The federal government announced that all elementary schools, both private and public, remain closed till October 13th. Why

Why not include the tertiary institutions considering the fact that they are more opened to international students even from Ebola affected countries? Why not ban political campaigns and rallies? Why not stop convergence in churches, mosques, crusades etc..

Sincerely I've viewed it from wide varieties of angles and I've not been able to find justification for that decision because children still attend lessons during this break.

What are they hoping to achieve before that stipulated date? What measures are on ground to stop the spread of this disease because it is actually spreading gradually and the government are watching. From 1 now to like 15 and still counting.
