On the bolded, I'd support a constitutional amendment granting states the right to regulate medical practice (specifically professional conduct of doctors, nurses and midwives) as is done in other federal republics like the US. I would still leave the regulation of the pharmaceutical industry to the federal government because the distribution of medication, most times, crosses state lines.

Also, both the states and FG can set up their own independent health insurance programs which would pay for a portion of a patient's mdicall bill.

What most of us seem to forget is that there has been at LEAST two amendments to the Abacha 1999 constitution.
We need to ask what was the input of our OVERPAID lawmakers from all parties into the process for addressing issues like what you have raised above.

APC people know how to make nice SPEECHES that do NOT align with their actions in reality within the existing DEMOCRATIC framework we currently have.

Going by federal anti development and antagonistic attitude against Lagos state, I don't see any kind of meaningful collaboration anytime soon..

Just look at the Metro Rail Red line. That part of the metro rail system is on hold simply because they refused to yield the Iddo corridor. Yaradua yielded Lagos Badagry for the metro rail and OB yielded Ikorodu road, but not the present administration. They are too tribal, petty and political to do what's right for the country...

I do agree about drugs, that should remain federal and free of their usual incompetence and mismanagement...

The state of infrastructural decay in some public schools in
Uyo the Akwa Ibom state capital has become a source of
concern to the residents in recent times.
This decay ranges from dilapidated classroom blocks, lack of toilet
facilities, even lack of instructional and learning materials, seats
thereby subjecting the pupils and students to very unfriendly
learning conditions.
It could be recalled that few weeks ago a certain Comrade Olady
Mbaba commissioned five modern toilets which he built for one of
the affected schools in Ikot Ntuen Oku located along Ikot Ekpene
road which is within the heart of the town to save the face of the
Akwa Ibom government.
Mbaba said he stepped in after he discovered the school had no
toilet.
He expressed disappointment that the present administration and
its supporters were playing politics with the lives of poor children
without putting into consideration the dangers such an
environment without toilet could pose on

I remain optimistic however that our workers successful and courageous containment of the Ebola infection is the strongest statement of who we are and in no time I expect that activities in those tourist facilities will pick up because the confidence in our Government is very high out there.

I have to score them A+ for that...

Is it not this same opposition HOR Finance Committee Chairman that Aunty Ngozi tutors every now and then, who questions and disagrees with every Economic indicator and internationally accepted data on Nigeria Economy that you are quoting?

Let's assume your 30 - 40% capital budget performance is correct.

The recurrent is then 100%, having paid salaries and wages hence the true state you would've written is:

100 + 40 ÷ 2 = 70%

Many people are on Nairaland to learn, stop misleading and deceiving them with propaganda write-ups and comments.

I thought the agreement was made dec 2013 long before the 2014 budget was passed (a serious government will make amends).

Btw the last i heard from ASUU is that no university has received the agreed payment.
