An example is yoour wife sleeps with another man. In islam that is adultery and you are allowed to divorce her on that basis and if you decide to forgive her and take her back it doesnt mean you approve of what she did.

the other thing someone offends you and you forgive the person it still doesnt mean u approve of the persons deeds. God encourages the overlooking of faults and we also seek his forgiveness and when he forgives us it doesnt mean he approves our sin although expiation of sins is another subject on its own.

Generally forgiveness does not connote approval but we have to look at which context we are talking about.
