It is being implemented now by ACDA as constituted by Obiano. They just concluded consultations within the territory to inform the people of what to expect.

we have been hearing this UNhabitat plan since Peter Obi's first tenure. The paper work is completed. I have a copy of it. What is delaying the implementation ever since? or the usual excuse to divert attention. The ACDA are not doing anything! Apart from the flyovers going on in Awka, nothing else is happening there. No policy changes, no infrastructure/landscaping nothing!

Anambra State is the first State in the South East geo-political zone to carry out a hi-tech mapping with 10 centimetre resolution that is capable of aerial capturing of items as little as a big hand phone in the completed Master Plan for Awka Capital City, so says the Board Chairman of Awka Capital Development Authority, Arc. Chika Egwuatu.

Egwuatu who represented the State governor, Chief Willie Obiano in the ongoing familiarization tour of local government areas that fall under the 10 kilometres capital territory radius sought a working relationships with royal fathers and the Council chairman of Njikoka, Hon. Emeka Onuorah and his Awka North counterpart, Hon. Sir Cosmas Okonkwo to achieve the objectives.

He noted that the Awka Capital Territory would in few years’ time begin to take shapes of good aspects of Dubai, Seoul and Kigali models after which it is modeled.
According to him, good aspects of the Dubai, Smart City of Seoul and UN-Habitat Pilot Model City of Kigali, were the three models selected by ACDA out of ten models examined, asserting that those models were achieved because their leaders were visionary and had political will to follow up the conceptual project.



Dwelling more on Dubai, Arc Egwuatu noted that governor Obiano had a fancy for the Dubai Model City after the heart of most Nigerian tourists and businessmen, stressing that “a street in Dubai had only three high-rise buildings in 1990, but by 2013, some 23 years after, the same street is dotted by scores of magnificent high-rise buildings.


The ACDA boss stressed that a Multi-City concept is being envisioned whereby the Big Model City will exist within Awka while other satellite Cities will be spread to other locations within the capital territory and be documented in a gazette.

Egwuatu said the State with no fewer than 200 billionaires desires to have the Capital City Model since, according to him, Anambra State is the second after Lagos State in terms of land mass and boasts of 1,000 people per square kilometer, adding that efforts will be made to maximize the scanty land in the State.

Also speaking, the Secretary of the Board, Arc. Willie Okafor noted that all the six towns of Nawfia, Enugwu-ukwu, Enugwu-Agidi, Abba, Abagana, and Nimo that make up Njikoka LG belong to the territory.
Arc Okafor who appreciated the performance of Njikoka Council stated that the Awka Capital Master Plan will sooner than later engender an unprecedented development in the State, emphasizing ,”In the next six months, what will be happening in Awka Capital Territory will be difficult to comprehend.”

On his own part, another member of the Board, Arc Ezugo G.C. Okoye observed that ACDA has a mandate to cover the five communities of Mgbakwu, Urum, Amansea, Isuaniocha and Ebenebe towns in Awka North that fall under the territory, which he said faces a dilemma of failure, but swiftly pointed out that “ACDA is ready for business.”
Arc Okoye observed that, by setting up the ACDA, governor Obiano has given the best to Ndi Anambra and stressed that the major thrust of its responsibility lies with the production and implementation of the Master Plan with topography of 10 centimetre resolution for the Awka Capital Territory.

Responding, Njikoka LG Council Chairman, Hon. Onuorah who was the past State President of NIESV, expressed happiness with the calibre of professionals assembled by the governor, noting that the State Chief Executive, by such appointments has planned from the onset to succeed.
Hon. Onuorah disclosed the State does not expect anything less than the best from the Board which he described as a great team and praised them for the hard work which resulted in their churning out the document modeled after Dubai, Seoul and Kigali within six months.
He described the Obiano administration as being practical and called for more enlightenment so that the populace will adhere to planning principles before developing any project, and adjusts after the expected initial resistance.

Other contributors from Njikoka LG Council namely, Hon. B.N. Ezejiofor, Secretary of the Council; Hon. Sir Toby Okwuanya, Supervisor for Works, and Ifeanyi Muodilim, Supervisor for Education all lauded the philosophy behind the planned project, while Hon. George Ozoh, the Supervisory Councilor for Health, extolled the Board for making a clarion call for people to think home and help develop it, adding that the Authority is working speedily to develop the State.

Receiving the Arc Egwuatu-led Board at Awka North LG Council, the Chairman, Hon. Sir Okonkwo in company of Hon. Dr. Ikechukwu Oforkansi, Deputy Chairman and Hon Barrister Ikechukwu, Council Secretary stated that the Awka Capital Territory project could not have come at a better time given the pace and speed governor Obiano is working to dumb found his critics, pointing out that, though Obi performed, he neglected the most important aspect of development which his successor is correcting.


