It's not an APC thing. The difference is that they no longer have unlimited access to public funds. They don't have contracts to inflate and award to themselves. I look forward to similar controls in the National Assembly.

Why are you lot easily decieved?

How do you stop a minister from receiving kick- backs on contracts awarded under his ministry?

How do you stop the minister from working with the contractor to include his cut to the contract amount?

Get this into your head... absence of TSA was never the problem.

It's not entirely a TSA thing. There's a functional tenders board now. (Not the Fashola 'I don't sign cheque' deceit). And Ministers are not involved in processing payments now. It falls on Perm Secs. There's somewhat check now. In the past ministers selected projects, awarded contracts and approved payments.

This is what happens to illeterates who refuse to check properly the source of information before accepting it. They get dissappointed when the real news comes out. We re in the new era of change and those living in the past when all we hear is propaganda should wake up.
