TOPIC: My Discipline And Nation Building

COURSE OF STUDY: Procurement and Supply Chain Management (PSCM)



Good day to the grand commander of this great platform- mr. oluwaseun osewa, the cerebral coordinators, highly meticulous and erudite jurists, my able and resilient team mate- darrytoz, my fellow debaters, eminent guests, and the ever diligent spectators. My name is Sammyscholar, representing The Polytechnic Ibadan in this august debate, and i am staging the essentiality of my field of study (Procurement and Supply Chain Management) in the nation building.

"Procurement" is the act of obtaining materials, equipment, items, components, etc. of the right quality, at right quantity, from the right source, at the right price, delivered to the right place, at the right time. It is the management of the following six R(s) to ensure that there is a proper inflow and outflow of stock and information. Traditional procurement process is outlined as follow: (1) initiation of need (2) specification development (3) source selection (4) request for bids (5) purchasing (6) delivery (7) inspection/quality control, and (cool invoicing and payment.

Procurement is a vital function in all spheres as it helps business gain competitive edge over the competitors (through intense effort in cost reduction and wise buying); helps government disburse and expend the tax payers' money wisely and judiciously by making sure that all awarded contracts and public procurements follow due process; and helps individuals satisfy their various needs at the least cost possible without compromising their optimum satisfaction.

"Supply Chain Management" entails managing supply and demand, sourcing raw materials and parts, procurement, manufacturing and assembly, warehousing and inventory tracking/control, order entry and management, and all logistics management activities. In other words, it is the oversight of materials, information, and finances as they move in a process from suppliers, to manufacturers, to the intermediaries, and till they get to the final consumer.

"Procurement and Supply Chain Management" (hence forth PSCM) coordinates and integrates a number of product/service related activities among supply chain participants to improve operating efficiency, quality and customer services.

PSCM ROLE IN NATION BUILDING

The three distinct pillars sustaining any nation-building process are: (1) the government, which also could be categorised as political leadership (2) the business, and (3) the civil society. The three work together to drive the process forward.

PSCM AND THE GOVERNMENT

The largest buyers across all nations has been identified to be the government. Government make series of procurements every year; ranging from: procurement of ammunitions for the military personnel, procurement of health care facilities for public hospitals, procurement of vehicles and lorries for public transport and haulage, among others.

The budgeted annual expenditure of government is always classified into recurrent expenditure and capital expenditure. The budgeted expenditure shows both the recurrent and capital procurements the government will make and draws the picture of capital projects the government will embark upon in the given year and the value of each projects. In the course of this, contracts will be given out and series of procurement will be made and that is where PSCM comes in. PSCM advocates accountability, stewardship and ensure that due processes are followed while carrying out this activities. No nation can develop without a substantial and well framed-out capital projects, and the execution of such in an accountable, effective and efficient manner.

As we all know, one of the cankerworms bedeviling our country today is corruption. It is not uncommon to hear of how the prices of public purchases are being hiked or how contracts are being awarded to the least qualified contactor(s) at inflated prices, and who would later use inferior materials or stop the execution of the project halfway. Trillions of naira have gone into oblivion from the government coffer as a result of this. If there is no sound procurement process, there cannot be a sustainable development in any nation. Nigeria public procurement, for one, is carried out by people ( mostly non professional procurers) who take accidental charge of the function. As asserted by, Dorn C. Amanze, in a presentation titled; "Managing Public Procurement Operation: A challenge in the Public Service". Amanze (2003) submits: 'It is agreed by everybody without exception that the public procurement system is a dismal failure and the main process through which public funds are wasted'. Adetunji (2003) also has something of similar to say: "It is ridiculously amazing to observe that prices of goods purchased and contracts awarded by the public sector are usually more than one thousand percent in some cases when compared with the normal prices paid by private sector for similar goods or contracts".

If our government "religiously" follow the principles of PSCM, it will help her to address varied issues of budget implementation, service delivery, Socio economic indices and challenges of governance. It will help her to address and build ethical capacity infrastructures and confer legitimacy on governments as strict adherence to ethical governance and procurement principles, which are transparent values that should not be joked with.

PSCM AND BUSINESSES

No nation can develop without thrive and stride in its business sector. PSCM has been playing a vital and palpable role in this area. It has redefined our business landscape from what it formally used to be and has given it a new picture. It gives companies leverage ground and helps them gain competitive advantages over their competitors by focusing more on their core competencies while contracting out their non-competence areas to the third party organizations within the supply chain. According to Arjan Van Weele; "the competition is no longer between business to business, but between the Procurement and Supply Chain department of one company and another."