He pledged the support of his Council to the ACDA initiative, adding that there exists a vast hectares of land connecting Enugu-Agidi, Nawgu and Ukwulu which he explained government needs for development purposes, but advised that real owners of land acquired for public interest are entitled to compensation.

Barely two weeks to its one-year anni­versary, the pace-setting government of Chief Willie Obiano has scored another first in the annals of good governance.

In a report released by the Federation Accounts Sub- Committee on International Public Sector Accounting System (IPSAS) implemen­tation, Anambra State was ranked highest in the South- East.

The South-East zone also came first in the overall rank­ing among the states of the Federation. With an impres­sive score of 80 percent, the fiscal merits of the Obiano administration’s commitment came to the fore.

Confirming the develop­ment, Senior Special Assistant on Budget in the Governor’s Office Mr. Melie Onyejepu, stated that the successful rat­ing of Anambra State was borne out of the governor’s insistence on early adoption of transparency in all account­ing process.

“Anambra became IPSAS compliant by ensuring the adoption of the set standards, setting up the infrastructure and the IT support as well as getting our people to do the right thing.

“Given the volume of ac­tivities and programmes being undertaken under the state’s four-pillars of economic de­velopment in agriculture, Trade and Commerce, Oil and Gas and Industrialization, and the Enablers we must ensure that things are done right in the area of budgeting in line with the governor’s direc­tives,” Mr. Onyejepu reiter­ated.

The rating of IPSAS adop­tion by states is based on a road map designed by the FAAC Sub-Committee on IP­SAS implementation, which required among other criteria, the conclusion of cash basis adoption by end of 2014, and that states financial reports should be IPSAS compli­ant. The survey reviewed the Initiation, Activation and IT Support of states, which in­volves proper procurement procedures and the adoption of the accounting software, as well as GO-Live which meant deployment readiness, budget conversion, data migration and IPSAS-compliant book-keeping.

In barely one year in of­fice, Governor Willie Obiano has endeared himself to the people of Anambra State with widespread development pro­grammes aimed at uplifting the standard of living of the people. This has manifested in massive infrastructural works in roads, bridges, edu­cation, health, housing, public utilities, and erosion control, among others. Social wel­fare scheme for workers, the elderly and pensioners have equally been receiving atten­tion, not to mention massive investment inflow from both foreign and local firms.

The increase in public sec­tor spending associated with capital projects often give room for leakages in public accounting system, but the Obiano administration’s com­mitment to transparency and steadfast implementation of the IPSAS regime in the state saw the provision of the req­uisite infrastructure and soft­ware leading outputs in line with international accounting standards.

Anambra State has un­doubtedly benefitted from the asset of Obiano’s professional experience. The Governor’s wealth of financial manage­ment experience has gradu­ally translated into enhanced financial regulations and prac­tices in the day-to-day imple­mentation of government’s development initiative.

Obiano Charges Pilgrims to Pray for Jonathan’s Victory, Fall of Boko Haram

The governor of Anambra State, Chief Willie Obiano has charged a contingent of Anambra Christians who yesterday embarked on a pilgrimage to Israel, Rome and Greece as part of this year’s Easter Pilgrimage programme of the Nigerian Christian Pilgrims Commission to pray for a landslide victory for President Goodluck Ebele Jonathan in the coming elections and for the immediate and total defeat of Boko Haram in the on-going war against the terrorist sect in North Eastern Nigeria.

Flagging off the Easter Pilgrims programme at the Akanu Ibiam International Airport, Enugu, Governor Obiano reminded the pilgrims that a pilgrimage gives every Christian the chance for spiritual renewal and expressed optimism that the pilgrims would return from the Holy land, transformed.

Said he, “Pray for President Goodluck Jonathan. Pray that he wins this coming election with a landslide. Also, pray for the peace in Anambra State. Pray for peace in Nigeria. Pray also for the total defeat and annihilation of the Boko Haram sect.”

Governor Obiano also reminded the pilgrims to remember to conduct themselves very peacefully and responsibly all through the exercise. “Israel is a very remarkable place. You must listen to your tour guide very carefully. Bear in mind that you will be watched all through your stay over there. So, you must avoid anything that will bring a bad reputation to Nigeria. Always remember to demonstrate that you are from Anambra State – Light of the Nation,” he further advised.

