Nigerian Govt contracts are usually of the kill and divide kind. There is always more than meets the eye which is why a lot of contractors have no choice but to deal in cash. Can the Israeli contractor attempt this in Tel Aviv? Certainly not. But I dont see anyone doing jail time here. All 'interested parties' in this transaction will have no choice but to re-evaluate expectations. That should be all.
