Dar es Salaam. Two former African presidents will head teams of observers coming to monitor the October 25 General Election. While former Nigerian President Goodluck Jonathan will lead a team of observers from Commonwealth countries, former Mozambican head of state Amanda Guebuza will head the African Union mission. Their coming was revealed yesterday when the Ministry of Foreign Affairs and International Cooperation and the United Nations briefed the media on upcoming events to mark the UN’s 70th anniversary. The Commonwealth and AU teams will be part of observer missions comprising about 600 members who will monitor the elections. Other observer teams are expected to come from the European Union (EU), Southern African Development Community (SADC), the US and Britain. It will be the largest contingent of observers to have monitored elections in the country. Mr Jonathan led Nigeria for five years from 2010 and recently handed over to former military ruler Muhammadu Buhari, who defeated him in the presidential election. It is rare for defeated incumbents to hand over power voluntarily to opposition challengers in Africa. Mr Guebuza was Mozambique’s third president, who led the country for ten years before stepping down in January, this year. However, in contrast to Mr Jonathan, Mr Guebuza left office after serving for a maximum of two five-year terms and handed over to a successor from his party, Frelimo. The acting Permanent Secretary in the Ministry of Foreign Affairs and International Cooperation, Mr Yahya Simba, said some observer teams were already in the country, while others were expected a few days before Election Day. SADC will monitor the electoral process in two phases.