Earlier in his opening remarks, the Executive Secretary of the Nigerian Christian Pilgrims Board, Mr. John Kennedy Opara had noted that the event was the first of its kind as it was the first that the Commission would be flagging off the Easter Pilgrimage from the newly upgraded Akanu Ibiam International Airport in Enugu.

According to him, “each time we gather to flag off our pilgrimage exercise, we bear witness to our enduring strength and faith in our lord Jesus Christ. We affirm the promise of our God that many nations, including Nigeria shall come to Jerusalem and they shall be blessed. We affirm that what binds us together as Christians in Nigeria is our faith in the word of God. Easter is a time for sober reflection, a time of meditation and a time of purity.

Observing that it was remarkable that the first set of pilgrims to fly to Jerusalem from the Enugu International Airport was from Anambra State, the Pilgrims boss noted that Governor Obiano and his wife had always taken the exercise seriously in the past as they participated in the last Presidential pilgrimage to Jerusalem.

“They travelled with us, fasted with us and prayed with us and that is why today, Anambra State is working,” he recalled and thanked Governor Obiano for his brotherly love and unalloyed support which he said had continued inspired him.

“I must remember your steady appreciation and kind words. Your continued support to us gave birth to this flag off that we are having today, Anambra State being the first state to fly this year. Indeed you have touched so many lives with the number of pilgrims you are sending to Israel. May God who you have honoured also honour you,” Mr. Opara decalered.

The Pilgrims boss also used the opportunity to announce the introduction of a new set of innovations that will make the exercise a richer experience. Said he, “This year, we are introducing a basic leadership and skills acquisition programme, the youth pilgrimage programme and the Christian Pilgrimage Lottery Scheme. These innovations will be our thrust to reaching out to more Christians who otherwise have remained untouched. It will help us empower our youth and point to a clear positive direction of where we are going as a nation. Anambra State will be the first state that will participate in our basic leadership and skills Acquisition scheme in Israel. This will help Anambra pilgrims to visit some agricultural centers and other areas that will help to empower them economically; so that by the time they come back to Nigeria they will be able to add value to the system and their various families.”

APC begs Obiano to pay ex-governors

Our Great Party hereby implores the Governor of Anambra State, Chief Willie Obiano to his good offices to process immediate payment of pensions and other retirement benefits, including medicals, security and protocols to all former Governors, Deputy Governors and higher executives of Anambra State who are so entitled, irrespective of political persuasion..

This has become critical, to avoid a situation where past high political office holders in the state not otherwise engaged, resort in activities and profiles unbecoming of their statesmanly status, merry for pecuniary survival. as such is bringing odium to the name and image of Anambra State and Ndigbo.

‘We do not need our ex-governors to be hungry and to become political jobbers’ Our State Chairman Barr. Emeka Ibe has said.

[b]A case in point is a past governor of the state who has reduced himself to an attack dog for President Jonathan. In the last two weeks, this supposed elder statesman has been into all media outlets attacking Igbo leaders, Independent Electoral Commission (INEC) without cause or shred of evident and generally engaging in the loquaciousness that no Anambra State son or daughter would wish for is or her ex-leader.

This particular past governor was also part of the clique that share the N6.2bn booty received by Ohaneze from a presidential candidate for purposes of securing endorsement of the Igbo political group without a session to deliberate on the merits and demerits.
The amount was brought in two phases of N1,2 bn and n5 bn and the latest one was shared in an Enugu Hotel . The date time of the sharing and the evidence of the arguments that attended the shameful act is the subject of subsequent releases from us.

This singular event is responsible for the intractable crisis in the leadership of Ohaneze today which has made the body unable to agree on any presidential candidate or to be able to carry on with the smooth conduct of the activities of Ohanezee.[/b]


It is instructive at a time the superior population of Ndigbo was literally translating voting bloc, Igbo, Ohaneze was involved in the process of sharing money to individual leaders and the argument issuing from it, without any single input on the improvement of logistics for Ndigbo, particularly those displaced from their locations in the North East to collect their permanent voter cards (PVC).

We have decided on a solution-based intervention from the standpoint of ex-governors because these are the last set of persons that would be expected to sell out on the future of Ndigbo, having occupied the highest o offices in the South East and directly experienced the lack of the Igbo Nation which unfortunately, is increasing by the day.

We however seize this opportunity to ask the clique in Ohaneze who collected billions of Naira and shared same in Enugu to gather the money back from everyone who got a share in it, all of which are known to us, return the money to the source, tell the source that Ndigbo are not for sale and apologise to Ndigbo for allowing their hands to be caught in the soup pot.

