I am sure most of you are already aware that there is going to be a New Lagos State Certificate of Occupancy in circulation starting from this 2014 to replace the outdated Yellow Land Certificate of Occupancy. The Government's reasons to change the old Yellow Land Certificate of Occupancy was adopted out of the need to prevent the risks associated with owning a C of O such as forgery, counterfeiting and cloning. More so as the current C of O and Land Certificate had no distinguishing security features it could easily be printed by most printing presses and used for a lot of nefarious activities to defraud unsuspecting buyers to purchase a land and it was because of this and a host of other reasons that the Lagos State Government has decided to introduce a New Electronic Certificate of Occupancy to Keep this Land Scammers at Bay.

With this in mind, I am glad to introduce to you a Sneak Preview of some of the Elements and changes that this new E-C of O would have and they include the following below:

The first major change is the change in the type of paper used in printing the new c of o. The bogus A3 size paper has been discarded and replaced with a user-friendly secure A4 paper that enables automated processing of the C of O. The electronic Certificate of Occupancy (e-C of O) includes state of the art security features that makes it extremely difficult to be cloned or forged using current technology.

The second major change is that the clauses and contents of the e-C of O have also been revised to take cognisance of current trends and development while ensuring compliance with relevant laws.

The third major change is the Survey Plan. This will entail converting the Digital Maps (from the GIS database) into As-built Survey Plans. The term As-built survey plans, means that the survey plans will show the building lines as well as the boundary lines (fences) of each plot, it will essentially reflect what is existing physically on ground. Furthermore, the survey plans on Government schemes will now be electronically signed by the Surveyor General of Lagos State. This is necessary as a result of the automated system of processing the e-C of O.

The fourth major change is the streamlining and automation of the procedure for processing C of O’s. Where all variables are constant and provided all the necessary documentations are in order and all fees are paid as at when due.

The fifth major change is that a transaction page has been added to the C of O, which is an element of the Land Certificate of old. The transaction page will list all the transactions and encumbrances that have taken place on the land in question, and will be inside the body of the C of O just like the Land Certificate. This enables one to immediate determine the history of the land in question.

The sixth major change is that there will be an encrypted enhanced 2D bar code on the C of O. The barcode is an additional security feature from the processing system and will appear on the C of o after it has been printed. The barcode will also contain security information that can only be viewed with an enabled barcode reader.

'E-whatever" is always a good replacement any hard-copy-item. The Nigerian Police should take cue from this, and introduce a database comprising, DNA's, Finger prints........
