Brace yourself! This is not for the lazy ones and the mediocre.

Having been sworn in as president and vice president on May 29th, 2015, the regime of PMB/VPYO is close to its 100 days mark.
Whereas there are those who have deliberately chosen to look at the cup half-empty; blaming the government for anything and everything and expecting Buhar/Osinbajo to fix the sixteen years rot created by PDP in 100 days, the patriotic citizens see the glass half-full and understand that it is very easy to destroy than to repair/build.

In fact, many Nigerians now believe that the new regime has surpassed GEJ in some areas of governance. It is on this note I have decided to take us through some of what the present administration has achieved in restoring the country’s lost sanity, pride and hope in the 100 days they’ve been in charge.

RESTORATION OF NIGERIA’S PRIDE
Without any iota of doubt, Nigeria’s image was battered during the last regime of GEJ to the extent that the country became a laughing stock of many other nations including our African neighbors. Nigeria was mocked by practically all notable countries in Africa then including South Africa, Kenya and even Benin Republic. What of the derision we suffered in the hands of Western countries as a result of a directionless administration!
One of such battering under Jonathan was when a world’s foremost Ghanaian economist, Prof. George Ayittey described our then president as “a joke” and concluded that “Nigeria deserves a better leader”.

Luckily for Nigeria and her citizens, the coming of Buhari has put an effective halt to being treated with disdain by other countries as a result of the type of president we had. President Buhari has restored some lost dignity and pride back into our country. To buttress this fact, one just has to remember that the president was invited to the G7 meeting in Germany even before he was sworn in as president. The Nigerian president was also a guest of President Obama on the latter’s invitation.

Writing on Buhari’s recent visit to the US, Charles Anyim; an accomplished Nigerian Journalist in USA who was a guest of the US Chamber of Commerce and the Corporate Council for Africa during PMB’s visit confessed that he and many other Nigerians who were indifferent to Buhari presidency were highly impressed by the president’s showing as reported here https://www.nairaland.com/2508416/buharis-us-visit-master-stroke#up and here http://blogs.premiumtimesng.com/?p=168370

Another clear evidence of restoring the country’s lost glory is the recent invitation extended to the president to attend the next World Leaders Meeting in New York on September 27 & 28, 2015. During Jonathan’s era, Nigeria was constantly ignored and bypassed as if we were Rwanda or Somalia.

Economic and Other Gains from the President’s US Visit
Apart from the image laundering benefit of the president’s visits to the US and G7, there are also economic benefits that came with them. The benefits include “the proposed $2.1 billion fund from the World Bank for the re-development of the northeast battered by Boko Haram; $5 billion from US investors in Nigeria’s agriculture sector; $1.5 billion investment in the Nigerian health sector; and another $5 billion investment from the U.S. in our country’s power sector” as reported here http://www.ngrguardiannews.com/2015/08/presidency-lists-the-gains-of-buharis-us-visit/

WAR ON INSURGENCY
Despite GEJ spending billions of dollars on Defense Budget (N348bn in 2011, N292bn in 2012, N1.055tn in 2013 and N968bn in 2014 http://www.nigerianobservernews.com/2015/01/11/budget-nigerian-ministry-defence-need-accountability/#sthash.dez4y5U5.dpbs.), the Nigeria’s Military remains very poorly equipped and it’s one of the reasons Boko Haram could not be easily defeated.

When president Buhari lamented that the “Nigerian Airforce is virtually non-existent”, many wailers condemned and rubbished his assertion. However, the president has since been vindicated by GEJ’s Chief of Defense Staff Alex Badeh when he said: “If I go down memory lane, I think the last time any piece of equipment was bought for the Nigerian army was in 2006 and how many were they? They were few; inadequate equipment, obsolete equipment. In fact we are the ones that are flying the oldest fighter aeroplanes in the whole world. Alpha jets we bought them in 1981. The unfortunate thing here is that it was this same Alex Badeh that announced that Nigeria took delivery of some fighter jets in February 2015 as reported here http://www.punchng.com/news/military-takes-delivery-of-two-jets-loaded-with-weapons/ So, Nigerians were obviously deceived by GEJ and his cohorts then.

Since coming of PMB, the following efforts have reduced activities of Boko Haram to suicide bombings of soft targets which is clearly a departure from daring confrontations of the sect with the Nigerian Army during GEJ.

