Upto 1963 Nnamdi Azikiwe was not the President of Nigeria, but acting as the representative of the Queen of England. Even in 1963 when he became the President, he was only a ceremonial head, opening and closing parliament, receiving visitors, etc. The real governmental power rested in the PM, Abubakar Tafawa Balewa.
