Cows do not cry. To cry is to shed tears especially in pain or distress (Oxford Dictionary). Humans cry in pain, or in disappointment, fear, grief over loss and also when someone or something has affected them in a deep and moving way.
Although cows can show fear, interest, protectiveness, eagerness, and curiosity, they are basically instinct-driven, operating by the drives they have been born with. They do feel strong urges to protect their young, to stay in a herd and to reproduce, but to go further and say that they go through a process of emotional pain over a death or separation or disappointment to the point of sadness resulting in crying is putting ourselves and how we respond on the animal.
Many humans see animals in situations that cause them to think of how it would make them feel. When we begin to attribute human emotions or characteristics to animals it becomes anthropomorphism which doesn't necessarily reflect reality.

Many farmers have seen a cow reject her newborn calf or a cow bully another younger cow to the point of injury. They do not wait their turn at the trough, they don't take special care of the weak and wounded and a bull has no issue with mating his mother or sister.
It's understandable that in watching a calf being weaned from its mother where both are calling loudly and doing everything in their power to reunite after being separated that one can imagine the heartache oneself would experience, but this again, is all instinct driven when it comes to animals. It's more of a frantic urge that needs to be filled rather than a display of mental anguish and emotional pain. They are creatures of habit and routine and in a few hours they settle down with much less bellowing and over the course of several days, they adapt and adjust and basically go on with their other strong instincts, eating and sleeping.
