I would like to borrow an account from the bible to help us understand the great task of what is the beginning of security is. To secure a state there must be an element of intelligence. Your intelligence must be

God sends Moses into the land of Egypt to rescue and deliver His people from their slavery to the Egyptians. He throws 10 whopper plaques at the Pharaoh in order to get him to release His people from their bondage. God literally parts the Red Sea to complete the deliverance mission. God the Father performs one of the most powerful supernatural displays of signs and wonders that the world has ever seen to get His people pulled out of Egypt.

Do you know that God did this with Nigeria in so many ways? In 1998 the deaths of Abacha, Abiola and so many others that represented the past was very surprising.
Moses tells God's people that God will give them what He calls the Promised Land. It is a land flowing with milk and honey. He will settle His people down in this land and this is where He will break the Israelites off into 12 different tribes.

Just as God had a Moses he had an Obasanjo ( I know many will disagree) did Moses fail? Most good leaders are just simply pioneers, the real leadership is normally built on work done and consolidated. We see that Moses was the leader of Israel and that as Nigeria Israel had several parts or states.

We can see that this is the design of what god what wanted for Israel. The first thing God did before the state of Israel be in place was the sending of spies or intelligence officers.

The Israelites sent twelve spies into the Promised Land to check out who the enemy was and to develop battle strategies to defeat them. God was going to allow them to go into the Promised Land, but they first had to defeat and drive out their enemies in order to conquer and possess the land. It is like you have governors of state in Nigeria.
When the spies came back, ten of them came back with a bad report. They said their enemies were giants and that their kingdoms were too well fortified and they wouldn't be able to defeat them. Can you imagine? This is happening in Nigeria.
Now mind you, God had just got done pulling and delivering them out of Egypt with one of the greatest displays of His supernatural power the world has ever seen with Him throwing 10 whopper plaques against the Egyptians and then parting the Red Sea to give them safe passage into the wilderness. Does this bring your mind back to before 1999? Our banks where just a phony set of institutions. The Army Navy Airforces was like a group of armed bandits. Fraud was the order of the day Abacha was just not willing to give up power. We were in debt and no one was ready to give us a Chance. I can say with authority we have left EGYPT BUT EGYPT HAS NOT LEFT US. So many of our adults have no faith in Nigeria some even say that over their dead body would Nigeria become great see what God did.
When God saw their negative attitudes and their lack of faith and belief in Him and His power, He literally threw up His hands and said that was going to be it. At this point, He tells them that all of the men 20 years and older would not enter into the Promised Land due to their lack of faith and belief in Him.

The Chief intelligence officer of any state is the governor of a state. Nigeria has 36 states that is 3 times of 12 that Israel had back then. The reality of the matter is that that the state (lagos state) Needs to focus on the youth in intelligence gathering and non combative crime solving and crime prevention.

What Lagos should do is to

Create a civilian convention core (C.C.C). There are 20 local governments in Lagos state. Supposing we have an average of 1 million people per local government area.

What you do is to open up a boot camp where you have retired honest soldier that would be the camp commandant of each camp in Lagos state. Each local government would provide 50,000 youths ages from 14 t0 30. This will form the core of the New Lagosian.

You don’t need a dragging multitude but a militant few.
1) The CCC will be responsible for gathering information
2) Using the information
3) Securing the information
The core will get information of
1) Housing
2) Population
3) Education
4) Food supply
5) Security threat monitoring
6) Roads
7) Health and sanitation
Using CCC to know our problems on the ground is one step rather than trusting UN or some internet report.

After this is done you will then set them in motion.

1) We must know how many people(families) live in Lagos state( so as to set up a child fund)
2) Who owns what? (housing)(to collect your housing and land rate)
3) What is the demand of Education that is needed? For example do we need doctors, criminal psychologist or more lawyers?
4) How much food does Lagos state consume
5) What amount of road do we have and do need
6) How many hospitals do have and how much more do we need?
7) How many non armed Lagos voluntary police service personnel with prisons and courts