• Relocation of the Command and Control Center of the NA to the heart of the insurgency in Maiduguri.
• Appointment of new clearly capable, professional and result-oriented Service Chiefs to replace the political, big belly and lazy millionaires that GEJ used. The new Service Chiefs have also been given clear target to end the insurgency before the end of this year.
• Establishment of multinational joint military task force (MNJMTF) consisting of Nigeria, Chad, Cameroon and Niger has been established with the sole aim of securing and stabilizing all the areas affected by the Boko Haram insurgency.

There are enough signs to suggest that Nigeria and her neighbors are gaining the upper hand in the war of insurgency against Boko Haram. To lend credence to the success in this regard, the Chadian president recently announced that efforts to combat Boko Haram jihadists had succeeded in "decapitating" the group and would be wrapped up "by the end of the year" as reported here http://news.yahoo.com/boko-haram-decapitated-chadian-leader-000405864.html

FIGHT AGAINST CORRUPTION AND INDISCIPLINE
PMB/VPYO’s electioneering campaign was largely built on the fight against corruption and insurgency. Having succeeded in their quest to rule the nation, is it then not an absurdity to read and hear that a segment of the society is doing everything possible to thwart the efforts of the government in this regard?

As the government is poised to probe cases of high profile corruption during the last regime, Jonathan’s supporters argue that it’s either Buhari probes all past regimes starting from the military era OR he does not probe anyone. What a ridiculous way of reasoning! This is just like making a case for a captured thief on the ground that previous thieves must be caught first! When has failure to apprehend some looters become a justification to allow all looters go unpunished? Why did Jonathan fail to probe his immediate predecessor? Given what we now know about Jonathan’s administration on corruption, it is safe to conclude that he didn’t bother to probe his predecessor because he knew he was going to empty the treasury through looting as well.

Since coming of PMB/VPYO, the anti-graft agencies in Nigeria that were practically sleeping during the regime of Jonathan have suddenly woken up without being prompted. I guess they now know that stealing is now corruption as opposed to GEJ’s “stealing is not corruption”. Since June of this year, EFCC and ICPC have probably invited more public officials for questioning than they did throughout Jonathan’s regime. I understand that the fight has to go beyond inviting for questioning and releasing but we must understand that questioning these suspects is a first step in building a water-tight case against them to be used in their trial. You don’t just take people to court without proper investigation if you expect a favorable outcome.

Aside the FG’s ongoing effort to establish a framework to bring big looters of our treasury to justice, here are a few developments on war against corruption and indiscipline since June of this year:

• ICPC seizes 24 properties from three staff of Ministry of Niger Delta: The Independent Corrupt Practices Commission has seized 24 property and several cars from three civil servants with one of them having 18 properties. A document obtained from the Office of the Chairman of the ICPC, Mr. Ekpo Nta, with the title ‘Notice of Seizure of Movable and Immovable Properties Pursuant to Section 45 (4) a – (b) of the Corrupt Practices and other Related Offences Ac 2000, revealed that the commission seized the property from three officials of the Ministry of Niger Delta. • FG appoints PwC and KPMG to audit NNPC, CBN, FIRS, DPR, NPA and others: Why I find this to be very lofty is the fact that we can now know to what extent Nigeria was looted by those responsible for managing her affairs. Before now, a similar exercise was never carried out by any government to ascertain the level of corruption and how much exactly was stolen by the thieves.

• Sealing of major depots and other filling stations engaged in sharp practices: As part of war against corruption, six major oil depots that were found selling petroleum products to filling stations at a price above government regulated price. • Nigerian Liquefied Natural Gas (NLNG) through NNPC now remits to the FG what they were not remitting before now.

REDUCTION IN COST OF GOVERNANCE AND BLOCKING OF LEAKAGES
Since PMB took over the reign of leadership, deliberate efforts have been embarked upon to reduce cost of governance and block some leakages.

Leaner Delegation: The last regime was an epitome of profligacy. We watched in surprise how Jonathan went to Canada for the G8 meeting in 2010 with over 200 delegates consisting of political jobbers and their associates. Does anyone need a rocket scientist to analyze the savings that come with such reduction from hundreds to tens?

