No it can't... The phone required must have a Cdma radio in it.. And the 9900 is the gsm version of 9930..

Get the curve 4 and configure at 5K at visafone office..not sure of the speed in ikorodu..its ok here in ketu.

Using internet download manager, the highest speed I have seen is 200Kb/sec.. Was able to download a 200mb movie under an hour..