In the erstwhile, to outrun competitors, companies focus attentions on the marketing function. Although, this still remains vital; but the game has changed. companies have now learnt that battles are actually not won on the battle fields; but at home - through a strategic and intellectual home work. If a company can stream-line its production cost, it will not have problem tussling it out with its competitors because it already has pricing advantage.

PSCM AND THE CIVIL SOCIETY

Another area where PSCM contributes to nation building is the area of "customer satisfaction and standard of living." The customer constitutes the civil society as a whole. Government as well as businesses are into rendering of services (and sales of product) to people and the ultimate goal is to render best and quality service possible at a low cost. Generally, customers (people) want quality product, high customer service, at a fair and reasonable price. And PSCM helps them to get just that! The core principle of PSCM is that, "business activities are not completed until the requirements of customers are met as regard fair and reasonable price, quality product/service, on time delivery, and high customer service."

While ensuring that the ever increasing expectations of customer/consumers are met, PSCM also ensure that business achieve an optimum bottom-line (profit) through the effective and efficient use of its resources- men, machines, money, and materials, making it a win-win situation.

A government that spends the tax payers money prudently, wisely, judiciously and accountably has, directly or indirectly, effected an improvement in the quality of life of her people. A business that renders quality services or sells quality product at fair price plus high customer service has contributed its quota to the standard of living of the people. More so, the masses that enjoy quality services/products and live a quality life will be happy and willing to give their utmost best to the development and success of their country.


Conversely, computer science, " a study of the storage, transformation and transfer of information, which encompasses both the theoretical study of algorithms (including their design, efficiency and application) and the practical problems involved in implementing them in terms of computer software and hardware" is a discipline which poses threat to the lives and career of people.

The greatest challenge that people face today is job insecurity cosequent upon the emergence of computer and its application. A lot of people have been displaced in terms of location and jobs. When people talk about disrupting an industry, what readily comes to mind is replacing jobs done by humans to jobs done by software.

We cannot underestimate the engagement and gainful employment of people in a nation building. A true nation is built by people for the purpose of people. Computer Science, as a discipline, is not all encompassing because what it takes is more than what it gives. Yes! it helps us to get work done faster, but it has also helped us to lose our job faster. computer is also volatile in nature has the content on it can easily be manipulated or get ridden off. And my opponent will agree with me that paper documents still remain the best means for keeping vital and official information safe.


Lest I close, I solidly would like to affirm that, of all disciplines, "Procurement and Supply Chain Management" remains a discipline that no nation or business that craves for success in this 21st century should take with hand of levity. Thank you!

Computer science is now a part of everyone’s daily life through the innovations and technologies it enables. From transforming health care to enabling a more robust national defense, computer science is on the forefront of discovery, driving economic growth and transforming our culture.

What is Computer science? Computer science is a discipline that spans theory and practice. It requires thinking both in abstract terms and in concrete terms. Computer science can be seen on a higher level, as a science of problem solving. Computer scientists must be adept at modeling and analyzing problems. They must also be able to design solutions and verify that they are correct. Problem solving requires precision, creativity, and careful reasoning.
Computer science and Mathematics also has strong connections to other disciplines. Many problems in science, engineering, health care, business, and other areas can be solved effectively with computers, but finding a solution requires both computer science expertise and knowledge of the particular application domain. Thus, computer scientists often become proficient in other subjects.

Computer science has a wide range of specialties. These include computer architecture, software systems, graphics, artificial intelligence, computational science, and software engineering. Drawing from a common core of computer science knowledge, each specialty area focuses on particular challenges.

Computer Science has been the bedrock of national defense and security, the main reason United States is regarded as the world power. The intelligence community is faced with an increasing deluge of data – including ground- and aerial-based reconnaissance information (e.g., satellite imagery), intercepted communications (e.g., voice, email), captured media (e.g., computer hard drives, videos, images), biometric data (e.g., facial images, DNA, iris, fingerprint, gait recordings), and corporate knowledge repositories (e.g., airline passenger manifests, credit card and bank transactions, employee personnel records, even electronic medical records). The challenge for intelligence analysts is to find, combine, and detect patterns and trends in the traces of important information lurking among these vast quantities of available data – in order to recognize threats and to assess the capabilities and vulnerabilities of those who wish to cause harm. Computational biologists have applied algorithmic techniques to process and understand the deluge of data made possible by recent advances in molecular biology, making healthcare better. Healthcare data is gathered in many places, from hospitals to clinical studies; however, this wealth of information is virtually useless it is organized and analyzed. With the help of Mathematics and Computer Science, today’s advanced systems make it easier than to ever to sift through mounds of research to get to the heart of the issue.

