Vanguard is reporting that the new tariff has actually gone into effect.
See important update down thread.

The new 70% tariff on importation of tokunbo cars has been postponed till
January 1, 2015. The previous date of July 1, 2014 has in effect been
rendered null and void. The official reason given for this decision was that
the Standard Organization of Nigeria (SON) had declared all the new made-in-Nigeria
cars "unroadworthy". They claim that none of the new car manufacturers had come
to them for certification. Apparently, without a SON certification, they cannot be
allowed to ply Nigerian roads.

If you have a car at the Port, do not let your agent take you for a ride. Let him know
that the old rate still applies. I will upload a newspaper clipping of the announcement
shortly.

The paper is a Maritime trade publication known as MMS Weekly. Apart from that,
ThisDay also reported the same story. Below is part of ThisDay's article on the subject:

By John Iwori

For the second time this year, the Federal Government has shifted the
implementation date for the new auto policy in the country. The new
date is now January 1, 2015. With the new shift, the earlier announced
date, July 1, 2014 has been jettisoned by the federal government. This
is coming on the heels of the intense lobby within and outside the corridors
of power on the need to shift the implementation date. THISDAY had
reported that lobbyists with freight forwarding associations, logistics
organisations and importers as the arrowheads have intensified the
campaign against the implementation of the policy saying it was not
good for the well being of the economy.

The new date is the aftermath of the lobbying machinery of different
stakeholders which included freight forwarding associations, logistics
organisations and importers. Impeccable sources told THISDAY at the
weekend that the various lobbies were coordinated by a non-government
organization (NGO) in the maritime sector of the economy, Maritime
Advocacy and Action Group (MAAG).

The president is too tolerant, this is how the auto policy will become a charade. The same way he tolerated boko harm till they became a national embarrassment.that is how he tolerated slow poke ministers until they made his administration a laughing stock and went further to take the life of some youths in the name of recruitment exercise.

He is presently tolerating Biafra zionists until they start taking up arms, I mean real arms.
Just like he tolerated obasanjo until he almost started dictating does and don'ts for him.

How can SON not be carried along in a policy like this.
How can we continue to play with a policy that will revive so many industries at the same.

How can we be this inconsistent as a people and expect to be taken seriously by others.

This administration will pass in no distant future but will the results of their inactions pass with it?

Time is ticking
Destinies are been delayed

Seriously, I don't like this inconsistency even though I will be told its human feelings and a listening leaders style sad

What do you mean by "authentic cost"? If by that you mean the standard price for
clearing a car, then it depends on several factors including the year, model, agent etc.
While there are no fixed prices, I have noticed that the cost of clearing a given car
is generally the same from one agent to the other. So you may need to contact 2 or 3
agents to get an idea of the "authentic cost".

Important Update:

I don't know who to believe anymore. Vanguard is reporting that the New
Automotive Policy went into effect on July 1, 2014 as scheduled. ThisDay
on their part are saying it has been postponed till January 2015. Vanguard's
version of events which contained detailed quotes from Olusegun Aganga
(the Trade Minister) appears to be more credible. Below is a portion of
Vanguard's version. See if you can make any sense out of it:

THE Federal Government yesterday said contrary to reports, the new vehicle
import tariff which commenced on July 1, did not impose a flat tariff of 70 per
cent duty on all imported used cars, saying the new policy would not lead to
increase in cost of vehicles in the country. This came as ports operators under
the aegis of Association of Nigerian Licensed Customs Agents, ANLCA, threatened
to shut port activities should the Nigeria Customs Service, NCS, go ahead with the
implementation of the new auto policy.

Minister of Industry, Trade and Investment, Mr. Olusegun Aganga, who gave this
clarification while briefing state House Correspondents after the Federal Executive
Council, FEC meeting explained that companies involved in the local vehicle
manufacturing or assembly programme would pay 35 per cent duty on cars they
imported to bridge any gap in local demand. According to him, “I briefed council
today on a misleading article in one of the newspapers on Tuesday on the auto
policy and we thought it necessary to communicate and correct it. The article
has claimed that the duty on used cars is now 70 per cent from yesterday, (Tuesday).
That is incorrect. It is 35 per cent. It has also claimed that all used cars coming into
the country will attract a duty of 70 per cent. That again is incorrect.

“Those in the car assembly programme will be able to import cars to meet the gap,
when you look at production and the demand in the country. They will be able to
import those cars at 35 per cent, not 70 per cent. It is only for those who are
putting a strain on our foreign reserves, who have no intention of creating jobs
in the country, who want to continue to remain traders, that the 70 per cent
duty applies to. This is to discourage trading, to encourage local assembly, job
creation and unnecessary pressure on our foreign reserves. So, it’s an economic
issue and deliberately so.”

How will SON determine Road worthy cars?

Which crash tests have been organised?

Which testing facilities are available?

How will they test air bag deployment and side impact beams?

How many of those new cars donated by the car manufacturers to SON for testing will actually be subjected to the crash tests and not converted to Sunday Sunday carriers for Oga's family?
