something definitely must be wrong with the owner..police will intercept this vehicle now and ask for money from the owner befor they release it..

I think that will be d best option, if the car was a stolen car used for robbery or kidnapping, @least the police that claimed it will bear witness that the owner actually lost it because he will bring the documents and then police report, reporting a stolen car some months back, @least it will clear his name that he/she was not a criminal.

2ndly, some people thief that might claim it is their car will have to answer to the police to avoid entering the wrong hands.
