In Nigeria getting a contract from govt is like having a blank cheque to making money. People inflate contracts by large sum, without feeling bad they are stealing the commonwealth of the people. For those who live abroad and are familiar with the workings of govt. Is it possible to inflate contracts without repercussions? Or are they just good people with good heart

Oh yes they do, particularly in the supply of military specification (MILSPEC) parts for high tech equipment. Even the simplest component intended to pass MILSPEC or MILSTANDARD criteria will undergo an intensive quality-control regime that far exceeds anything practiced during the production of parts and sub-assemblies intended for civilian applications.

Then of course there are the reams and reams of redundant and repetitive documentation that accompany all MILSPEC production phases, with the result that a toilet cover intended for a military aircraft may require up to 50 pages of rigorous, painstaking documentation that specifies in quantitative and qualitative terms the tiniest details comprising every conceivable aspect of the product, all compiled by engineers in white lab coats who earn serious money.

With all that manpower and intellectual effort devoted to something as basic as a toilet seat, it is therefore no surprise that reports emerged a while back of toilet seats designed for US military aircraft, that were priced a few thousand dollars per toilet seat. While such outrages are less common in the US military procurement chain as they were in the past, the time honored tradition of "creative accounting" is alive and well in the military-industrial complex which supplies the US armed forces with all the gear they need to retain their Numero Uno pole position when it comes to high-tech, precision asz whupping on the global stage.
