Then why is it that churches enforce a dress code if d heart is all that matters? So a pastor Mrs can dress like a street walker because the heart is all that matters. in my opinion, the heart matters as well as outward dressing. Like someone said above, if I am an unbeliever and she approaches me like that, the first thing on my mind won't be about God or salvation.