We note that nothing in the above statement should precludes further exposures, activism and litigation on the matter, because the Igbo Nation cannot remain in circle of slavery emplaced by the actions of those they otherwise should trust.

Onitsha — Governor Willie Obiano of Anambra State has approved the upgrading of teachers' grade level, GL, in the state from 15 to 16.

The governor announced this on the occasion of his commissioning of Willie Obiano Conference Hall at the newly-built Anambra State Teac.

Obiano, who said he had to sign the promotion papers because of the commitment of the teachers to their duties, hinted that the list of those to benefit from the new GL 16 would be published on Friday.

However, state chairman of Nigerian Union of Teachers, NUT, Mr. Ifeanyi Ofodile, appealed to the governor to intervene in the exercise, which left out more than a thousand staff that took the promotion interview.

He added that the governor promised to release N15 million to the union for furnishing and other needs in the secretariat, a 2KVA power generating set and appealed to the workers to redouble their effort to enable government increase its revenue base.

Ofodile said the governor had given the union N10 million for the completion of the NUT House secretariat complex, pay salaries when due, adopted NUT policies, sponsored workers' seminars/ workshops and carried workers along since assuming office.

He praised the governor for the recent re-adjustment of workers salary in the state.

Obiano Inaugurates New Board for Anambra Broadcasting Service

The governor of Anambra State, Chief Willie Obiano has inaugurated a new Board of Directors for the come-backing Anambra State Broadcasting Service, ABS, which marks its 30th Anniversary with a public lecture on Wednesday March 4, 2015.


The seven-man Board is headed by Mr. Emeka Maduegbuna, a veteran broadcaster and PR guru who is also the Chairman of frontline Lagos Public Relations firm, Corporate & Financial Porta Novelli. The new Board is expected to lay down the policies for effective running, planning and development of Anambra Broadcasting Service, manage all the business, keep and preserve all the property of the service and exercise all the functions of the service under section 5 of the law which established the broadcasting service.

Inaugurating the Board, Tuesday at the Governor’s Lodge, Amawbia, Governor Obiano charged the members to raise the standards of the broadcasting house to rival CNN. “I challenge you to strive for CNN standard. I want you to improve ABS. I want ABS to be like CNN. I don’t want to compare ABS to any other local broadcasting house,” the governor enthused.

According to him, his administration has invested the sum of N1.5bn so far in a bold effort to turn around the station which has been rundown for years after being neglected by successive administrations.

“The equipment we have on the ground now gives us a great advantage. So, I want ABS to be in the front row in terms of content, in terms of reach and in terms of programming. I want ABS to be the most watched TV station in the South East,” he further declared.

The governor also applauded the members of the Board for their individual accomplishments in different spheres of life that pre-qualified them to be appointed to serve their home state, specifically acknowledging the Chairman Mr. Emeka Maduegbuna for his long standing achievements in the media industry which have stood him out over the years.

He expressed the hope that with their individual and collective commitments, the resurgent broadcasting group would soon find a comfortable footing in the market place.

Responding on behalf of other members of the Board, the Chairman, Mr. Maduegbuna assured the governor that they were fully aware of the level of confidence which their appointment onto the board had imposed on them and that they would do their utmost best to deliver on the expectations of Ndi Anambra.

“I think we have a date with history with regards to revamping and repositioning ABS. ours is to make that dream come true and I believe that we will get down to work . We will not disappoint you,” Mr Maduegbuna assured.

Peter Obi Is The Architect Of His Problems

It may well be the case that Mr Fejiro Oliver, not being from Anambra State truly does not know that Mr Peter Obi, former Governor of Anambra State, created for himself the credibility crisis he suffers today. In a story published by an online medium,’ Secret Reporters’, Oliver, accuses Governor Willie Obiano of trying to destroy Peter Obi! And the evidence? A video by Odenigbo Productions, demonstrating the inconsistency in Obi’s periodic vows not to ever leave APGA for another political party is being flaunted as breaking news of the Governor’s involvement!

Members of APGA who feel let down by Obi may well have an interest in taking Obi to task for his trickery. I do not think those who produced the video are saying Peter Obi has no right to join another political party. It is the crafty politician’s fundamental right. It appears to me that they are saying; let us put the records straight. This man declared many times that APGA was not just a political party; that it was a mass movement; a vehicle for all progressives, minorities and others marginalized by the existing set – up for going to the centre to renegotiate the Nigerian federation. They are saying how can you make such important pronouncements, turn your back on your words the next day and still be posing as a leader to be relied upon?

