THE House of Representatives yesterday asked President Muhammadu Buhari to name a substantive chairman for the Independent National Electoral Commission (INEC) and other national commissioners for the agency imme­diately.

The chamber also urged the Presidency to map out a development agenda for the North-East to cushion the ef­fect of years of destruction of the zone by Boko Haram insurgency.

It recommended that the development agenda should cover all the six Northeast states of Adamawa, Bauchi, Borno, Gombe, Taraba and Yobe and must have specific targets, funding and deliverables that are guided by re­construction of homes, villages, towns and infrastructure; relocation of people back to their homes and villages and rehabilitation of people, communities and livelihoods and economic as well as social development.

On INEC, the House said the commission as pres­ently constituted, lacked the legal backing to carry out its constitutional functions of preparing for the forthcoming elections in Kogi, Bayelsa states.

Mrs Amina Bala Zakari, a National Commissioner, was appointed the Acting Chairman of the electoral body in June by President Buhari following the expiration of the tenure of Prof Attahiru Jega.

Adopting a motion by Hon. Edward Gyang Pwajok (PDP, Plateau), the House said the tenures of some Na­tional Commissioners and Resident Electoral Commis­sioners (RECs) have expired on or before August 10, insisting that their continued stay is illegal.

In view of the incoming elections in Kogi and Bayelsa states, the chamber urged the President to quickly appoint a replacement for those whose tenures have elapsed.

On the issue of mapping out a development agenda for the North East, the House agreed that it is a step that must be taken by the Federal Government immediately.

The motion was sponsored by the Speaker, Hon. Yaku­bu Dogara. It is the first time a Speaker would sponsor a motion. He was supported by all the members. In mov­ing the motion, Dogara stepped down from his position of presiding the House and allowed his deputy, Yussuf Suleimon Lasun, to take over after suspending their rel­evant rules.

Adopting the motion, members of the Lower Chamber also requested the Presidency to prioritise the rebuilding of all the schools destroyed by Boko Haram and facilitate scholarships up to university level for victims’ children.

The House also recommended that hospitals, markets, border posts, bridges and other infrastructure destroyed by the insurgents should be rebuilt.