Cancellation of Govt’s Delegation to Hajj: He was accused severally of having the agenda to Islamize Nigeria but the same man has cancelled the FG’s sponsorship of delegates for annual Hajj pilgrimage. The move is reported to have saved about $ 1 million and N30 million in local expenses. Termination of Pipeline Surveillance Contract: One of the ways Jonathan used to distribute our “yams” to his “goats” (hope you know GEJ’s Yam and Goat theory) was to give statutory duties of some of our security agencies to his cronies including the ethnic militia and in the process deny our security agencies funding for equipment to carry out their functions. Jonathan’s penchant for wastefulness resulted in giving multi-billion naira contracts to militants (Gani Adams, Tompolo, Asari Dokubo, Tom Ateke, etc) to guard our crude pipelines and waterways while maintain their loyalty to him. Unfortunately, this divide-and-rule tactic did not prevent Nigeria from losing about N155 billion monthly (according to Ngozi Iweala, the former Finance Minister) to crude theft and also failed to stop pipeline vandalism.

Since termination of these contracts, we now hear less report of pipeline vandalism and it has contributed to the improvement in power supply. Could it be that the militants contracted to prevent vandalism were actually responsible for the destruction?

To put it succinctly, reduction in cost of governance and blocking of leakages have resulted in:

I) Increase in Nigeria’s Foreign Reserves: Jonathan met $47.7bn in our foreign reserve in 2009 and despite that crude sold for upward of $100 per barrel for a good period of his tenure, our reserves witnessed depletion and the man left it at $29.1bn in May 2015. What they did with the money remains a mystery.

Despite that crude price has continued to decline during PMB’s tenure, our foreign reserve is witnessing steady growth due largely to blocking of loopholes by the current administration and stood at almost $32bn as at July 7th, 2015. This is an impressive addition of about $3bn in less than two months! II) Increase in allocations to states due to more prudent management of resources: It is somewhat surprising that there has been increase in cash to states from the federal Account Allocation Committee (FAAC) despite reduction in Nigeria’s gross earnings.

According to Business Day newspaper, “the unexplained rise at a time of a continued fall in international crude oil prices left many analysts wondering but investigation by BusinessDay has showed that the transparent reporting method imposed by the two-month old Buhari administration meant that revenues that were hitherto unaccounted for, had to be brought into the collective pool for sharing. Compare these two figures to the N388bn and N409bn that was available for sharing in April and May 2015.

There is no doubt that as time goes on, prudent management of our resources will translate to having more money available to prosecute more projects for the government.

IMPROVEMENT IN ELECTRICITY SUPPLY
The miracle we’re experiencing in this sector is very similar to what happened with the refineries. Since coming of President Buhari, the Transmission Company of Nigeria (TCN) has recorded one peak power generation after the other and as such Nigerians now enjoy better power supply than during Jonathan.

Jonathan’s supporters will argue that Buhari has not done anything in the power sector since his assumption of leadership; therefore whatever improvement witnessed in electricity supply is Jonathan’s work. However, the questions they have refused to answer us are the following:

1) Given that privatization of PHCN was completed since more than two years ago, why did Nigeria not witness the kind of steady and almost uninterrupted power supply we now enjoy in many major cities and towns?

2) According to TCN, the improvement is largely as a result of improvements in gas supply to the generation plants and reduction in pipeline vandalism http://www.thisdaylive.com/articles/again-tcn-records-new-power-transmission-peak-of-4662mw/215981/?utm_medium=twitter ; why was there no gas supply during Jonathan despite granting loans to the gas suppliers to provide gas? Had Jonathan known that power supply will improve in June/July 2015, would he have said 2016 especially given the fact that his reelection largely depended on this sector as well?

4) Why will Jonathan prefer to do all the work while his successor takes the glory especially when the current result we now enjoy is not as a result of any major efforts from Buhari?

The answers to these questions lie in the fact that nobody feared Jonathan for any punishment as a result of their non-performance. They knew there would be no consequences for their actions and inactions. As such they did as they wished since a thief has no moral ground to call another thief, thief.


ACTIONS TO FAST-TRACK IMPLEMENTATION OF UNEP REPORT
The United Nation Environmental Program published what is now known as “UNEP Report on Ogoniland” on August 4, 2011. The report was commissioned by the Federal Government as part of a wider Ogoni reconciliation process following a range of environmental issues that have left the community battered as a result of oil exploration and other illegal exploration activities.

An extract from SPDC report states that “The UNEP report highlighted significant environmental impacts from oil pollution in parts of Ogoniland relating to a variety of historical sources and ongoing crude oil theft and illegal refining activity. It identified some emergency measures requiring immediate action, particularly relating to the provision of potable water to impacted communities. It called on government, industry and communities to take action to put an end to all forms of ongoing oil contamination (including crude oil theft and illegal refining) and to begin a comprehensive clean-up of the region”. It is important to note that most of UNEP’s recommendations were directed at the federal government of Nigeria.
Following release of the report, the Goodluck Jonathan FG set up Hydrocarbon Pollution Restoration Project (HYPREP) in July 2012 to implement the UNEP’s report. It is therefore appalling, to say the least, that since July 2012 that the HYPREP was set up NOTHING was on ground to show for the government’s seriousness.