On the other hand, the term supply management (Procurement) describes the methods and processes of modern corporate or institutional buying. This may be for the purchasing of supplies for internal use referred to as indirect goods and services, purchasing raw materials for the consumption during the manufacturing process, or for the purchasing of goods for inventory to be resold as products in the distribution and retail process. Procurement and Supply Chain is important to the nation building but not as important as Computer Science and Mathematics. We can see that Computer science professions increasingly drive the U.S. economy; In fact, Information Technology is what makes the U.S the greatest country in the world and has the major contribution to their great economy. Procurement and Supply Chain management also depends on computer scientist to create software for them in order to be effective and faster. By Wikipedia, Supply Management software comprises all of the different solutions which automate the source-to-settle process and include Spend Analysis, eSourcing, Contracts, Supply Base Management, eProcurement, eCatalogs (for Supplier Enablement), and Accounts Payable or ePayables solutions. Software which helps automate the management of complex services like business travel and temporary labor are also included in this software segment.

Nigerian banking sector has improved significantly since the invention of technology. Gone are the days I have to walk to a bank, withdraw money from the counter, take a cab to another bank and deposit money to send to my friend. All I have to do now is transfer it from my mobile phone, saving cost and stress. This is the work of the Computer Scientist. Last election is one of the most fair election in Nigeria, reason being the social media and biometric used, everybody were already pasting their Poll Unit result which became difficult to tamper with. The Biometric scanner and software also help against impersonating and multiple voting.

For every nation to get developed, the application of both Computer Science and Mathematics has to go hand in hand. Villages are developed into towns and towns to cities and cities are expanding to greater horizons. This expansion has occurred through the expansion of science and technology over the years passed and will be more in the coming years.
Today, countries are classified as developed and developing countries. The major categorization is based on economy and the application of science and technology. If carefully analysed, one gets to understand that countries which have a strong base in science and technology are the ones that developed faster. A few examples are of countries like Russia, Japan, Brazil, China, India and many more. It is estimated by the World Bank that seven of the ten largest economies of the world by 2020 would be in Asia, China, Japan, India, Thailand, Indonesia, South Korea, and Taiwan. A few decades ago, these countries were known to have poor policies, low discipline and no advancement and then with the introduction of science and technology in an effective manner, they have made ripples across the globe.

It goes without saying that, a nation’s development and prosperity is judged to a large extend by the status of science and technology of that nation. A scientifically unsophisticated society means an underdeveloped nation in al sectors. It is easily understood when analysing that countries like Japan and USA who invest a decent amount for research and development into Computer Science and Technology are in the highest stratum of development whereas countries like Nepal who invest very less amount technology remain in the lowest ladder of development.

Without proper implementation of computer science and mathematics, no nation could grow and all those nations that were labelled as low in growth have proved where they stand today and all that has happened only because of science and technology. Procurement and supply chain management is necessary for the nation building but not as important as the computer science and mathematics because with the reasons I mentioned above in this essay implies that a country cannot actually grow in this twenty-one century without the computer scientists.

The field of plant physiology includes the study of all the internal activities of plants—those chemical and physical processes associated with life as they occur in plants. This includes study at many levels of scale of size and time.
At the smallest scale are molecular
interactions of photosynthesis and internal
diffusion of water, minerals, and nutrients. At
the largest scale are the processes of plant
development , seasonality , dormancy, and
reproductive control. Major subdisciplines of

Public administration is the implementation of government policy and also an academic
discipline that studies this implementation and
prepares civil servants for working in the public
service. Public administration is "centrally concerned with the organization of government policies and programmes as well as the behavior of officials (usually non-elected) formally
responsible for their conduct".


For decades, agriculture has been
associated with production of essential
food crops. Today, processing, marketing and
distribution of crop products are all acknowledged as part of current agriculture.Thus, agriculture could be referred to as the production, processing, promotion and
distribution agricultural products.



Agriculture plays a critical role in the
entire life of a given economy.
Agriculture is the backbone of economic
system of a given country. In addition to
providing food and raw material,
agriculture also provides employment
opportunities to very large percentage of
population. Below are the importances of
agriculture(plant agriculture):


The main source livelihood of many
people is agriculture. Approximately 70
% of the people directly rely on
agriculture as a mean of living. This high
percentage in agriculture is as a result
of none development of non-agricultural
activities to absorb the fast growing
population. Agriculture is the main source of national income for most developing countries.


