Dead people do not go to heaven or hell; there is no literal place up there in the skies called heaven or hell where the dead go to. Dead people go to rest. After a while they reincarnate to serve their punishment here on earth, because the earth is the place of judgment Ecclesiastes 3:15-16

This is the Book of Isaiah giving a definition for hell;

Isaiah 66:24
24 And they shall go forth, and look upon the carcases of the men that have transgressed against me: for their worm shall not die, neither shall their fire be quenched; and they shall be an abhorring unto all flesh.

And this is Jesus making a statement and quoting Isaiah;

Mark 9:44
43 And if thy hand offend thee, cut it off: it is better for thee to enter into life maimed, than having two hands to go into hell, into the fire that never shall be quenched:
44 Where their worm dieth not, and the fire is not quenched.

Mark 9:47-48
47 And if thine eye offend thee, pluck it out: it is better for thee to enter into the kingdom of God with one eye, than having two eyes to be cast into hell fire:
48 Where their worm dieth not, and the fire is not quenched.

Heaven is simply the conditions of God’s presence.
Hell is simply the absence of God, and the conditions that derive from this.

The wrong interpretation of the meaning of hell is borne out of either mischief, or ignorance, the purpose of which was to keep a people perpetually ignorant of the reason for their state.

Negroes, the true Israelites of the Bible are in Hell. God has taken His eyes off us, this is why we cannot make a head way out of anything, this is why the whole world think we are a stupid people, because God is not with us. God’s absence from us is the reason why we are the laughing stock of the world, at the bottom of the totem pole for every socio-economic index in the whole wide world.

Fortunately, our hell is ending. The seven times decreed for our punishment has ended. The short-time also given for repentance has ended.

When we say "re-incarnate to come for punishment", that is saying karma is true. Karma is not same thing as re-incarnation.
We reincarnate, true and just the black germed people. The punishment will be served before re-incarnation. and besides, the soul can not reincarnate (if it does, then there won't be any need to continue life and GOD won't learn), It is the spirit that re-incarnate to make freshly unique person through a completely different parent.

Some people do bad and actually die peacefully, and so it appears that they have cheated God, this is very impossible. There are no accidents or happenstances in creation. No stray occurrence in creation. Everything one sees around is judgment or reward, no matter how beautiful or gory. The acceptance of this fact will make all men to live more disciplined and responsible lives seeing that no deed no matter how small or apparently inconsequential would go without commensurate reckoning.
