Like you said a "rural area" where u can get some resources/materials for relatively low price like sand and water; surely it can almost finish the house if u can supervise the building thoroughly. I.e making sure ur builders are not exploiting u too much.

For developed areas like some places in Lagos and abuja, U R SIMPLY ON UR OWN.

Depends on many factors. but 3 million can get u a good 3 bedroom bungalow.

I am a quantity surveyor and I can guarantyuthat the area and ur taste matters most, if u have a design or sketch I can give u a preliminary estimate or approximate estimate.

Are there no building engineers or even brick layers around you ? I think 3m should be enough to build 4 bedroom flat in the rural area especially if you are not buying the land.

Some people can ask unnecessary question honestly, why don't u consult building engineers/architect.U ll soon ask naira landers how many blocks n bags of cement it ll cost. This is a very simple thing u can do using common sense. Meet building engineers and ask for the estimate from 2 or three different building engineers.
