Any important issue in that conference most go to national assembly. Council of state don't have much to do rather than minor issue like recommending appointment or to cancel things like pilgrimage which fg send people for, but when it comes to state creation, revenue sharing and others that are enshrined in 1999 constitution, u most send it to our senators and rep. Not all those old men that come up with that craps will tell us what to do, the north is not bother again, since the president had decide to send it to NA. Remember u need 2/3 of state house of assembly in 36 state for any constitution to be change, no cause for alarm