Agricultural products like sugar, tea, rice,
spices, tobacco, coffee etc. which are all plants constitute
the major items of exports of countries
that rely on agriculture. If there is
smooth development practice of
agriculture, imports are reduced while
export increases considerably. This helps
to reduce countries unfavorable balance
of payments as well as saving foreign
exchange. This amount may be well
used to import other essential inputs,
machinery, raw-material, and other
infrastructure that is helpful for the
support of country’s economic
development.


The growth of agricultural sector
contributes to marketable surplus. Many
people engage in manufacturing, mining,public administration as well as other non- agricultural sector as the nation develops. All these
individuals rely on food production that
they might meet from the nation’s
marketable surplus. As agricultural
sector development takes place,
production increases and this leads to
expansion of marketable surplus. This
may be exported to other nations.


The main source of raw materials to
major industries such as cotton and jute
fabric, sugar, tobacco, edible as well as
non-edible oils is agriculture. Moreover,
many other industries such as
processing of fruits as well as
vegetables and rice husking get their raw
material mainly from agriculture which increases the rate of income generation and revenue to the country.


Bulks of agricultural products are
transported by railways and roadways
from farm to factories. Mostly, internal
trade is in agricultural products.
Moreover, the revenue of the
government, to a larger extent, relies on
the success of agricultural sector. The nation’s export trade depends largely on agricultural sector. For example, agricultural commodities such as jute, tobacco, spices, oilseeds, raw
cotton, tea as well as coffee accounts
for approximately 18 % of the entire
value of exports of a country. This
demonstrates that agriculture products
also continue to be important source of
earning a country foreign exchange.


Construction of irrigation schemes,
drainage system as well as other such
activities in the agricultural sector is
important as it provides larger
employment opportunities. Agriculture
sector provides more employment
opportunities to the labor force that
reduce the high rate of unemployment in
developing countries caused by the fast
growing population. Since agriculture employs many people it contributes to economic development. As a result, the national income level as well as people’s standard of living is
improved. The fast rate of development
in agriculture sector offers progressive
outlook as well as increased motivation
for development. Hence, it aids to create
good atmosphere for overall economic
development of a country. Therefore,
economic development relies on the
agricultural growth rate.


Development in agriculture may also
increase savings. The rich farmers we
see today started saving particularly
after green revolution. This surplus
quantity may be invested further in the
agriculture sector to develop the sector.
A stable agricultural sector ensures a
nation of food security. The main
requirement of any country is food
security. Food security prevents
malnourishment that has traditionally
been believed to be one of the major
problems faced by the developing
countries. Most countries rely on
agricultural products as well as
associated industries for their main
source of income.

In conclusion, agriculture contributes greatly to the growth of a country.

As a "field of inquiry with a diverse scope," its fundamental goal is to advance management and policies so that government can function effectively and efficiently.
Public Administration can also be viewed as the management of public programs, the translation of politics into the reality that citizens see every day, and the study of government decision making. The analysis of the policies themselves, the various inputs that have produced them, and the inputs necessary to produce alternative policies.
Public Administration is centrally concerned with the organization of government policies and programmes as well as the behaviour of officials (usually non-elected) formally responsible for their conduct. Many unelected public servants can be considered to be public administrators including head of city, county, regional, state and federal departments such as municipal budget directors, human resources (H.R.) administrators, city managers, census managers, state mental health directors, and cabinet secretaries. Public administrators are public servants working in public departments and agencies, at all levels of government.

In the US, civil servants and academics such as Woodrow Wilson promoted American civil service reform in the 1880s, moving public administration into academia. However, until the mid-20th century and the dissemination of the German Sociologist Max Weber's theory of bureaucracy, there was not much interest in a theory of public administration. The field is multidisciplinary in character; one of the various proposals for public administration's sub-fields sets out six pillars, including:
Human resources which is the set of individuals who make up the workforce of an organisations, business sector, or economy.
Organisational theory is a loosely knit community of many approaches to organizational analysis. Its themes, questions, methods, and explanatory modes are extremely diverse.
Policy analysis is "determining which of various policies will most achieve a given set of goals in light of the relations between the policies and the goals".
Statistics is study of the collection, analysis, interpretation, presentation, and organization of data.
Budgeting is a quantitative expression of a plan for a defined period of time. It may include planned sales volumes and revenues, resources quantities, costs ane expenses, assets, liabilities and cash flows. It expresses strategic plans of business units, organisations, activities or events in measurable terms.

