INT’L WORKSHOP ON CIVIL-MILITARY COOPERATION@ABUJA -Attorney Patryk Utulu The International Workshop on Civil-Military Cooperation and Observance of Human Rights in Internal Security Operations at the National Defence College, Abuja, today, Thursday 23/10/14, was needed and timely. President Jonathan’s Opening statement captured the essence of the workshop. Like the vast majority of national militaries established in the 20th Century, the Nigerian Military was set up as a conventional military to fight conventional wars. Besides conventional weaponry, the major attributes of conventional warfare are clear delineation of war zones and identifiable FOREIGN enemies. Conventional militaries were not set up to fight domestic insurgencies where soldiers might be required to shell their own villages with the possibility that their kin might be injured or killed. The Nigerian Military has been on a learning curve since the beginning of Boko Haram’s existential war against Nigeria. Our soldiers cannot succeed without the active contribution, cooperation and collaboration of Nigerians. The workshop sets out blueprints for the rules of the road as our military continue to learn to wage war while adopting a law enforcement posture cognizant of the need to protect civilian lives and property. Nigerians must lend our brave soldiers willing ears, open heart and active cooperation. Attorney Patryk A.
