If I may get you right, you did PT during ND, right? If yes, you're good to apply for HND Full Time without any hitch providing you have the "needful".
More so, you would be mobilised for NYSC in the sense that the school would help you with JAMB Reg. Number (Regularisation) during your HND programme by liaising with JAMB for that.

You have good chance of being chosen for admission but you must 'beat' the departmental cut off mark of your chosen course without that nothing like 'admission'.
