 A former Minister of the Federal Capital Territory (FCT) and governorship candidate of the All Progressives Congress (APC) in Kaduna State, Malam Nasir El-Rufai, on Monday alleged that the state government received over N600 billion from the Federation Account in the last seven years without anything to show for it. El-Rufai, who made the allegation while featuring as a guest on Freedom Radio Hausa programme, ‘Barka da warhaka,’ also said the state was the second most indebted in Nigeria after Lagos State, noting however that in the case of Lagos, there are visible projects and programmes that have impacted on the lives of the people in addition to the fact that it had the capacity to pay the debts. According to the former minister, the state receives the second highest statutory allocation from the Federation Account in the North after Kano State without anything to show for it. He said his criticisms were not borne out of partisanship, arguing that other Peoples Democratic Party (PDP) states like Gombe and Katsina were executing laudable projects and wondered “why should our own PDP government in Kaduna State be different?” The APC governorship also faulted the state government’s claim that most of the money accrued to it in the last seven years was spent in servicing debts as the government was still indebted to contractors to the tune of N20 to N30 billion. He added that there was no reason behind the state being the second most indebted state after Lagos since the Ahmed Makarfi-led administration liquidated all debts in 2006 before leaving office in 2007. El-Rufai noted that the country had exited external debts in 2005 during the Obasanjo administration, adding that what remained was debts between states and federal government. “By 2006, the Makarfi administration had paid off all domestic debts. This fact can be verified from the website of the Debt Management Office (DMO),” he said. According to him, the present PDP administration in the state had saddled the state with so much debts that the incoming government would find it difficult to execute most of its protects.
