• Carry out medical follow-up of all MSF national and international staff in application of MSF staff health policies, supervising together with the administrator the medical expenses associated, in order to protect personnel’s health state while keeping close control to the resources required.
• Carry-out administrative (inventory and management of the medical operational library, archiving of data and medical reports, etc.), information gathering and data collection tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project and support decision-taking.
• On the request of the Medical Coordinator, carries out extra tasks (one-off reinforcement for a field team, participation in an evaluation, etc.)

Minimum Required Skills and Qualifications:

Medicine or paramedical degree essential. Specialization or training in tropical disease, desirable.

To provide support to the Pension Fund Administrators (PFA´s) and Admin Unit including assisting with the new electronic pension payment system- EPCCOS in ensuring its smooth operations
To provide support in the resolution of queries arising from PENSION contribution administration, NHF, NSITF, PAYE, IGI payments, remittances and reconciliation.
To respond to pension enquiries with prompt and accurate information, verbal and written, demonstrating attention to customer care and employee relationship management
To register employees for the NHF contribution in all the projects and follow up with the focal Governmental agency on their registration numbers and employee passbooks
To adequately ensure the proper filling and reconciliation of employee NHF passbooks while paying good attention to details in order to avoid errors in reconciliation
To ensure Capital staff are registered with the Federal Inland Revenue Service (FIRS) with approved Tin numbers to remit their taxes (PAYE)
To ensure professional relationship management of all the Governmental Agencies we interface with
To maintain confidentiality and observe data protection and associated guidelines.
Administration - Others
• Ensure the efficient management of the Health Insurance organisation in use, making sure that all national staff are duly registered across the projects and their HMO cards to access care is finalised in good time.

General

Position in the Organization Chart

• Hierarchically and functionally accountable to the Project Coordinator.
• He/she will work in close collaboration with the Project Medical Referent.

Main Objective of the Position
• Organize and carry out surgery activities, ensure pre and post-operative surgical care, in accordance with MSF policies, protocols and universal hygiene standards and in close collaboration with medical staff in the emergency, intensive wards and operation theatre in order to improve patients’ health conditions.

Accountabilities:

Coordinates the implementation of MSF clinical policies, tools, guidelines and protocols ( antibiotic prophylaxis, post-operative pain management, thrombo-prophylaxis, caesarean section, blood transfusion, etc) and recommendations (standard hygiene and sterilization rules, prevention to HIV, TB, Syphilis and Hep B exposure) in order to minimize clinical risks.
Undertake pre-operative consultations, evaluating the surgical risks with the anaesthetist and/or other medical staff involved, and obtaining the patient’s signed consent to operate.
Carry out emergency and programmed surgical intervention following MSF protocols and policies including swab counts, ensuring appropriate use of surgical equipment and proper OT registry entry/documentation of all OT intervention.
Carry out post-operative clinical care and ward rounds collaborating with the anesthetist, the Operating Theatre Nurse and ward staff or other Unit Managers to ensure compliance with MSF protocols and rational use of medicines. Attend OPD, emergency room whenrequired.
In collaboration with the anaesthetist, carry-out the collection and analysis of quantitative surgical- anaesthesia data, using post-operative observation sheets, routine data collected, patient files, operating department register, patient file, etc to monitor quality. Monthly revue data and analyze clinical trends and comment on adverse events / poor clinical outcome. Support organizing the operating program and with OT staff monitor use of material and equipment and advise on instrument needs and coordinates patient referral.,
Knows and helps implement the accidental blood exposure policy.
Plan, evaluate, and supervise the training of the staff (emergency and the out-patient teams) in order to ensure the amount of knowledge required and to improve people diagnosing, triage, and early detection capabilities.
Supports other medical teams/wards when needed (i.e. midwifes and obstetric teams in the maternity ward, etc.)

. Context Specific Accountabilities:
Strengthening the surgical capacity through mentoring of MD and supporting the Medical and Human Recourse Department with expert advice.
Contribute to the development of job descriptions for positions Medical doctor with surgical skills.
Support and advise the Medical coordinator concerning planned and existing surgical activites in projects
undertakes emergency and elective surgical procedures in line with MSF protocols,
coordinates surgical activities and takes responsibility for the quality of procedures,
demonstrates adherence to hygiene protocols within the operating theatre (decontamination, sterilisation, etc.)
oversees the rational use of surgical supplies and instruments during procedures,
oversees the proper recording of post-operative reports in the register,
adheres to medical confidentiality and informs the patient about his/her condition and treatment,
takes responsibility for patient information regarding the surgical procedure proposed and his/her consent,
provides guidance and training on an ongoing basis to the surgical team.
conducts rounds and follow-up rounds in the Inpatient departement(Post op room and hospitalisatio) in liaison with the Medical doctor ,anaesthetist, the operating theatre nurse and the unit managers.
guarantees the application of MSF protocols (antibiotherapy, dressing protocols, etc.) and rational medicine use,
provides follow up for surgical cases hospitalised in associated departments (Maermity,gynaecology-obstetrics, etc.) in liaison with his team.
Put in place the emergency disaster response plan of the hospital along with the anesthetist and the medical doctor and /or the responsible nurse and run role hospital practical rehearsals, in order to ensure the continuity of the services under any circumstance.

Requirements
• Education: Essential, diploma in surgical specialty recognized by the State.
• Experience: Surgical experience as stated in surgical CV/skill form (number of independently performed surgical interventions) corresponds with the surgeries that are performed in the mission and qualification is duly certified and verified. Desirable experience with MSF or other NGO’s in developing countries. Desirable working experience in developing countries.
