Senate approves N18,000 national minimum wage

ABUJA — THE Senate has approved the N18,000 new national minimum wage for workers proposed by President Goodluck Jonathan.

The bill was given an expeditious passage as the Senate suspended order 79 of its standing rules to amend the National Minimum Wage Act, thus increasing the minimum wage from N7,500 to N18,000

Senator Smart Adeyemi, PDP, Kogi who was also in support of the new wage said it will be unrealistic for some state governments to claim that they cannot pay the new wage.

He said, “I want to disagree that it will be practically impossible for some state governments to pay. We have more resources to pay, states in Nigeria are richer than some of the states in West Africa, so they can pay.

“The problem is mismanagement of resources and corruption. People divert money from this country to abroad for selfish gains. I hold the strong view that N18000 is not enough.

I was against this policy in 2011 and I'm still against it today. I have to give it to NOI, for implementing it, without the level of pain and chaos, I feared in 2011.

Osun State:

The state government has dragged Osun State workers to the National Industrial Court (NIC) over the minimum wage. It has already secured an injunction against strike being planned by workers. It is also seeking, among other things, that court declares payment of N18, 000 minimum wage to all categories of workers, especially those earning more than N18, 000, illegal.

This is a government that employed 20, 000 youths under the Osun State Youth Employment Scheme (OYES) with poor wages (less than N10, 000 monthly); with no right to unionize or any hazard benefit; even when the labour law compels every employer of over 50 workers to pay minimum wage, and regularize such employment.

We did not have the money in 2011 to increase civil servants salaries. One of the main reason, the budget carries a 76% recurrent expenditure quota today. It was great politics, but very bad public policy. One of the two disappointments, Goodluck gave me tongue

Unfortunately government spending never comes down. That's why, we should only increase spending, when the economic and social payoffs are tangible.

I get all your points, unfortunately the only source of funding to the government is IGR & Federal Allocation.

But what happens to the drive to increase IGR?

Here are some general info and stats for yall.

are yet to pay the minimum wage.


The Nigeria Labour Congress (NLC) has listed
the defaulting states as Anambra, Ebonyi,
Plateau, Kwara, Kebbi, Niger, Osun, Enugu and
Zamfara.


It accused the states of failing to complete
talks with the Joint Public Service Negotiation
Council (JPSNC) on the implementation of the
N18,000 national minimum wage....

Now look at the bolded and tell me how many APC states are there and how many PDP's are there.

Well over 20 State Governments have practically
failed to fully implement the N18,000 National
Minimum Wage for public sector workers nearly
two years after the minimum wage bill was
signed into law.


Sadly, workers under the employ of Enugu,
Zamfara, Niger and Ebonyi
state governments
are yet to be paid the new wage despite
pressure from labour.

Investigation by THISDAY revealed that many
states have tried, in some cases successfully, to
renegotiate the modalities for payment of the
new wage to civil servants, while states such as
Plateau, Kwara and Adamawa have resorted to
partial implementation; a situation where some
categories of workers benefit from the new
wage while others are being paid the old wage.

More worrisome is the fact that the Federal
Government, which signed the new wage into
law, has not fully complied with the minimum
wage act as government has failed to implement
the new wage across board to workers under its
employ.


Rather, what the federal government
did was a staggered implementation, by adding
about N1,000 each to workers at all grade levels. The action of the federal government is based on the argument that it had already commenced the payment of [b]N17,034 minimum salary relatively to workers under its employ.

General Secretary, Association of Senior Civil
Servants of Nigeria (ASCSN), Mr. Alade Lawal
said the implementation of the new wage for
civil servants was done in bad faith, noting that
workers have not benefitted from the
adjustment in the new wage.

He said the argument by government that
minimum wage is only for workers in the lower
cadre does not hold water, stating that services
of workers in grade level 1-2 (cleaners) had
already being outsourced to private firms. He
challenged government to tell Nigerians those
that are benefiting from the new wage.


“To us, it is an implementation done in bad faith.
This is because the minimum salary in the civil service before the implementation of the
minimum wage is N17,034. What the federal
government did was to adjust the amount to
N18,000.


At the end the 0.01 per cent increment
was used to adjust up to grade level 17. Their
argument is that they do not want to create
distortion in the system. Government has made
a mess of the whole issue.

We do not see this as implementation of minimum wage because the adjustment has to be scientific,” he said.

The Thisday report is particularly damning!!

First, it shows the FG pushed for the implementation of the minimum wage in very bad faith. Workers had been receiving over N17, 000 and all she needed to do was add a paltry 0.01% to take it to the stipulated minimum wage leaving the states with the hot end of the rod!!!!!!! This is a complete 419 if you ask me.

Besides that, even with the insignificant increment, they still couldn't fully do the implementation yet someone wants to come here and cast aspersions on APC states and giving Jonathan undue credit for what is in fact a colossal injustice to the states!!

When next you people want to throw jibes, do your homework properly before going public.
