Buhari was installed as a part of a colonization attempt by the Fulani to rule Nigeria forever and to cripple the political devices of all other ethnic groups except willing vassals. Buhari's 'war on indiscipline' was not in the north what it was in the south. For the north it was business as usually. In the south it was a complete military crack down on all life and stripping the common people of all political freedoms at to impose total fulani domination on southern nigeria (northern nigeria was at the time already conquered. southern politicians jailed (most famously Ekeweme), and the primary source of southern political power - media - was silenced and defanged.


You have to remember that Shagari is a Fulani, and the Saraduana hand picked him to be the successor of Balewa (imagine the madness). When Shagari took over they didn't want to hand it back to a southerner to Buhari staged a 'peaceful coup' where he jailed southern opposition and installed northerners. Shagari's cabinet was almost exclusively northern and Buhari follows after him in having the least ethnically diverse cabinets in Nigerian history.

Buhari went rogue and started attacking the people that made him because he's not one to follow orders to work in conjunction with others, especially if his way isn't final. When he started attacking the interest of the people that made him IBB overthrew him and became president. Still, the truth is IBB had always planned on being president but just needed and excuse to finally step in unopposed.

When IBB stepped in he pacified everyone. He allowed everyone to loot with impunity, he opened the Nigeria economy to western exploitation to pacify them and started selling oil with the dollar which killed the naira (petro dollars era). I guess to you, Umaru Dikko is a good example of an upright citizen who doesn't deserve to be brought to justice after participating in the looting of your future. Another good evidence that Buhari is not a member of the Ni'ima club as he had no qualms bringing the club members like Dikko to justice.
