Job Description

Background:

UNICEF Security Policy

The broad terms of reference for UNICEF Staff Security Officers are contained in the UNICEF Security Policy (paragraph 9) which came into effect on 21st January 2003, vide an Executive Directive (CF/EXD/2003-0002). This states that:

"UNICEF Staff Security Officers (SSOs) employed in Country Offices will work in direct support of UNICEF Representative and Designated Official (DO), who is the sole authority for safety and security of UN personnel within any country. They will operate within the framework of the UN Security Management System and will co-ordinate directly with the UNDSS Security Advisor [SA] and through the UNICEF Representative, with the DO and Security Management Team (SMT). They are thus accountable to the DO as well as the UNICEF Representative."

"UNICEF SSOs will also report to the UNICEF Security Coordinator and/or Deputy to ensure that security advice and guidance conforms to UN and UNICEF Security Policy, Guidelines and Instructions."

With regard to the above Policy, while the UNICEF Representative in Nigeria has the overall responsibility for UNICEF security management in the country, many of the functions will be delegated to the SSO.

In general terms therefore, the UNICEF SSO in Nigeria will be responsible for providing the UNICEF Representative and all UNICEF staff with advice, guidance and technical assistance for all aspects of security management, crisis readiness and preparedness at his /her respective duty station. He/she will act as the UNICEF Security Focal Point and will work closely with the FSCO and other UN Security entities on behalf of the Representative.

Responsibilities:

Under the supervision of the Country Representative, the incumbent will carry out the following responsibilities:

I. The Security Plan and Minimum Operating Security Standards (MOSS)

1. Preparing, maintaining and updating any UNICEF Nigeria specific office security and contingency plans, and assisting the SA in his/her preparation and maintenance of the country security and contingency plans, in accordance with the provisions of the United Nations Field Security Handbook and any other UNDSS security directive.
2. Preparing a comprehensive "threat assessment" of UNICEF’s vulnerability in Nigeria, in consultation with the SA and SMT, to include all locations in the country where UNICEF staff and dependants are present;
3. Maintaining updated staff lists, including details of visiting missions and consultants;
4. Assisting the SA in establishing and managing separate warden systems for both international and national staff;
5. Serving as a member and as the Secretary of the UNICEF country security team;
6. Preparing travel and security advisories;
7. Assisting UNDSS and the SA regarding any hostage incident involving UNICEF staff.
8. Coordinating any emergency medical evacuation of UNICEF staff in close liaison with the UNDSS SA, HR Nigeria and OPSCEN.
9. Assisting the Representative in developing and implementing MOSS to ensure that UNICEF is compliant.

II. Reporting and Liaison Responsibilities

1. Regularly updating the Representative and UNICEF Security Coordinator, directly or through OPSCEN, on any security development or significant event in the country.
2. Establishing and maintaining contact with:
a. the UN Designated Official through the SA.
b. National Security agencies in order to obtain the best information and protection for UNICEF staff, and operations;
c. Security officials of diplomatic missions and international organizations, to share information pertaining to staff safety and security.

III. Emergency Communications System (ECS)

1. Ensuring the establishment and maintenance of a functioning Emergency Communications System (ECS0) for UNICEF, in conjunction with the SA and other Agencies.
2. Assisting in the installation, maintenance and utilization of the UNICEF or Common UN, communication system;
3. Developing, implementing and supervising a radio communication monitoring mechanism and conducting routine radio checks, as appropriate;
4. Ensuring radio communication training is provided to drivers, wardens, other staff members and others as required;
5. Establishing and maintaining communication links with the Representative, Area Security Coordinators, and other single agency security officers in the Region and in designated "safe heavens".

IV. Office Security

1. Assisting UNICEF Nigeria in developing and implementing office security requirements;
2. Establishing and implementing an access control mechanism (visitor/vehicle screening) for UNICEF premises;
3. Conducting office security surveys and recommending physical security measures to the Designated Official.
4. Assisting in the selection/supervision of office guards;
5. Ensuring that fire safety arrangements (fire extinguishers, smoke detectors etc.) are in place at UNICEF premises;
6. Preparing fire/building evacuation plans and conducting periodical drills.

V. Residential Security

1. Conducting residential security surveys of UNICEF international staff and recommending physical security measures to the staff member (on request provide this assistance to national staff);
2. Preparing justification for residential security measures as required;
3. Advising staff on any security implications with regard to the identification and contracting of domestic staff and where appropriate, security guards.

VI. Managerial Responsibilities

1. Participating on the selection panel for other Staff Security Officers / Assistants, for other UNICEF offices in country.
2. Participating in the UNICEF Country Management Team (CMT) as security advisor.
3. Upon request of the Designated Official / UNICEF Representative to participate in, or provide advice to, SMT meetings.
4. To serve as a member of the Country Security cell chaired by the SA.
5. Participate in joint security assessments and missions coordinated by UNDSS and / or the SA.

VII. Other Tasks and Training

1. Immediately report all security related incidents, involving UNICEF staff, eligible dependants and assets, to the Representative, DO, SA, and UNICEF Security Coordinator, HR Nigeria.
2. Following up on arrests and detentions of UNICEF staff members and eligible dependants with HR Nigeria.
3. At the request of UNDSS and UNICEF Security Coordinator, assist in the investigation of death of a staff/family member under suspicious or unclear circumstances with HR Nigeria.
4. Co-ordinate a 24-hour response to all security related incidents involving UNICEF staff and eligible dependants;
5. Ensure security training is provided to the Representative, the Wardens and all UNICEF staff in the country, to include the provision of security briefings to UNICEF staff visiting the country on Mission.
6. Undertake any other security related tasks assigned by the Representative and the UNICEF Security Coordinator.

Timeframe:

The appointment will be for a period of one year, with a possibility of renewal.

Qualifications and experience:

Advanced University degree in any Arts or Social Science course. Certificate in specialized training or courses related to security is required.
Eight years progressively responsible professional work experience at the national and international levels in security and safety planning, management, monitoring and evaluation. Experience in the UN is required.
Fluency in English and another UN language is required.
Current knowledge of the latest developments and technology, in the field.
Good management and supervisory skills as well as ability to conduct training.
Leadership, networking and teamwork abilities.
Good analytical, negotiating and communication skills.
Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships both within and outside the organization. [font=Lucida Sans Unicode][/font]
Computer skills, including internet navigation and various office applications.
