All Abacha loot returned, says Swiss government

The government of Switzerland yesterday said it had returned all stolen money stashed away in Swiss banks by former Head of State, Gen. Sani Abacha.
By implication, the celebrated Abacha loot that has been touted as part of the funds to lubricate the drive towards achieving the Millennium Development Goals is exhausted.

The Charge D’Affaires of the Embassy of Switzerland in Nigeria, Fabio Baiardi, told journalists in Abuja that his home government had lodged the last tranche of the loot in a ‘blocked account’ in Nigeria. He said all the funds were returned with no conditions.

According to him, the total loot returned by the Swiss government is $505million (N59.085 billion). Of this amount, the first instalment of $290million (N33.93billion) was transferred on September 1, 2005; the second instalment of $168million (N19.7billion) on December 19, 2005; and $40million (N4.68billion) at the end of January 2006.

The last instalment of $7million (N812million), he said, was transferred into a ‘blocked account’ in Nigeria because the Swiss government could not identify its origin. The money is still in the ‘blocked account.’

Baiardi assured that Switzerland would continue to collaborate with the Economic and Financial Crimes Commission (EFCC) in its fight against corruption and money laundering. But he said his country had no say in how Nigeria uses the recovered loot; the Swiss government only contributed financially to its monitoring after it had requested that the World Bank include some Nigerian civil societies in the exercise, he added.

"We cannot be responsible for what happens in Nigeria, but we wholly support the EFCC’s fight against corruption and money laundering," Baiardi stated.

The recovered money is part of an estimated $3billion of public funds believed to have been stored up by the late dictator in banks in Singapore, Hong Kong, Dubai, Britain and Luxembourg; in addition to 12 banks in Switzerland.

Nigeria, in 1999, asked Switzerland to help track the financial network suspected to have been laid out by the late Abacha. In response, the Swiss authorities froze some $670million in bank accounts belonging to the former Head of State; his son, Mohammed; his widow, Mariam and some associates.

At some point in the hunt for the loot, the administration of former President Olusegun Obasanjo was reported to have struck a deal with the Abacha family to return a sizeable portion of the loot while keeping the rest.

At a press briefing in September 2006 to launch a report by the United Nations Office on Drugs and Crime and the World Bank, under a new initiative called the Stolen Asset Recovery (STAR), former Finance Minister, Dr Ngozi Okonjo-Iweala, said in Washington that Nigeria has recovered a total of $505.5million of the Abacha loot from Swiss authorities.

Lagos Govt Sells Helicopter It Bought in 2009 To Itself in 2015.

Questions are now being asked by Nigerians as to whether or not the Lagos State government sold the two helicopters it bought in 2009 to itself and paid afresh.
On December 7, 2009, the then Lagos State Governor, Mr Babatunde Fashola launched two Bell 412 EP Helicopters for security surveillance in the State.

However, on November 27, 2015, the State Governor, Akinwumi Ambode commissioned three helicopters, 15 armoured personnel carriers, APCs, two gunboats, 165 vehicles and others purchased at a cost of N4.765 billion.
One of the helicopters was a Bell 412 EP 5N-LAG (Manufacturers Serial Number 36495), the same as the ones commissioned by Fashola in 2009!
When Fashola launched the helicopters in 2009, he did not say that it belonged to Caverton. Rather, he said Caverton would assist the government to enforce safety standards, implying that the helicopters never belonged to Caverton.

A trail of documents and news articles readily available online show that this helicopter (5N-LAG) together with 5N-LSG were both procured in 2009 via deductions from the Lagos State Security Trust Fund by the Fashola’s led government.
According publication by Saharareporters on November 20, 2009, revealed that the Bell 412 EP that Caverton advertised as its own was one of the two helicopters the Lagos State government purchased through the Lagos State Trust Fund to fight crime in the state.

In 2007, the Lagos State Security Trust Fund was established under the Lagos State Security Trust Fund Law 2007 enacted by the state assembly. The Trust Fund was established to raise money and equipment through voluntary subscriptions and donations from all interested government agencies, private organizations and individuals. The funds were then to be invested to take care of the security challenges of the entire state.
Caverton is owned by a businessman, Remi Makanjuola, who also doubled then as the chairman of the Board of Trustees of the Lagos Trust Fund.
Saharareporters claimed then that in telephone calls made to a Florida–based company, Africair Inc., it discovered that the Lagos State Security Trust Fund had ordered two helicopters, which were supplied, shipped and re-assembled in Lagos.
Africa rep. of Africair, Mr. Robert Prentice, in Nairobi, Kenya confirmed that his company had completed the supply of the helicopters to the Lagos State Security Trust Fund. Prodded as to why Caverton is claiming ownership of the equipment, he admitted that the state has a deal with Caverton to operate the helicopters.

The inference from all these is that the Lagos State Government purchased the repainted 5N-LAG helicopter from itself or better still, Ambode repurchased the same helicopter bought by Fashola. - Hope For Nigeria

General Mohammadu Buhari has asked President Goodluck Jonathan to provide an aircraft to fly members of the Boko Haram Sect to Aso Rock for negotiation just like late President Umaru Yar’Adua did to the Niger Delta Militants prior to the Amnesty program.

General Buhari who also kicked against the emergency rule imposed in Borno, Yobe and Admamawa said President Goodluck Jonathan should resign from office for his inability to tackle the security challenges facing the country.

“Jonathan should vacate and give way to competent hand to govern the country”, he said.

The Inspector-General of Police, Mr. Ibrahim Idris, on Friday justified the arrest of only suspects of Yoruba extraction over the recent clash in Ile-Ife, Osun State, which resulted in the death of about 46 persons. He said crime neither has tribe nor identity.

Idris spoke with State House correspondents shortly after briefing President Muhammadu Buhari of security situations in parts of the country inside the Presidential Villa, Abuja.

The police had been in the eye of the storm for arresting and parading 20 Yoruba persons, including a monarch, over the clash while not a single Hausa/Fulani person was detained.

The pan-Yoruba group, Afenifere; and the Oodua Peoples Congress are among groups and individuals that have been criticising the police over the development.

Idris however said the police would not hesitate to apply the law once criminal cases are established against individuals, irrespective of their tribe.

He said, “You know we are police officers. Crime has no tribe. If you are a criminal, you are a criminal.

“Crime has no face. We don’t look at crime in the identity of where you are coming from.

“As far as you are a criminal and the police find you wanting, we apply the law.”

He said investigation had revealed that the crisis started with a disagreement between two people selling food along the road.

For over 2 hours now, there has been a massive protest in Egor Local Government Area of Edo State. The workers have blocked the majors roads in Egor LGA over 17 months unpaid salaries by the State Government. The State Governor, Comrade Adams Oshiomole promised them something ago that their salaries will be made available but up till now, no move has been made. At the moment, the area is still very loud and rowdy. See photos from the protest below:-

Residents of Okpoga in Okpokwu LGA of Benue State have deserted their home over the recent crisis that erupted in the area.

IDOMA VOICE reports that people of Edmoga and Okpoga renewed their hostilities during the week, leading to the death of two in Okpudu-Okpoga by attackers suspected to have come from Oloh community in Edumoga district of okpokwu Local Government.

A commercial driver, Mr. Sylvester John and Mr. Onoja Agbo of Benue Links Okpoga were killed last night in the attack while over ten other persons were injured.

The people of the area have since deserted their homes for fear of being killed.
