People are complaining to me about their inability to comment on my blog easily.

i am not looking out for spammers to take over my blog
But then it is crazy when actual readers cannot comment.

I have checked my blog setting but through online search
i discovered that even it you turn it off, it will stay on.

My question is , is there anything one can do to at least reduce the frequency?

If it was a wordpress blog, a plugin would have been the answer. In blogger, i suggest you go to settings>posts & comments> comment moderation and put it to always, by doing this ,you will be notified of any comment that arrives on your blog ,so you can delete those that are spams and approve the real ones .