However on his part, PMB has demonstrated his readiness to implement the said UNEP Report by approving several actions to fast track implementation of the report.

The actions approved by the president include:
I) A new governance framework comprising of Governing Council, a Board of Trustees and Project Management.
II) HYPEREP Governing Council to include representatives of (1) the Ministry of Petroleum Resources, (2) Federal Ministry of Environment, (3) the affected states (4) oil companies and NNPC reps, and (5) representatives from Ogoniland and UN
III) Composition of Board of Trustees for the HYPEREP Trust Fund
IV) It was also agreed that a contribution deposit of $10 million (N2 billion) will be made by stakeholders within 30 days of the appointment of members of the Board of Trustees for the Trust Fund, who will be responsible for collecting and managing funds from contributors and donors.

The irony of the Ogoni saga is the fact that the immediate past president being from the Niger Delta region was unable to do anything in this regard in the four years since the report was released. It’s no wonder that many Niger Deltans declared “Buhari is a better son of Niger Delta than Jonathan”.

RESTRUCTURING OF NNPC
The Nigerian National Petroleum Corporation (NNPC) has been aptly described by many national figures in different unpalatable terms such as “cesspool of corruption”, “engine room of corruption”, “corrupt behemoth”, etc.

According to Natural Resource Governance Institute (NRGI)’s investigative analysis, Nigeria lost $32 billion (N6.4 trillion at N200/$1) to massive corruption that characterized oil sales by the NNPC during the last administration alone. There is so much corruption in NNPC that a complete overhauling of the corporation is the only right step to take. As expected of the president, he has begun the restructuring of the corporation by appointing a new Group Managing Director in the person of Dr. Emmanuel Ibe Kachikwu.

The new GMD has been given a six-point agenda by President Buhari as follow:
• clean up the NNPC system of corrupt elements;
• recover all stolen crude oil funds;
• Work with the Economic and Financial Crimes Commission (EFCC) and the Directorate of State Service (DSS) to trace and recover stolen oil cash;
• review the structure of the NNPC to compete globally;
• giving targets to all subsidiaries and put in place performance benchmarks; and
• Fix all refineries, which must work at optimal level, “even if it means using expatriates in the interim”

In conclusion, Nigerians were lucky to be able to get rid of the last administration that was only interested in looting their common wealth for the benefit of a privileged few in the corridors of power.

For many other Nigerians, it's been 100 wasted days. Let's examine the sectors one after the other:

1. Fight against corruption. It's been a 100 days of fighting corruption on the pages of newspapers, no policy, no programmes and no structural institutional changes.

2. Promised public asset declaration. Buhari has failed to declare his assets publicly as promised. For a govt that is sincere on fighting corruption, this should have been a quick win. What does Buhari, a so called clean man of integrity, have to hide? If Buhari wants to be taken seriously on his fight against corruption, then he must declare his assets publicly because he that comes to equity, must come with clean hand.

3. Govt appointments. Going by the 35 appointments made so far, the Buhari govt has turned out to be the most divisive, vindictive and tribalistic ever. We're seeing the worst form of nepotism. The current national debate alone on the issue of federal appointments shows that it has never been this bad.

4. Power sector. The president said in his inaugural speech that "studies are underway to identify the quickest way to bring power to Nigerians". It seems the study is not yet over because so far, no plans, no programmes and no projects for the power sector. The power sector is on autopilot mode from what was done in the last administration.

5. Oil sector. Besides the change in leadership of NNPC, nothing more has happened in the oil sector. No projects, no policy and no programmes

6. 100 days in office and more the 5 months after being elected, still no cabinet in place. All the MDAs are on autopilot mode

7. Most federal projects are stalled. Work has stopped on Lagos-Ibadan road, Second Niger bridge and many other federal roads

8. The economy is on standstill, no finance minister, no economic policy and no direction

Those of us who voted for him are very happy with the way he's going about running the administration. You wailers who never believed in him or voted for him can keep wailing about 100 days. Sadly, you will probably have to wail for the entire four years so, brace up for the wailing ahead.
