bad weather conditions.
Please note, NJ customs are overburdened due to very high volume, and delays with documentation are not uncommon. When shipping RORO there may be delays due to the large volume the shipping line is experiencing, in this case, the vehicle will be loaded onto the next vessel with available cargo space.

What is a VIN?
The car's vehicle identification number (VIN) is the identifying code for a SPECIFIC automobile. The VIN serves as the car's fingerprint, as no two vehicles in operation have the same VIN. A VIN is composed of 17 characters (digits and capital letters) that act as a unique identifier for the vehicle. A VIN displays the car's unique features, specifications and manufacturer. The VIN can be used to track recalls, registrations, warranty claims, thefts and insurance coverage.

Where can I find the VIN?
The VIN can be found by looking at the dashboard on the driver's side of the vehicle. The easiest way to view it is to stand outside the vehicle on the driver's side and look at the corner of the dashboard where it meets the windshield. If the VIN cannot be found there, open the driver's side door and look at the door post (where the door latches when it is closed). It is likely that the VIN will also be displayed in this location. See the image below:

Look for the VIN in these other locations:
Insurance card / Insurance policy
Vehicle title and registration
What if the VIN is not 17 characters long?
If you believe that your VIN is not 17 characters long, the first thing to do is double-check to make sure that you have the right VIN and have copied it down correctly. Once you have verified that the VIN is definitely less than 17 characters, the VIN is most likely from a pre-1981 vehicle.

Prior to 1981, VINs varied in length from 11 to 17 characters. AutoCheck can only report on vehicles that use a 17 character VIN. Therefore, information on vehicles manufactured before 1981 is limited.

You should know from the outset that detecting odometer rollback is very difficult if you are not a certified mechanic, mostly because anyone who commits the fraudulent act of rolling back an odometer to conceal actual mileage is aware of how to hide it.

Taking the vehicle to a mechanic for an inspection is a very good way to discover whether a vehicle's odometer has been rolled back. A good mechanic will know what signs to look for and can point them out over the course of the inspection.Some signs of whether a vehicle may have an odometer rollback problem include:

Excessive wear in places such as gas and brake pedals, floor mats and seats
Mismatched tires
Missing screws around the dashboard or signs that the dashboard has been removed
Mileage on vehicle and title don't match up
Misaligned numbers on the odometer
Remember that these types of signs could be normal wear and tear on a vehicle, and none of them are a sure sign that the odometer has been compromised. However, if you notice any of these things, it would be a good idea to bring it to the attention of the mechanic doing your inspection.

Because mechanical wear and tear is more difficult to cover up because of the cost, your mechanic should be able to give you an idea on whether the mechanical wear and tear is consistent with the vehicle's mileage.
