chase out of the state non- indigenes operating commercial
motorcycles over alleged activities capable of causing a break down
of law and order.

unfortunate that those who graduated from Okada to Keke (tricycle)

He said they rather chose to be reckless in their operations which
had led to the death and maiming of passengers and passersby.
He said because government could no longer fold its arms and
watch the activities of the Okada riders, a policy that banned them
from major roads and expressways was enunciated.
“ We are trying to protect them but they do not know. There are
many deaths in the state as a result of their recklessness. The same
policy obtains in other states and Anambra can not be an exception,”
he said.

you don't read. They said they provision to cushion the effects, unfortunately, the same act being exibited by the okada riders is what is being displayed by the keke riders, hence , the ban.
