Lagos unveils Ikeja Model City Plan

The Lagos State Government has unfolded plans to prepare Ikeja for the challenges of a mega city by endorsing a development guide for its transformation into an enviable capital city.

The Ikeja Model City Plan, which was publicly presented on Friday, is envisioned to curb some ugly and disturbing trends through the creation of a functional healthy and beautiful city to live, work and recreate.

Designed to solve the problems of agglomeration of several traditional developments; sporadic change of use and illegal conversion along some busy roads; growth of urban slums and blighted neighbourhoods; encroachment of drainage alignment, gorges, canals and stream setbacks and traffic congestion, the plan will run from 2010 to 2020.

In order to achieve the objectives of the plan, a number of key initiatives have been proposed, including designation of certain corridors within the study area as high streets, e.g. Allen Avenue, Mobolaji Bank-Anthony Way and Isaac John Street, preservation of green areas and parks, and creation of multi-storey car parks at Oshodi, Ikeja, Opebi and Alausa.

Others include the creation of mixed use corridors at Allen Avenue, Opebi; Mobolaji Bank-Anthony Way; Isaac John Street; Yakoyo; Adebowale Street, Wempco Road and Isheri Road; construction of bridges and flyovers at strategic locations and upgrading and improvement of road furniture.

The plan also seeks to revive the abandoned metro line project for mass transportation as well as revitalise and upgrade traditional core settlements through urban renewal programmes at Ipodo, Onigbongbo, Oregun, Adekunle and Olusosun; and revision of Ikeja GRA to its original exclusive residential use.

Review of approval orders for various schemes within Ikeja, creation of informal sector enclaves at strategic locations, development of ultra-modern shopping malls, revitalisation of the Ikeja Central Business District and formulation of institutional and legal framework are also envisioned by the plan.

Governor Babatunde Fashola, said that almost a decade after the completion of the United Nations Development Programme sponsored Master Plan for Lagos Metropolitan Area (1980-2000), which identified 35 urban districts, the districts still exhibited traits of infrastructure decay, unsightly living condition, housing shortage, imbalance land use developments, illegal change of use, erratic power supply and inadequate recreational facilities among others.

He said, "The impact of this neglect has been far-reaching; hence, this administration's resolve towards efforts at rebuilding the mega city through conscious approach at re-planning these urban districts and re-branding same as 'model cities.'"

Fashola said that the Ikeja Model City Plan, which was the second after the Ikoyi-Victoria Island Plan, was part of the administration's inclusive planning effort and further reinforced its passion for team work and involvement of all in virtually all activities and projects embarked upon by the state government.

The governor said, "I wish to clearly emphasise again that our administration would not compromise on the attainment of a healthy, virile, aesthetically appealing, investment- friendly, safe, healthy and sustainable physical environment.

"I wish to state categorically that it is our collective resolve to bequeath a better planned, hospitable and enduring environment to ourselves and generations yet unborn."

Commissioner for Physical Planning and Urban Development, Mr. Bolaji Abosede, said that Ikeja and its adjoining settlements had grown from being small settlements many years ago to become a sprawling city, and had consequently attracted diverse population of residents, workers, investors and fun seekers.

He noted that over the years, the area had developed into slums, while infrastructural facilities had been over stressed and degraded, and was also facing the problem of housing congestion, urban crime, traffic gridlock, inadequate supply of water and electricity, flooding and lack of open spaces among others.

Abosede said, "The plan would improve and revitalise the state capital as a centre for investment, tourism, industry and commerce. It will also facilitate the efforts of the state government in the redevelopment of Lagos as a model mega city in Africa."

Chairman, Lagos State Chapter, Nigerian Institute of Town Planners, Mr. Moses Ogunleye, commended the state government for thinking about the orderly redevelopment of Ikeja, which he noted was very significant to the state, and called for the faithful implementation of the plan.

He also praised the government for entrusting the task of preparing the plan to indigenous urban and regional planning experts, unlike the situation in the past where such critical jobs were given out to foreign firms with little or no input from Nigerian professionals.

I think I'm tired of hearing plans. Ikeja isn't really that bad. There are some places that needs to be demolished and rebuilt. Iso kpako, Woro pedro, all these areas need plans it's all in a mess as it is right now.