I do not see how Chief Willie Obiano comes into this protest. In the first place the man is obviously busy with governance. You have only to witness the landmark projects he is building across the state to appreciate the point. Obiano’s developmental programmes are so enduring and of socio – economic benefit that he cannot afford to be distracted and all men of goodwill pray that he is never distracted with what Peter Obi chooses to do with himself.
As an aside, Obi made building of industries one of his cardinal programmes during his campaigns but in all of eight years could only deliver on SabMilller breweries in which he is alleged to have some interest. On the other hand, Obiano in less than one year has attracted nearly $2 billion worth of investments in agriculture, power, gas, waste conversion, vehicle assembly plant etc in the State. In all of eight years, Mr Obi could not build a single flyover or dual carriageway in the State but in less than one year Governor Obiano is making steady progress on his 3 flyover projects.

Why should Obiano be disturbed with Obi’s ambition for a ministerial appointment in a PDP – led government? What other contribution can Obi make to APGA that he did not have the opportunity to do in all of eight years? Obi was not and is still not interested in growing APGA, so why should Obiano miss him? Under Obiano’s leadership of APGA, the party has acquired a pan Nigerian outlook. For the first time, APGA is having governorship candidates in Oyo, Nassarawa, Zamfara and Lagos States.

The deficit Obi’s politics suffers today is simply his own making. Obi has given himself away as a politician who makes promises easily but with hardly any intention of keeping them. During elections and when he is in need, Obi will cleverly say what will sound sweet to the people’s ears and move on, obviously thinking he has outsmarted them.

A few of his serial deceptions. During the campaigns for the 2003 governorship election, Mr Obi gave undertaking that once he became Governor, his children will relocate and have their education in Nigeria. That never happened. Later acts of broken promises led many to believe there was never any intention to enroll the children school in Nigeria.

Obi made solemn declarations to resign if salaries were not paid or delayed at the end of any month. But once he got into power, Obi cared less about his vow. Salaries were delayed for the greater part of his rule, sometimes stretching into the 8th of the next month.


Obi as Governor deceived the public that he was saving money for Anambra State by cutting down on the size of his entourage. Yet, authoritative sources tell us that the allowances of staff ordinarily supposed to make these trips were often built into the expense sheet but would not be released to these aides dropped from the travels. This money will not be returned to the treasury and the public will leave with the lie that money was saved for the State.

Mr Obi was widely reported to have called on security agencies to shoot on sight MASSOB activists soon after he came into office. But when public outcry greeted the story, Obi denied ever issuing such.

The same Obi routinely announced that he had only two pairs of shoes. On this I will only quote James Hadley Chase: ‘Believe this and you’ll believe anything.’ Why doesn’t Mr Obi add that he owns only two companies; only two bank accounts; only two cars; and only two million naira worth of assets?

In all of eight years, Mr Obi could not build a single flyover or dual carriageway in the State but in less than one year Governor Obiano is making steady progress on his 3 flyover projects.

Anambra remained a backward state under peter obi for 8 years but yet his hired praise singers will tell us otherwise. Soludo was right!

Nigeria: LMC Goes Tough On 'Substandard
Venues,' Bans Nnewi, Nembe, Uyo Stadia

THE League Management Company (LMC) is bent on ensuring
that only stadia, which meet its conditions for hosting games,
are allowed to stage matches of the 2014/2015 season.
The season kicks off this weekend across the country, with
Sunday's game between Heartland and Kano Pillars in Owerri
the star match of the Week One. But many of the teams may be
forced to take their matches to venues outside their home base
due to the inadequacy of their grounds.

Some of the teams likely to be affected by the LMC's tough
stance are Ifeanyi Ubah FC of Nnewi (formerly Gabros), Bayelsa
United and Akwa United of Uyo.

A source close to Ifeanyi Ubah FC yesterday raised the alarm
that the LMC has threatened that the team would not play
anywhere in Anambra State owing to the unavailability of
standard stadia in the state.


According to the source, the "LMC in a letter to our management
informed us of their decision, citing the lack of standard
dressing rooms and spectators' stands at the venue.
"They have also rejected the Rojenny Stadium in Oba, a situation
that has forced us to look for a nearby venue for our games
before our first home game. I think we will know by Friday
where our home games will hold because our management is
working to solve the problem."

Also affected by the LMC stance is the Nembe Stadium, which
Bayelsa United has picked as venue for their games. A source
close to the team told The Guardian that the LMC's complaint
centres on the allegation that the Nembe Stadium is not
accessible to vehicles other than SUVs.
"They told us that a stadium should be easy for football fans
and officials to access.

The South East generally lacks standard stadiums, even the Enugu stadium was rendered substandard the day they allowed the grasses to be replaced with a synthetic pitch
