The mail states referee but when you get to where you will download the profile, it says HOD, even on the form, HOD was clearly written.

Same here. But if one gets the profile form on, say, Monday, do they really expect us to fill, and send it back by Tuesday?

Guys, please how important is this NIN in this scholarship?

I am assuming it's for identification purpose.
But we were asked to upload a valid means of ID during the application,which I uploaded my international passport.

The default referee is the H.O.D. However, the mail states that a referee should it. This means that a signature from an H.O.D or any other referee will both be accepted.

Assumptions here and there.
I think it's best to contact them directly to resolve any matter of conflict.

After uploading the profile form whats the next step. we wait I guess.

affter application on 30th, i got d normal appl ID,
and about 3days later i got a mail that i should disregard d first ID that i would be sent new ID
but since then no "hear" frm dem so i called like 15 times today b4 i got them
