The major problem partly working againt the peoplle'ss general is, most of his works whilst in public office are largely under reported and, a great number of our preent youth hardly read nor carry out researches on events or issues of our recent past.

This development and other disclosures were contained in a document obtained by LEADERSHIP last night.

The PTF was an intervention initiative put in place by the late Gen Sani Abacha regime which was operated between 1995 and 1999 to invest in socio-economic infrastructure – including in road transportation and waterways, water supply, food supply, health and education – the gains that would accrue from a new pricing regime for petroleum products introduced in October 1994, from N3.25 to N11 per litre, an increase of N7.75 per litre.

During the four years of its operation, the resources available to the PTF, according to findings, represented less than 10 percent of the nation’s budget.

From its inception in May 1995, and more particularly from January 1996 when it received its first disbursement, the PTF worked diligently in the execution of its mandate through its programmes, with an objective of resuscitating the nation’s collapsing social services and deteriorating infrastructure.

According to findings, a working formula was adopted by the Fund that recognized three categories of projects and allocated funds available to them: federal projects, 48.5%; state projects, 50% and FCT direct allocation, 1.5%. The state project funds in turn were allocated to respective states/zones using a set of criteria that gave consideration to equity, population, land/water mass, terrain difficulties and needs assessment. The location and coverage of the

PTF programmes and projects were designed to carefully fulfill these criteria.

In terms of allocations made to fund PTF projects as at May 1999, out of an estimated total of 187 billion Naira to all projects and programmes, about 56.5% was committed on projects in Zones 1 (South West), 2 (South East) and 6 (South South), i.e. the zones in the south of the country. Zones 3 (North West), 4 (North East) and 5 (North Central) had a combined allocation of about 43.5%. Indeed, in terms of difficulties in natural terrain, the projects in Zone 6 (the South South), such as road construction, were the most capital intensive. The highest zonal commitment was on capital projects in this zone, with 26.2%.

In terms of actual disbursements to projects by May 1999, 52% of all disbursement was made in respect of projects in Zones 1 (South West), 2 (South East) and 6 (South South).

Shortly before the inauguration of President Olusegun Obasanjo, Buhari submitted his resignation from the Board of the Fund. The rest of the Board of Trustees effectively became dissolved at the point of scrapping the body, in late June 1999.

Nigerians deserve more than a corrupt President Good Luck Jonathan. Wonders shall never end in Nigeria which is the main Africa. Even western countries knows it.

In developing countries, there is zero tolerance to corruption but here we celebrate corruption. Reason why progress will continue to elude us. In as such as Apc have corrupt politicians from ACN. Buhari is the man anyday, anytime. He knows what to do, his integrity, honesty is a valued asset to Nigeria as a country.

Please do not forget this figure are concorted by Buhari detractors and opposition Afenifere. If your enemies can locate over 12,000KM of road undertaken when they are violently against you that should tell you how truthful the figures are now compare that to Jonathan everyone is disputing his on figure of construction 20,000 KM IN 6yrs. You can see why Nigeria needs Buhari kind of change.

Talking of education, whosoever come here and claim not to have seen impact of PTF in our universities, polytechnics and colleges of education (accross the nation) just prove that he/she did not attend one and thus should forever desist from intefering when we discuss issues of education.

Moreover, visit your Primary, secondary and tertiary health centres and tell me if you wouldnt see PTF impacts.

I think you should ask those who were in charge of your zone what they did with the money because while growing up, I remember riding on PTF buses in primary school. I also saw buildings and some of them are still serviceable today.

How Buhari Skewed PTF Projects in Favor of His Northern Zone- By Afenifere

The Abacha regime created a parallel government through the Petroleum Trust Fund (PTF) headed by Major General Muhammed Buhari. Nothing else typifies the marginalization of the Yoruba than the lopsidedness of the projects carried out by the PTF. Figures from PTF Situation Reports (Vol. 2 Dec. 98) show that the PTF carried on as if there was no South West.

Of all the roads rehabilitated by the PTF, only 1984.5 kilometres of roads representing 10.84 per cent were carried out in the South West; from where the bulk of the PTF revenue came since the zone consumes over 60 per cent of refined petroleum products. All the Southern States had 4,440.43 kms or 24 per cent of road rehabilitation as against 13,870.47 kms or 76 per cent in the Northern States zone three comprising the North-West States of Jigawa, Kaduna, Kano, Katsina, Kebbi, Sokoto and Zamfara had a lion share of 5020 kms or 27.42 per cent because the Fund’s Chairman, Buhari and the military dictator Sani Abacha were from there; zone four comprising the North-East States of Adamawa, Bauchi, Borno, Gombe, Taraba and Yobe picked 23.48 per cent. This is the zone where Salihijo Ahmed, the late Chief Executive of Afri-Project Consortium APC, the sole consultants that supervised all PTF projects came from.

Figures in other sectors were more scandalous. For instance, under the National Health and Educational Rehabilitation Programme (NHERP), the South West had zero allocation in the tertiary programme, while the North picked 100 per cent. In the vocational programme, the South West had zero while the North had 97 per cent. In the primary area, the South-West had zero against 88 per cent for the North and in the secondary area, it was zero for the South-West and 86 per cent for the North.

The health sector is similar. For the Teaching Hospitals, the South-West had zero while the North had 62 per cent. For the Specialist Hospitals, it was zero for the South-West and 71 per cent for the North; in General/State Hospitals the Yoruba had nothing while the North had 56 per cent for health clinics, it was zero for the South-West against the North’s 100 per cent.

Under the food supply summary, the Southwest had 7.26 per cent compared with 83 per cent for the North, Buhari’s zone having 60.54 per cent to itself.

Demographic Manipulation: The Northern wielders of power have skewed all demographic indicators to marginalise the Yoruba and confer undue advantage on the North. For instance, while the old Kano and Lagos used to have the same number of divisions, various demographic manipulations over the years have brought about absurd disparities between the two states. While the old Lagos remains a state with 20 local governments, the old Kano has become two states-Kano and Jigawa with 77 local governments. These are some of the indices used for revenue sharing.



90% of Nigeria's wealth comes from the SS and this dictator working with another dictator stole our resources to better his people only to twist the facts 20yrs later, who will buy this bullcrap?
