@Enouwem has used his IT skills to dig out the hacker's facebook name, page, email address, etc.
It is now left for INEC to take this information and carry out a quick assurance check that its database has not been tampered with, copied or compromised in any way.

The security agencies should also swing quickly into action to apprehend this guy and all his accomplices. If he is carrying out the hacking from outside Nigeria, as is usually common with this type of attacks, then counterpart foreign intelligence agencies overseas should be contacted to help track this guy down.
