Description: Search for Common Ground (SFCG) secured a 24-month grant from the U.S. Department of State’s Bureau of Democracy, Human Rights, and Labor (DRL) for a project “Promoting Accountability for Ethno-Religious Violence in Plateau and Niger States in Nigeria”. The agreement was signed in September 2012. The overall goal of the project is to strengthen effective accountability processes to tackle ethno-religious violence in Plateau and Niger States. This goal is supported by two specific objectives: (1) To increase the skills of civil society organizations in monitoring, reporting and advocacy for accountability processes; (2) To establish a platform between the National Human Rights Commission and civil society organizations for effective action on accountability.

As the project is coming to an end, SFCG is looking for a qualified and experienced (team of) Consultant to conduct the final evaluation of the action. The objectives of the evaluation include: (i) Assess the effectiveness of the project in strengthening accountability processes to tackle ethno-religious violence in Plateau and Niger states; (ii) Assess the impact of the project, particularly measuring the extent to which SFCG succeeded in reaching the expected results of the project; (iii) Measure the sustainability of the action; (iv) collect end-of-project indicators; and (v) draw lessons and provide recommendations for future programming.

Qualifications: The consultant should have more than five years of experience in project evaluation including collecting data in interviews, surveys and focus groups. Experience working with international organizations and conducting large-scale quantitative surveys preferred. The consultant should also have understanding and experience in human rights, governance, media and or peacebuilding organizations or project.

How to apply: Qualified applicants are invited to submit their methodological and financial offer no later than November 28. The evaluation process is scheduled to take place during the December 2014 – January 2015 period, with a final report expected by January 23.
