Former governor of Ogun State and a chieftain of the All Progressives Congress, APC, Aremo Segun Osoba, yesterday shocked his fellow delegates when he threatened that the South would deal with the North in 2015 if the region failed to shift grounds on the controversial resource control and other issues.

Oso‎ba, who was contributing to the Conference committee report on Devolution of Power, which has as part of its recommendations the retaining of 13 per cent derivation for oil-producing states, warned that unless the “North rubs its back” now, the South will reciprocate the gesture in 2015.

Many delegates, who have spoken on the controversial ‎issue of resource control, which is apparently the ‘meat’ of the Conference, are squarely divided across regional lines.

South-south delegates are advocating for upward review of derivation to, at least, 25 per cent. Their South-east and South-west counterparts want it pegged at 21.5 per cent.

However, Northern delegates are firmly opposed to any upward review. Rather, they want the status quo to remain. Some are even advocating that a special trust fund should be set up to develop war-ravaged states in northern Nigeria.

But Chief Osoba believes northern delegates who are insisting on maintaining the status quo are insensitive to the plight of Nigerians, who suffer the harsh realities of the effects of oil exploration and exploitation.

Sensing that the South-west will be the ‘bride’ that will decide the outcome of 2015 presidential election, Osoba said those who want the status quo of 13 per cent to remain should adopt the system of “rub my back and I rub your back, otherwise we will deal with them in 2015 election.”

Reacting angrily, a delegate from Benue State, Dr. Magdalene Dura, reaffirmed the position of the Northern delegates when she maintained that the 13 per cent recommended by the committee should stand.

Dr. Dura maintained that 10 per cent of the existing 13 per cent should go to the oil producing states, while three per cent should be given to the areas actually producing the oil.

Similarly, former governor of Oyo State, Senator Adewolu Ladoja, told the Conference that he supported the recommendations of the committee except on derivation.

He noted that people should stop discriminating against one another, adding that many people were using blackmail to pursue the interest of their region and state at the Conference.

While making reference to a remark by a delegate from the South-east, who complained bitterly of marginalisation, he said South-east was already part and parcel of the country and should, therefore, stop discriminating against themselves.

He said: “They have deputy senate president, deputy speaker, finance minister, Secretary to the Government of the Federation, governor of the central bank, and so on. So, what are you talking about? What we are saying is we are all Nigerians, Igbo are already part of Nigeria and I love them.”. http://sunnewsonline.com/new/?p=71340

Whatever their decision is, the money will never get to the intended destination, until Nigerians start seeing these people as the enemy the country will not progress. A conference that is made up of former senators and governors, what did they know about what the common man on the street and in the creek is going through.

barcanista: SOME National Conference delegates from South South, under the auspices of Niger Delta Self Determination Movement (NDSDM), on Tuesday, caused a stir at the plenary with strong demand for 100 per cent resource ownership or granting of self-determination.

A document entitled ‘Niger Delta: The Economic Life of Nigeria,’ circulated to all the delegates and powered by NDSDM, said: “on one hundred per cent resource ownership we stand or self-determination shall be our only option.”

Trouble, however, started when the Ijaw leader, Chief Edwin Clark, raised a motion of urgent importance to draw attention of the leadership of the conference and delegates to the “offensive” document.

Clark, who is also the leader of South South delegates to the conference, stated unequivocally that the document was fictitious and did not represent the true position of the South South delegates to the conference.

He said: “In 1966, this country was in a crossroads, and a national conference was summoned. The South South people, then Niger Delta, played a very leading role to keep this country together. There were five documents prepared, one yellow, one red, one white, one blue, and one pink. Should this country remain together as one, do we remain a federation, a confederation, do we break this country? were some of the issues discussed at that time.

“The people of the Niger Delta, under the leadership of Tony Enahoro, (I was a member) said that we did not want to break this country. Nigeria is one country and since then we have been together.

“We have been cheated, oppressed and discriminated against and we kept quiet. Today, God has made it so that the president of this country is from the South South or Niger Delta. We believe that Nigerians voted for us, we didn’t vote for ourselves and we are members of this country and the importance of this conference is to see how we can build a new nation.

“This afternoon, a document came into my hand and I want to tell this conference that members from the South South do not subscribe to this. I’m the leader and this document is fictitious and it is not a South South paper. We are investigating this matter and I will report back to you. One Nigeria we remain.”


His rejection of the document attracted quite a lot of uproar from some the delegates perceived to have sponsored the write-up.

However, the authors of the document, who did not indicate their names, stated the position of the Niger Delta as follows: Minerals-oil and solid: “A hundred percentage ownership and control rights for communities or states as the case maybe, should own and control their resources, and from the proceeds, pay a percentage through the region to the Federal Government, such states territory includes the entire continental shelf. Consequently, section 44 (3) of the 1999 Constitution should be expunged from the 1999 Constitution.

“Customs and Exercise: 50 per cent should go to the state to which the goods are going or in the case of exercise duty, the state in which the goods are produced.

“Value Added Tax: Only States should collect VAT because VAT is a tax on the consumer of goods and services within the territory of the states. Therefore, the Federal Government should only collect VAT in the Federal Capital Territory.

“Thus, all taxes made from purchases of petroleum products from state should be remitted to the state. At the moment, VAT is collected and administered by the Federal Government, which keeps a percentage to itself and then distributes the balance in an arbitrary manner....

“The various regions must be allowed a voluntary will to decide how they want to be governed through their independent constitutions before they move on to negotiate how to federate with rest of the federation. In doing so, the spirit of true federalism is entrenched as nothing less will be accepted, being our non-negotiable position.
