"Complete" refers to a condition of everything that is required being present.

Whereas "finished" denotes the end of a task or undertaking.

Let's say you want to build a house, your building materials - blocks, wood, nails, etc - will be "complete" if you have them.

When you are done erecting your building and it is ready to live in, then you have "finished" your building.

People use these terms interchangeably but we tend to ignore it since we know what is implied.