Ethics is the branch of philosophy that involves systematizing, defending, and recommending concepts of right and wrong conduct. Ethics investigates the questions "what is the best way for people to live?" and "what actions are right or wrong in particular circumstances?" in practice, ethics seeks to resolve questions of human morality, by defining concepts such as good and evil, right and wrong, virtue and vice, justice and crime.

Public administrators contribute to nation building in the following ways among others:
promotion of a rational development of economic proportions through macro-regulation; control of the privatization process of state owned enterprises and public services and securing free competition and transparency in its implementation;
securing an effective exercise of ownership rights of the state and other public entities;
support of the private sector, especially of small and medium-sized enterprises; development of effective cooperative relations between the public and private sectors;
drafting and implementing effective sectoral policies, especially securing internal and external security, regional policy, transport policy, information and communication policy, environmental policy, education policy, social policy, employment policy and health care policy.

Plant physiology is a subdiscipline of botany concern with the functioning, or physiology of plants. Fundamental processes such as photosynthesis, respiration, plant nutrition, plant hormone functions, tropisms, nastic movements, photopenodism, photomorphogenesis, circadian rhythms, environmental stress physiology, seed germination doronancy and stomata function and transpiration, both parts of plant water relations, are studied by plant physiologists.

In view, plant physiologists have not been contributing to nation building for the following reasons:

Climate change is one of the most serious environmental threats facing mankind worldwide. It affects agriculture in several ways, including its direct impact on food production. Climate change, which is attributable to the natural climate cycle and human activities, has adversely affected agricultural productivity in Africa (ziervogel et al 2006). Available evidence shows that climate change is global, likewise its impacts; but the adverse effects will be felt mainly by developing countries, especially those in Africa, due to their low level of coping capabilities (Nwafor 2007; Jagtap 2007). Nigeria is one of these developing countries (Odjugo,2010). It is projected that crop yield in Africa may fall by 10-20% by 2050 or even up to 50% due to climate change (Jones and Thornton, 2003), particularly because African agriculture is predominately rain-fed and hence fundamentally dependent on the volgaries of weather.
Agricultural funding for research technology development: the Department of Agricultural Sciences (DAS) of the Federal Ministry of Agriculture is responsible for all aspects of agricultural research in Nigeria. DAS oversees the funding and management of 15 national agricultural research institutes located throughout the country. Those institutes are tasked with generating improved agricultural technologies for use by farmers and agro-allied industries. However, DAS funding of agricultural science research and technology has been generally sluggish as governments and even the private sector are yet to accord it the needed priority attention. Bientema and Ayoola (2004) assessed agricultural research capacity in Nigeria and found that it is highly dispersed such that the country currently does not have a well-defined national agricultural research strategy. In addition, the funding of agricultural research from the federal government budget, which is always the main and now virtually the sole source of funds, has been in regression since the collapse of oil prices in the early 1980s (Agbamu, 2000; FAO 1996 and Nigeria House Committee on Agriculture, 2005).
Lack of education, information and training is frequently a key limiting factor to agricultural development. The report of IFAD (2007) confirmed that the poor state of the country's education has also had its toll on the poor people, majority of who are farmers in rural areas. In addition, they are faced with limited social services and infrastructure. FAO (2008) reported that about 90% of Nigeria's food is produced by small-scale farmers who cultivate small plots of land and depend on rainfall rather than irrigation system as a result of their low knowledge base, access to facilities and poor financing. The greatest challenge that people face today today is the insecurity of their jobs sequent upon the emergence of computer and its application. A lot of people have been displaced in terms of location and jobs. When people talk about disrupting an industry, what readily comes to mind is replacing jobs done by humans to jobs done by software. We cannot underestimate the engagement and gainful employment of people in a nation building. A true nation is built by people for the purpose of people. Computer Science, as a discipline, is not all encompassing because what it takes is more than what it gives.






With computer applications, we as human have become more productive. Look back at the time when we do things manually, look at the era of snail mail(Post-Office Mail) to the new era of e-mail. Communication is faster and better. Presentations have become easier with the use of power points during board meetings making it more easier for business to grow, should I keep counting?

The government has provided organisations that educates farmers and give them practical demonstration on how to increase their level of production. Institutions of agriculture had also been eatables to impact the knowledge of agriculture into the young ones. Schools like Funaab, Michael Opara university of agriculture, Federal university of agriculture Makurdi to mention but a few .
