GMB was Head of State from 01/01/1984 - 27/08/1985 (about 20 months).
IBB was Head of State from 27/08/1985 - 1993. He didn't start his transition programme till after about six years, a period that is more than the entire period GMB spent in office.

Let me tell you in case you don't know.
Under IBB: there was military crackdown on Protesters in Ikorodu Road during June 12, 1993 Protest.

Since Jonathan era;
1. January 2012 Protest led to lots of crackdown, 2 people were killed, including one in Pen Cinema, Lagos.

2. Dino Malaye was arrested during the subsidy protest.

3. The government disrupted APC's rally in Rivers State when CP Mbu was in power and at various times.

4. The FG attacked Rivers youths who were billed to take up their employment letter into the Rivers State Civil Service at the Liberation Stadium.

5. The Military were drafted to ensure that protesters did not return to Ojota during the #OccupyNigeria protest against the subsidy removal in 2012.

There are lots of other protest crackdown by the government

Was there free speech during IBB's regime? What happened to the highlife maestro, Orlando Owoh, when he sang a song on Gloria Okon and Dele Giwa? He was arrested and detained in Alagbon for being in possession of "igbo". How come the regime of GMB, whose government promulgated a decree against cannabis didn't apprehend Orlando Owoh? Why that of IBB? Read the handwriting on the wall.
