Nigeria Rice Millers Criticise Custom’s Decision To Allow Rice Importation by erunz(m): 3:14pm On Oct 08, 2015
The National Rice Millers Association of Nigeria, NRMAN, said on Thursday in Abuja that the Nigerian Customs Service, NCS, erred in its decision to lift the ban on importation of rice through the land borders.
The Chairman of the association, Mohammed Abubakar, said the NCS overreached its statutory mandate as an enforcement agency in taking such a policy decision.
Besides, Mr. Abubakar said, if the customs succeeded in its decision, it would destroy Nigeria’s rice value chain attained by the previous administration.
Mr. Abubakar, who is the Chief Executive Officer of Umza Rice, said the decision was an attempt by the customs to legitimise the smuggling of rice.
“First of all, the customs does not have the power to do that, it is a matter of national policy and customs does not make national policy, it is an implementation agency.
“This will completely kill the rice value chain and everything concerning rice production will stop; customs does not have the right to make such decision.
“This ban was placed six years ago and everybody knows that, so it does not have any reason to say rice should be brought in through the land borders.
“Anyone who gives such directive has smuggling intentions,” he said.
Mr. Abubakar said the association would do everything possible to make customs to see patriotic reason and rescind the decision.
He urged government to be focused and have the political will to make sure Nigeria becomes self sufficient in rice production.

Its obvious that the APC under the islamist cows, intends to kill the nation's fast rising industrial sector. They can not compete with local companies, so the best thing, according to them is to allow foreign domination back into the country. From the first day of the regime, the government has made no meaningful contribution to the local industries. The only policy they introduced ended up being a backdoor policy for the monopolization of the forex market, by their bureau de change brothers. They want to take us back to the 90's when according to the President, the nation was a land flowing with milk and honey. Why do people like talking out of ignorance,the custom boss has done the right thing.the custom has not been able to stop smuggling through the border,so why not allow them in through legal means,if you understood the directive you would know that it doesn't affect local content or production in anyway,it says that after they have paid duty to which ever country they land their goods,they would still come back and pay the same duty they would have paid if they landed in Nigeria port,by extension it is better to come though Nigeria port than the border

Lemme be fair to you, this move will not only reverse the gains made in the Agric sector but will open doors for more smuggling and lead to job loss!

No country has completely eradicated corruption but most countries have reduced corruption to the minimum in their societies by tackling it head-on and by completely enforcing their laws and strengthening their various criminal justice systems.

They were able to achieve this by not monetizing corruption like the idiotic reason giving by the custom service for lifting the ban on rice importation in Nigeria.

Are they gonna lift the ban on all formerly banned items in Nigeria simply because they can not man the Nigerian borders therefore, let the goods come in then they will pay whatever import duty we charge them?

Isn't that an economic suicide on the country as well as showcasing of gross incompetence and dereliction of duty?

If the Nigerian custom can not carry out their statutory responsibilities then it should be scrapped and the borders should be thrown open for in-flocks of all manner of goods.


Secondly, are they statutorily empowered to ban and lift bans on goods coming into Nigeria?
