I dont know who doesnt, Then search your PS4 communities for Street Fighter V Nigeria and join the community for easy matchmaking in the online lobbies. we play SF5 daily there online.

I don't think there's cross play for SFV on PC and PS4, only applies to fortnite, rocket league and the likes
